This study analyzes the performance of the Internal Supervisory Unit (SPI) in improving employee discipline at the Regional Water Company (PDAM) of Manado City. It addresses how SPI performs its supervisory function, which factors support or hinder performance, and what efforts SPI undertakes to improve discipline. A descriptive qualitative method from Miles and Huberman was used, applying Kasmir's (2019) performance framework across five aspects: quality, quantity, timeliness, effectiveness, and responsibility. Data were collected through interviews, observation, and documentation involving management, SPI staff, and employees. Results show SPI carries out its function per the SOP and generally contributes positively to discipline, particularly in working-hour compliance and task execution. However, effectiveness remains limited by insufficient personnel, so supervision has not maximally covered all work units, and follow-up on recommendations still takes relatively long. SPI's performance has run reasonably well but still requires stronger human resources, supervisory intensity, and consistent sanctions and rewards.
