The growth of the halal industry in Indonesia has encouraged an increase in the need for halal certification, especially for micro and small enterprises (MSEs) through the self-declare scheme. Universities play a strategic role in accelerating the halal certification process. This study aims to analyze the role of UIN Maulana Malik Ibrahim Malang and Universitas Nahdlatul Ulama Sidoarjo (UNUSIDA) in implementing halal self-declaration certification and to assess its implementation from the perspective of maqāṣid al-sharī'ah. This study uses a qualitative approach, combining empirical legal research with normative-conceptual and comparative approaches. Primary data were obtained through interviews with Halal Center managers, while secondary data were obtained from documentation studies and related literature. The results of the study showed that the two universities played an active role in supporting halal certification by developing human resources, strengthening halal literacy, and building institutional networks. Comparatively, UIN Maulana Malik Ibrahim Malang excels in institutional aspects and the number of certification achievements, while UNUSIDA excels in a community-based approach and cross-institutional collaboration. From the perspective of maqāṣid al-syarī'ah, the implementation of halal certification reflects efforts to protect religion, soul, intellect, property, and descendants.
