Abstract

Public Street Lighting (PJU) is part of urban infrastructure and, at the same time, a public service directly related to community safety, comfort, and nighttime activity. This article analyzes the implementation of PJU management policy in the City of Palembang using George C. Edwards III's policy implementation theory, which emphasizes four variables: communication, resources, disposition, and bureaucratic structure. This research applies an online desk-review design with a descriptive qualitative approach, deliberately restricting all data sources to documents and literature openly available on the internet. Data were drawn from official documents of the Palembang City Government, review findings of the Ombudsman of the Republic of Indonesia (South Sumatra Representative Office), official government press releases, and national and international academic literature. The document review indicates that PJU management authority shifted from the Housing and Land Affairs Office (Perkimtan) to the Transportation Office (Dishub) effective January 2025; however, as of the Ombudsman's 2023 review, the City of Palembang had not issued a specific local regulation on PJU management, had not established a monitoring and evaluation team as mandated by Ministerial Regulation of Transportation No. 27/2018, and its complaint-handling procedure remained suboptimal. These findings point to a gap between the need for clear regulation and a management practice that remains largely reactive and incidental. The article recommends accelerating the drafting of a local regulation, institutionalizing a monitoring-evaluation mechanism, and strengthening the PJU point database as a basis for long-term planning.
