This structured review synthesizes evidence from 2021–2025 regarding Generative AI (GenAI) capabilities in SMEs, workplace and vocational learning, the Four-Component Instructional Design (4C/ID) model, and human-AI interdependence to formulate requirements for accountable communication protocols. A Scopus search using four keywords yielded 1,343 records; after screening 681 unique records from the review period, 55 were retained for theory-guided synthesis. The coding process consolidated 12 preliminary requirements into nine, each specifying the information, verification steps, or authorization conditions necessary for an accountable exchange, alongside observable compliance criteria. These requirements were mapped onto four layers derived from the 4C/ID model (whole-task communication, knowledge-encoding schemas, procedural protocols, and verification protocols) and a five-step sequence ranging from operational problem encoding to implementation authorization. The synthesis indicates that verification must rely on the quality of evidence and calibrated interdependence, rather than trust or response fluency, and that accountability necessitates a designated human decision-maker. As the protocol has not yet been tested with users or exchange records, its effectiveness remains to be determined
