Abstract

These research problems are the public do not register their company registration card. The statement of this research can be formulated as : the publishing service of company registration card in Departement of Industry, Trading, Cooperative and Small and Medium Enterpries in Ogan Komering Ulu Regency South Sumatera is not good. The quetion of this research can be formulated as : How is the way of the licensing service of company registration card in Departement of Industry, Trading, Cooperative and Small and Medium Enterpries in Ogan Komering Ulu Regency South Sumatera. The aim of this research is to obtain new concept on administration study, particularly regarding the public service. Therefore this research is based on responsiveness, responsibility dan accountability concepts as guidance theory. The method of this studi is descriptive analysis by using qualitative approachment. Through a qualitative approach. Researcher as the main instrument collected, processed,analyzed and verified any data from key informed, documents and field observation related to research problem. The result ofthis study showed that the licensing service in Departement of Industry, Trading, Cooperative and Small and Medium Enterpries in Ogan Komering Ulu Regency South Sumatera is not good, due not only because it has not completely based on responsiveness, responsibility and accountability concepts, but also because of the neglect of equity concept.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi Peraturan Daerah OKU Nomor 17 Tahun 2012 tentang Pelaksanaan Administrasi Kependudukan di Dinas Kependudukan dan Pencatatan Sipil (Dinas Kependudukan dan Catatan Sipil) Kabupaten OKU dan untuk mengetahui faktor-faktor yang mendukung dan menghambat implementasi kebijakan ini. Penelitian ini difokuskan untuk melihat tingkat kepatuhan, kelancaran fungsi rutin, dan juga dampak dari kebijakan yang diterapkan. Hasil penelitian menunjukkan bahwa Peraturan OKU No. 17 Tahun 2012 tentang Implementasi Administrasi Kependudukan belum terlaksana dengan baik. Hal ini ditunjukkan oleh tingginya beban kerja personel operator SIAK, layanan di kabupaten yang belum baik, kurangnya kesadaran warga dalam melaporkan peristiwa demografi mereka, rendahnya kepemilikan sertifikat pencatatan sipil, dan kurangnya pelaporan kematian. Sejalan dengan ini, peneliti menemukan faktor-faktor yang mendukung keberhasilan implementasi kebijakan ini adalah upaya untuk mengambil bola dengan pergi ke tempat penduduk untuk merekam mereka dan upaya untuk memenuhi waktu pengiriman yang dijanjikan. Sementara, faktor yang menghambat keberhasilan implementasi kebijakan ini adalah kurangnya personil untuk operator SIAK, kurangnya informasi kepada warga, ketergantungan pada perbaikan peralatan kepada penyedia, dan rendahnya kinerja petugas pencatatan.

Abstract

The article explains District Integrated Administration Service Development Model (PATEN) as part of digital public service and transparancy to the community This is also a competitive model of Rambang Kapak Tengah Regency. The digital feature is reflected on the website development that integrated with surrounding villages. The aim of digital public service is to give simplicity of service to the people. Furthermore, the principle of smart city is transforming outdated method to industry 4.0 approach. Hence the innovation can be started by developing website on Rambang Kapak Tengah Regency. The study makes use of 2 methodology; observation directly to the site to gain potential data and desk study to deepening the analysis of using digital platform on government administrative. Abstract

This study aims to determine the effect of service quality and product quality on user satisfaction of electronic mortgage service (HT-el) users at the Land Office of Ogan Komering Ulu Regency. In order to approach this problem, Kotler and Keller's theoretical reference is used, where customer satisfaction is a comparison of service quality and product quality which is expected by customers with what they receive. Meanwhile, the operational theory uses the E-GovQual model by Papadomichelaki and Mentzas, and the product quality model by Kotler and Armstrong. The data were collected through the distribution of questionnaires and analyzed quantitatively. This study concludes that service quality affects the satisfaction of HT-el service users by 48.7 percent, product quality affects the satisfaction of HT-el service users by 63.3 percent, henceforth service quality and product quality simultaneously have a positive and significant effect of 66.1 percent. For this reason, it is necessary to improve the quality of electronic mortgage (HT-el) services, especially on the support capacity (citizen support) involving HT-el implementers. It is recommended to the Land Office to enforce some activities which are related with improving the technical skills and developing the character of HT-el implementers, that is employees of the Land Office of Ogan Komering Ulu.

Abstract

Temuan penelitian ini adalah bahwa Perda Kota Palembang Nomor 2 Tahun 2017 tentang Tanggung Jawab Sosial dan Lingkungan Perusahaan telah diimplementasikan oleh Dinas Pariwisata Kota Palembang. Dilihat dari aspek komunikasi, sumber daya, disposisi dan struktur birokrasi yang ada, telah menunjang implementasi peraturan daerah tersebut. Namun, sebagian perusahaan yang ada di wilayah Kota Palembang, belum melaksanakan tanggung jawab sosial dan lingkungannya. Faktor yang mempengaruhi implementasi Perda Kota Palembang Nomor 2 Tahun 2017 tentang Tanggung Jawab Sosial dan Lingkungan Perusahaan terdiri dari tingkat partisipasi perusahaan yang rendah, ketersediaan dana, feedback yang diterima perusahaan hampir tidak ada dan prosedur birokrasi di lingkungan intern perusahaan yang rumit telah menghambat pengembangan destinasi wisata Sekanak Besolek yang diharapkan mendapat dukungan dana dari sektor swasta. Berkaitan dengan temuan tersebut, disarankan agar peraturan daerah tersebut diterapkan secara tegas, sehingga muncul kewajiban secara formal dari setiap perusahaan yang ada di wilayah Kota Palembang untuk melaksanakan tanggung jawab sosial dan lingkungannya.

Abstract

Human resource development in the health sector can be directed to the development of professional, quality and competitive human resources. This study aims to analyze the strategy of developing human resources at the Regional General Hospital Dr. (H.C) Ir. Soekarno, Bangka Belitung Islands Province. The research method used is descriptive qualitative using Wernefelt's RBV theory. This research resulted in a Human Resource Development Strategy that has been carried out by the Regional General Hospital Dr. (H.C) Ir. Soekarno, Bangka Belitung Islands Province. Hospital institutions are responsible for improving the work ability, skills and work behavior of staff and employees for the better. Human resource development strategy is a form of appreciation from the leadership/management towards employees in the form of education and training. The development of human resources in superior service products that are competitive and competitive in advancing hospitals against competition in the province of the Bangka Belitung Islands.

Abstract

Electronic Government, an essential aspect of contemporary governance, harnesses information technology and the internet to optimize governmental activities, fostering enhanced public services and heightened government efficiency and transparency. This research investigates Palembang City's foray into e-government, specifically in regional tax collection, utilizing an online tax application initiated in 2018. Employing a descriptive qualitative research methodology encompassing interviews, observation, documentation, and literature review, the research reveals Palembang City's strategic move to simplify local tax collection through online taxes. Third-party service providers, in collaboration with Bank Sumsel Babel, play a pivotal role in monitoring and facilitating e-tax implementation. Success factors include robust policy support via Mayor Regulations, alongside effective communication strategies utilizing social and electronic media. Challenges persist, such as uneven distribution of tax payment kiosks and low taxpayer compliance with voluntary e-tax adoption. This research offers comprehensive insights into the complexities and opportunities of regional e-government, illuminating the nuanced landscape of digital governance at the local level.

Abstract

This study examines the dynamics of agenda setting and policy formulation for Sustainable Development Goals (SDGs) using bibliometric analysis. Data sourced from Google Scholar covering the period 2019-2023, employing SDGs-related keywords. Network Visualization Co-Occurrence analysis reveals patterns of relationships among concepts, while Overlay and Density Visualizations provide additional context and levels of interconnectedness. Results indicate clusters encompassing sustainable business adoption, urban development, and the impact of COVID-19. Co-Authorship analysis identifies key authors such as Filho, W Leal, and Li, Y. The conclusion presents profound insights into SDGs literature and recommends further research on specific aspects.

Abstract

Abstrak : Maraknya media konvergen, termasuk media sosial, memudahkan mengakses informasi tentang kekerasan seksual, baik korban maupun pelakunya, baik yang dilakukan oleh saudara maupun orang yang tidak dikenal. Tinjauan literatur ini bertujuan untuk mengidentifikasi temuan positif dan negatif terkait kekerasan seksual. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan menggunakan teori Michael Howlet dan M. Ramesh 1995 dalam penetapan agenda pemerintah. Hasilnya menunjukkan pentingnya memasukkan kekerasan seksual sebagai agenda utama pemerintah, dengan menghasilkan dua inovasi model strategi yaitu Inovasi Model Strategis: Kebijakan mendorong percepatan agenda setting dan model inovasi pada aplikasi pelayanan korban kekerasan seksual.Abstract:  The rise of convergent media, including social media, facilitates access to information about sexual violence, both victims and perpetrators, whether committed by relatives or strangers. This literature review aims to identify positive and negative findings related to sexual violence. The research method used was descriptive qualitative, using Michael Howlet and M. Ramesh's 1995 theory on government agenda setting. The results show the importance of including sexual violence as a major government agenda, by producing two strategic model innovations, namely Strategic Model Innovation: Policies to accelerate agenda setting and model innovation in the application of services for victims of sexual violence.

Abstract

This research is motivated by the low interest of the people in the Talang Kelapa sub-district and Tanjung Lago sub-district in paying land and building taxes in rural and urban areas. This study aims to determine the implementation of land and building tax payments in rural and urban areas, public service motivational practices and tax service models in Banyuasin Regency. The method used is observation and interviews with tourists and the surrounding community as well as using literature studies. From the results of the study it can be seen that the payment of rural and urban land and building taxes in Banyuasin Regency in 2022 has not reached the target and still leaves tax bills that have not been paid by the community. The motivation for services provided by tax officers both at the Regional Revenue Agency and by village heads, village heads is still not optimal because people are still hesitant to make payments. rural and urban buildings are still low as well as the motivation for services provided by officers is still not optimal.
