Abstract

The protection of women and children from violence is a responsibility of local governments that must be realized through effective policies and services. This study aims to analyze the implementation of Article 7 of North Lampung Regional Regulation Number 1 of 2017 concerning the Protection of Women and Children from Violence and examine its implementation from the perspective of fiqh siyasah tanfidziyyah. This study employs a qualitative approach with a descriptive-analytical method. Data were obtained through interviews, observation, and documentation and analyzed qualitatively. The findings indicate that Article 7 has been implemented through the roles of the Office of Women's Empowerment and Child Protection, UPTD PPA service procedures, complaint reception, victim outreach, assessment, psychosocial assistance, legal assistance, and the involvement of the PPA Task Force and community. Prevention programs are also carried out through socialization, communication, information and education, advocacy, cross-sector coordination, and community empowerment. However, implementation remains suboptimal due to limitations in service coverage, coordination, human resources, and continuity of assistance. From the perspective of fiqh siyasah tanfidziyyah, the implementation reflects the principles of amanah, al-‘adl, al-maslahah, and the government's responsibility as ulil amri, but further strengthening is required to ensure more equitable and sustainable protection
