<![CDATA[Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in regional economic development, yet many business actors still face difficulties in understanding business licensing procedures. This study analyzes the implementation of the Online Single Submission Risk Based Approach (OSS-RBA) in facilitating MSME business licensing in Bengkulu City, identifies supporting and inhibiting factors, and formulates measures to improve service effectiveness. The study uses an empirical legal method with a juridical-sociological approach, supported by legislation, scholarly literature, government documents, and official service data. The analysis shows that OSS-RBA simplifies access to business legality through electronic services and the issuance of a Business Identification Number (NIB). Bengkulu City recorded 9,016 NIBs from January to early December 2024, including 8,989 micro and small enterprises. However, substantive accessibility remains constrained by digital literacy, understanding of KBLI and risk levels, infrastructure, sectoral licensing, and the need for assistance. Effective implementation therefore requires reliable digital systems, legal certainty, capable officers, and user-oriented assistance.]]>
