Abstract

This study aims to examine and synthesize the literature on the role of Human Resource Management (HRM) in improving the quality of services at BPJS Health in Indonesia, distinguishing between the context of BPJS Health administration and the context of partner healthcare facilities. The study uses a Systematic Literature Review (SLR) approach with the PRISMA framework. Literature was identified through searches in five academic databases (Google Scholar, Scopus, ScienceDirect, Garuda, and ResearchGate) for publications from 1996–2026 in English and Indonesian. Out of 126 identified articles, 35 were assessed for eligibility, and 20 studies were finally included and analyzed through qualitative thematic synthesis. The synthesis results show that the literature consistently links three HRM dimensions to improved BPJS Health Service quality, namely employee discipline, competency development and work motivation, and the availability of health workers according to professional competence. Studies focusing on BPJS administrative services tend to emphasize discipline and administrative effectiveness, whereas research in hospitals and health facilities highlights workforce competence and staff availability. The evidence still depends on the context and is uneven across institutional settings, so this study does not provide a definite causal conclusion, but rather a narrative synthesis. The review protocol has not fully met PRISMA reporting standards (it does not yet include a complete flow diagram and study quality assessment), so generalizing the findings should be done cautiously. This review contributes by explicitly separating HRM in BPJS Health administrative organizations from HRM in partner health facilities, a conceptual distinction rarely made explicitly in previous literature.
