Community empowerment through green mussel cultivation is a strategic effort to improve the welfare of coastal fishing communities facing economic limitations and restricted access to resources. This study aims to describe the community empowerment process, marketing techniques, and empowerment outcomes of green mussel cultivation at the Ikhtiar Swadaya Mitra (ISM) Karya Sinar Bahari Cooperative in Tanggul Jaya Village, Kasemen District, Serang City. This research employs a qualitative approach with a descriptive method, using observation, interviews, and documentation for data collection. The results show that the empowerment process was carried out through the stages of awareness-raising, capacity-building, and empowerment, supported by the cooperative's role in providing capital, technical assistance, and marketing of the cultivation products. This empowerment has led to increased income, economic independence, and greater fishermen's participation in the cooperative institution.
