General Background Internship programs bridge academic knowledge with real-world work environments, enabling students to understand organizational dynamics and develop professional competencies. Specific Background In the empowerment division of the Sidoarjo Cooperative and Micro Enterprises Service, administrative processes such as participant data input and training budget plan preparation are vital for supporting micro, small, and medium enterprises. Knowledge Gap However, inefficient administrative workflows characterized by waiting times, data errors, and repeated budget revisions often hinder operational productivity within regional government administration. Aims This study aims to analyze and optimize participant data input processes and training budget plan preparation using industrial engineering work study principles. Results The application of flow process chart evaluations demonstrates that standardized document checklists, uniform budget templates, and integrated digital systems successfully minimize non-value-added activities and work delays. Novelty This work proves the applicability of lean office methodologies within regional government administration to streamline bureaucratic workflows and improve service quality. Implications The findings provide practical guidelines for government bodies to eliminate administrative waste and enhance efficiency in supporting local business development. Key Findings Highlights Flow process chart evaluations reveal that administrative workflows still contain non-value-added activities such as waiting for documents and correcting data errors. Comparative analysis shows significant time discrepancies between ideal and actual durations in participant data input and budget plan preparation. Implementing document checklists, standardized templates, and digital systems effectively reduces operational waste and administrative delays.
