This research was motivated by the limited use of innovative learning media in Natural and Social Sciences (IPAS) learning for fifth-grade students at SDN 13 Lolong Belanti. Learning activities were still dominated by textbooks and lectures, causing students to be less active, easily bored, and have difficulty understanding the interconnected processes of the water cycle. This study aimed to develop a series of picture-based learning media using a Pop-Up Book for water cycle material that is valid, practical, and effective for fifth-grade IPAS learning. This research employed Research and Development (R&D) using the ADDIE model, consisting of Analysis, Design, Development, Implementation, and Evaluation stages. The subjects were three validators, one fifth-grade teacher, and 25 fifth-grade students. Data were collected through validation sheets, teacher and student practicality questionnaires, and pre-test and post-test learning outcome tests. Data were analyzed using descriptive quantitative analysis. The results showed that the developed media was categorized as very valid, with an average validity percentage of 90.7%, consisting of 92.5% from the material expert, 92.94% from the media expert, and 86.66% from the language expert. The practicality test obtained 97.85% from the teacher and 88.62% from the students, categorized as very practical. The effectiveness test showed an increase in the average score from 48.27 in the pre-test to 87.24 in the post-test, indicating that the media was very effective. Therefore, the series of picture-based learning media using a Pop-Up Book is suitable for water cycle learning in fifth-grade IPAS.
