This study aims to analyze the application of quality management in Islamic Religious Education (IRE) in fostering students' religious character and developing religious culture in the multicultural educational environment of SMA Plus Muhammadiyah Merauke. A qualitative case study approach in a constructivist paradigm is used. Participants, including principals, IRE teachers, administrative staff, and students, were selected through purposive sampling. Data were collected through participant observation, semi-structured interviews, and document analysis, and analyzed using Miles and Huberman's interactive model with triangulation to ensure trust. The findings show that quality management has been systematically implemented through continuous planning, organization, implementation, supervision, and evaluation. These practices strengthen students' religious character by integrating Islamic values into learning, school culture, role models, and religious habits. The cultural development of religious schools is supported by effective leadership, competent teachers, stakeholder collaboration, and continuous quality improvement. Overall, integrating quality management with Islamic Religious Education and multicultural values has created an inclusive educational environment that enhances religious character, social harmony, and sustainable quality of education.
