This study aims to analyze the influence of OHS Culture and Leadership on OHS Performance and the mediating role of Safe Behavior among workers of the Pertamina Hulu Rokan Drilling Well Intervention Rig contractor. This study employed a quantitative approach using a survey method. The population consisted of all workers of the North Rig BDSI Drilling Well Intervention Rig contractor, with 153 respondents selected using a saturated sampling technique. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) through SmartPLS 4, including measurement and structural model evaluations, direct and indirect effects, and effect sizes. The results showed that OHS Culture and Leadership had positive and significant effects on Safe Behavior, while Leadership and Safe Behavior had positive and significant effects on OHS Performance. OHS Culture did not have a significant direct effect on OHS Performance. However, Safe Behavior significantly mediated the effects of OHS Culture and Leadership on OHS Performance. The R-square values of 0.701 for Safe Behavior and 0.822 for OHS Performance indicate strong explanatory power. These findings highlight the importance of strengthening OHS Culture and Leadership while translating safety values into Safe Behavior to improve OHS Performance in high-risk drilling operations.
