Journal of Politics and Democracy is published twice a year. This journal will go through a national accreditation process by the Ministry of Research, Technology and Higher Education of the Republic of Indonesia (RISTEKDIKTI), all articles published are in Bahasa Indonesia or English. Submissions are open all year round.

Abstract

The electoral success of incumbent Benyamin Davnie and Pilar Saga Ichsan in the 2020 Tangerang Selatan mayoral election, conducted during the COVID-19 pandemic, presents an interesting case. Despite mobility restrictions and assumptions that incumbents benefited from the pandemic situation, not all incumbents contesting the 2020 local elections were re-elected. One notable case is Benyamin Davnie, who, after serving two terms as deputy mayor, managed to extend his political influence by running for mayor alongside Pilar Saga Ichsan, supported solely by the Golkar Party. This study draws upon Bourdieu’s theory of capital, Schroder’s concept of political strategy, and Rackway’s campaign model to examine the key factors contributing to their electoral achievement.

Abstract

This paper discusses budget politics in the 2020 local elections (Pilkada), focusing specifically on Karawang Regency and Tangerang Selatan City, with particular attention to the patterns of relationships among actors during the formulation and approval of Pilkada grant budgets in both regions. The study employs a qualitative research method, using in-depth interviews with officials and staff from election management bodies, local governments, and regional parliaments (DPRD). In practice, the findings reveal that although local leaders hold substantial power that could potentially allow them to manipulate, increase, or revoke budgetary decisions, they nevertheless adhered to the established budget cycle procedures and maintained a professional attitude throughout the process of allocating election grant funds.

Abstract

The study on the role of political and social capital in the candidacy of Suryana and Wiwin Suwindaryati through the independent route in the 2018 Garut Regency local election (Pilkada) aims to provide an overview and analysis of how these two forms of capital contributed to the candidates’ efforts to meet the minimum support requirements in the independent candidacy stage. This research adopts a qualitative approach with a descriptive method, conducted through field studies involving interviews, documentation, and literature review. The findings reveal that political capital, manifested in the candidates’ experience within religious and political organizations, as well as the support of local political elites, including religious leaders and a long-established, cohesive campaign team, played a pivotal role. When combined with social capital, reflected in the trust of Garut’s community, social relations through continuous interaction, and supportive social networks, these assets collectively strengthened Suryana and Wiwin Suwindaryati’s position in fulfilling the minimum endorsement requirements for their independent candidacy in the 2018 Garut Regency election.

Abstract

Regional Head Elections (Pilkada) are a key form of local-level democracy. The 2017 Jakarta Special Capital Region (DKI) Pilkada showed that the incumbent was unable to retain power. This outcome was driven by multiple factors, including the involvement of Habib Idrus bin Hayim Alatas in the 2017 DKI Jakarta Pilkada, in which he participated as a representative of the Muslim community and Betawi culture. This study employs a qualitative case-study approach, with data collection procedures comprising interviews, observation, and documentation, and data-analysis techniques including data reduction, data display, and conclusion drawing. The findings indicate that Habib Idrus bin Hasyim Alatas supported the Anies–Sandi ticket by leveraging his social and cultural capital. He functioned as a source of religious legitimation, a facilitator, an opinion leader, and a mass mobilizer.

Abstract

International research collaboration can be understood as a social process within the realm of research, as it embodies a dialectical interplay between the interests of Indonesia and those of foreign partners. As a social process, international research collaboration should thus be analyzed through the theoretical lens of dialectical materialism. Within this framework, it is essential to distinguish between the infrastructural (base) and superstructural (superstructure) aspects. The infrastructural aspect of international research collaboration lies in its financial dimension, while the superstructural aspects encompass institutional and knowledge-related dimensions. Optimizing the benefits of international research collaboration requires more than merely proposing practical policy measures; it also demands an understanding of the preconditions that shape the ecosystem of such collaboration. These preconditions particularly concern latent inequalities that often go unnoticed in the relationships between local and foreign partners. By recognizing and addressing these underlying asymmetries, the government can better formulate policy strategies grounded in principles of equity, thereby fostering international research collaborations that serve Indonesia’s national interests more effectively and sustainably.

Abstract

This article discusses women in the context of Gender Sociology, focusing on three main arenas. First, it examines the social construction of gender roles between women and men in society, particularly within the Indonesian context. Second, it explores how the public sphere perceives women, and third, it analyzes women through various feminist theoretical perspectives. To elaborate on these three arenas, the author employs a literature-based approach, producing theoretical and cumulative descriptions rather than empirical findings. The results of this study reveal three key insights. First, gender differences between men and women are socially constructed rather than naturally given; they emerge through processes of socialization involving values, norms, and cultural practices that are both transmitted and reinforced by society. Second, the public sphere is understood more broadly as a domain beyond domestic activities that have been socially constructed as women’s spaces, such as the kitchen, the well, and the bed. Third, the discussion of feminist theories, including liberal feminism, radical feminism, cultural feminism, and socialist feminism, shows that each offers a distinct perspective on women’s position, status, and way of life.

Abstract

This study discusses the conflict resolution process between PT. Bangka Asindo Agri and the Kenanga community in 2019. The conflict was triggered by air pollution caused by waste emissions from PT. Bangka Asindo Agri’s factory, which allegedly disturbed the comfort of the Kenanga residents. Efforts to resolve the conflict had been initiated since 2017; however, these attempts failed to fully control the situation. This was evident from the continuation of conflict resolution efforts through mediation up to 2019, facilitated by the Regent of Bangka. Yet, the mediation process still did not succeed in resolving the dispute, as tensions persisted until March 2020, culminating in the arrest of six Kenanga residents on allegations of abuse of authority and forgery. Therefore, this research seeks to identify the factors contributing to the unsuccessful mediation in the 2019 conflict resolution process between PT. Bangka Asindo Agri and the Kenanga community. The theoretical framework used in this study is Ralf Dahrendorf’s conflict theory. The research employs a qualitative approach through interviews, observations, and documentation. Data analysis techniques include data reduction, data presentation, and conclusion drawing. The findings show that the conflict resolution process was carried out through mediation on December 8, 2019, with the Regent of Bangka acting as the mediator. The mediation process was protracted but eventually resulted in an agreement through several stages: (1) mediation mapping, (2) designing intervention strategies, (3) holding hearings, (4) developing a conducive conflict climate, (5) transforming conflict elements, (6) formulating alternative joint decisions, (7) selecting a mutually agreed alternative, and (8) implementing the agreement. The study identifies several factors behind the failure to fully control the conflict: (1) recognition — both PT. Bangka Asindo Agri and the Kenanga community continued to uphold their respective interests. PT. Bangka Asindo Agri sought to maintain factory operations, claiming that unpleasant odors from the facility had significantly decreased. Meanwhile, the Kenanga community persisted in demanding the factory’s closure and cessation of operations. (2) Agreement on the rules — PT. Bangka Asindo Agri, as the party responsible for the conflict, violated the terms of the 2019 mediation agreement.

Abstract

The beginning of the arrival of ethnic Chinese to Indonesia to conduct trade because Indonesia is a strategic area for trade. Then the ethnic Chinese settled in Indonesia until Indonesia became independent. With this, the government set special policies on ethnic Chinese who settled in Indonesia. This research aims to find out the political policies towards ethnic Chinese in Indonesia. This research method uses a literature study. Data collection is done by reviewing and exploring several journals, books, newspapers and documents in print and electronic form. The data analysis technique used is Content Analysis. The results of this study indicate that the policies initiated against ethnic Chinese are inseparable from the G30S/PKI event. Policies issued during the New Order era tended to discriminate against ethnic Chinese. The collapse of the new order regime began to support the struggle for ethnic Chinese equality such as establishing policies concerning the status of ethnic Chinese citizenship.

Abstract

The research entitled "Grand Design of Local Tourism Development Policy: From Vision to Implementation (Study of tourism development in South Bangka)" focuses on tourism development in South Bangka district, including various policies issued as well as evaluation of the implementation process in the policies taken. The research method in this writing is descriptive qualitative research. The results of the research show that the regional tourism development policy design stipulated by the South Bangka Regency Government is contained in the South Bangka Regency Tourism Development Master Plan for 2012 – 2022 in the form of nine policy programs. In practice, the South Bangka tourism development policy which has been implemented for 10 years has not run optimally. This is evident from the evaluation of policy implementation carried out using the theory of evaluation criteria according to William N. Dunn which includes policy effectiveness, efficiency in implementation, adequacy of needs, alignment in policy implementation, responsiveness, and program accuracy. It shows that the nine programs run by the government of South Bangka Regency has not achieved results in accordance with the expected indicators of success.

Abstract

PT. Bangka Asindo Agri (BAA) located in Kenanga Village, Bangka Regency, Bangka Belitung Island Province from July 2022 until November 2022. This study used a descriptive qualitative research design with primary data and secondary data collected through observation, interview, and archived documentation. This data were analyzed using interactive model data analysis techniques from Miles and Hubberman. The result of this study indicate that: 1) CSR program design carried out by PT. Bangka Asindo Agri shows the government’s involvement with the company and the company’s involvement with the community in Kenanga Village, Bangka Regency can be said too poor; and, 2) Implementation of the CSR program from PT. Bangka Asindo Agri is carried out in accordance with Law Number 40 of 2007 concerning Limited Liability Companies, although it is not optimal. The implementation of CSR is influenced by inhibiting factors and driving factors.
