Abstract

This study aims to identify the relationship between the village head and the Village Consultative Body (BPD) in the use of village funds in the village of Karang Jaya, Namlea District, and explain the influence on the development of village communities. The problem is focused on the use of village funds which should be a stimulus for development in each village, but, in management, there are often problems that hinder village development. This study seeks to see and get deeper into the relationship that has been built between the village head and the BPD in the village of Karang Jaya. The approach used in this study uses a qualitative approach. The number of informants who will be interviewed is 15 people taken purposively, considering that respondents are regarded as related parties to achieve the research objectives. Researchers used observational data collection techniques and in-depth interviews to obtain data on the implementation of the village fund program. The analysis technique used in this research is qualitative data analysis following the concepts given by Miles and Huberman, and Spradley. This study concludes that the parallel relationship pattern between the BPD and the village head in the management of the village government as regulated in the legislation, it turns out that in its implementation, there is enough response so that the working relationship becomes harmonious and leads to a pattern of cooperation and shows a tendency to share tasks that are parallel between the heads. Abstract

The purpose of this study is to establish a relationship between the village head and the village consultative body in Ubung, Buru Regency. The research problem is focused on the collaboration between the village head and the village consultative body in containing the spread of Covid-19 in Ubung. The study employed a qualitative approach, with a total of twenty informants chosen at random. This study was conducted in the village of Ubung, with informants including village officials, members of the Village Consultative Body, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives considered to possess competencies relevant to the research objectives. This study collects data about the partnership relationship through observation and in-depth interviews. The analysis technique used is qualitative data analysis under Miles, Huberman, and Spradley's concepts. This study concludes that the village is extremely responsive in planning and implementing the management of Covid-19, making it easier for the community to be involved. The village side also adjusts to the existing conditions to carry out the control of Covid-19, specifically by conducting analysis and identification to decipher the program of activities that will be planned in collaboration with the Village Consultative Body. In the division of Village Consultative Body tasks, the village government prioritizes development sector implementation and public awareness, while the village government focuses more on-field segmentation planning.

Abstract

Hospital as one of  health public services institution on delivering health services supported by multidiscipline professions that have diversity of personality. Personality is one of factor contributed in triggering interpersonal conflict at workplace. There are five interpersonal conflict managements commonly used, namely ; integrating, obliging, dominating, avoiding dan compromising. Research was conducted on March 2015 at Eye Specialist Hospital South Sumatera Province which 75 respondens as samples of the reaserch. The objectives of this reaserch to explore differences among type A and B personality toward interpersonal conflict management in the hospital.  Cross Sectional Study  as design of the reaserch with Manova and Post Hoc test analyisis. From this reaserch found that  type A personality is dominant personality of employee, and dominant interpersonal conflict management is integrating style. Based on the risult of Post Hoc analysis  shown that significant difference between type A and B personality towrad management conflict of  interpersonal found on obliging style with P value 0,000 < 0,05, for other management conflict style  was not found.

Abstract

The demands for solving public problems have shifted the viewpoint of the role of the government as the sole provider of services towards participatory governance as a form of democracy that can adapt to change. These demands must be addressed wisely by reconciling the expectations of the community and organizational capabilities, as well as reducing bias in the capacity of public organizations as service providers. This study identified the factors that work in the process of implementing integrated service policy in an archipelago in facing the transformation of ICT-based services, analyzed the ability and commitment of one-door integrated service (PTSP) implementers, coordination patterns, private sector cooperation, and community participation in services so that it can provide a holistic and complete picture of implementation. The method used was descriptive qualitative by determining informants using purposive sampling. The data were collected through in-depth interviews, observation, and document study. Next, semantic coding was carried out using the NVivo 12 Plus to determine the categories/themes to be generalized. The results of the study reveal that there is a community culture that encourages the mobile PTSP service system by GA and the involvement of NGA who works voluntarily and in business. Public support is very high, but the implementation performance has not yet reached the goal of self-help service (OSS) policy due to technical constraints, namely geographical distance, equipment, and budget.Keywords: cultural, commitment, informal, policy implementation

Abstract

Kemiskinan hingga saat ini masih menjadi permasalahan penting yang harus diatasi oleh pemerintah baik di pusat maupun didaerah. Pemerintah Provinsi Kepulauan Bangka Belitung dengan tingkat kemiskinan yang rendah, masih harus terus berupaya mengentaskan kemiskinan di wilayahnya. Salah satu upaya tersebut diwujudkan dengan merumuskan sebuah program penanggulangan Kemiskinan yang diberi nama Program Satu Milyar untuk Tiap Kecamatan Menuju Pembangunan yang Efektif, Merata, Adil dan Selaras (SATAM EMAS). Penelitian ini dilakukan untuk menjelaskan proses implementasi dan penyebab terjadinya ketidakoptimalan penyerapan anggaran Program SATAM EMAS di Kabupaten Bangka Barat Tahun 2016. Penelitian ini menggunakan metode deskriptif kualitatif dan data diperoleh melalui wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukkan bahwa proses implementasi Program SATAM EMAS di Kabupaten Bangka Barat Tahun 2016, belum sepenuhnya berjalan optimal. Ditemukan adanya ketidaksesuaian antara apa yang diharapkan terjadi dengan kenyataannya diantara aspek yang saling berinteraksi yang kemudian mendorong jadwal dalam rangkaian proses implementasi yang akhirnya menyebabkan tidak dapat terlaksananya pekerjaan pembangunan tahap kedua di Kabupaten Bangka Barat sehingga dana program tidak dapat terserap sepenuhnya.

Abstract

The purpose of this study is to ascertain the meaning of the literacy movement in Buru district, where the movement's stated objective is to increase human resources. The issue is focused on the implementation process, which has been underway for three years but has yet to demonstrate the program's significance and impact on the community's real conditions. The approach taken in this study is qualitative, and the number of informants interviewed will be 15. These informants will be chosen purposefully, with the understanding that respondents will be considered related parties in order to accomplish the research objectives. The research was conducted in Namlea village, Buru district, with informants that included village officials, BPD members, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives with competencies relevant to the research objectives. This study collects data about the literacy movement's implementation through observation and in-depth interviews. In this research, I employ qualitative data analysis in accordance with Miles, Huberman, and Spradley's concepts. This study concludes that the program-based literacy movement has not yet fully grasped the meaning; people's awareness of literacy has focused on participation levels but not on activities that promote relaxation, protect the brain, prevent disease, and prolong life.

Abstract

This paper aims to examine the problem of decreasing agricultural land in Namlea village which has become a new infrastructure development area so that it shifts the function of land out of the agricultural sector. The problem is focused on shifting land use which makes workers in the agricultural sector less and less which affects productivity. This study seeks to identify the impact of urbanization and the diversification actions taken by the community on their agricultural land as an effort to fulfill their daily needs. This study uses a qualitative approach and the number of informants to be interviewed is 15 people who are taken purposively. The research was conducted in Namlea Village, Buru Regency with informants including village officials, BPD members, representatives of community leaders, traditional leaders and religious leaders plus community representatives who are considered to have competencies related to the research objectives. This study uses observation data collection techniques and in-depth interviews. The analytical technique used in this research is qualitative data analysis following the concept given by Miles and Huberman and Spradley. This study concludes that the impact of land conversion results in the limitations of farmers in Namlea Village to access the jobs they have been getting to meet their daily needs and have to do other jobs of course with low pay, all of this is done solely to meet household needs.

Abstract

This study attempts to evaluate the extent of the relationship between small, micro and medium enterprises (MSMEs) and the banking sector in executing economic development strategies in the Covid-19 epidemic era. A qualitative method using a case study approach is utilized to see the link between MSMEs and the banking sector in this study. The research was done in Palembang City with informants from Rural Banks (BPR), Palembang City Government, and MSME actors who issued loans to BPRs. This study indicates that there is a good interaction between BPR, Palembang City Government, and MSME actors in executing economic development strategies in the era of the Covid-19 pandemic. The assistance given by BPR and the City Government can allow MSMEs to tackle numerous challenges in the middle of a pandemic. Previous study has not often explored the interaction between the three stakeholders (MSMEs, Regional Governments, and the Banking Sector) in economic recovery in the age of the Covid-19 epidemic. Whereas the support offered to MSMEs might stimulate economic activity in a region.
