<![CDATA[The increasing prevalence of TikTok live streaming activities on road shoulders and sidewalks in Bandar Lampung City has shifted the function of public spaces into venues for digital begging, potentially disrupting pedestrian accessibility and safety. This study aims to analyze the misuse of road shoulders for TikTok live streaming activities, the effectiveness of enforcing Article 11 Letter M of Bandar Lampung City Regional Regulation Number 1 of 2018 by the Civil Service Police Unit (Satpol PP), and the issue from the perspective of Siyasah Tanfidziyyah. The study employs an empirical juridical method with a qualitative approach through observation, in-depth interviews, and document analysis. The findings indicate that the enforcement of the Regional Regulation has not been optimal due to perpetrators’ economic justifications, evasive patterns of violations, and the absence of an integrated post-enforcement mechanism. From the perspective of Siyasah Tanfidziyyah, Satpol PP has legitimate authority to regulate public spaces in the interest of maslahah ammah and hifzh al-nafs. Synergy between Satpol PP and the Social Affairs Office through vocational skills development is therefore needed as a sustainable solution ABSTRAKMaraknya aktivitas siaran langsung (live streaming) TikTok di bahu jalan dan trotoar Kota Bandar Lampung telah menggeser fungsi ruang publik menjadi sarana digital begging serta berpotensi mengganggu aksesibilitas dan keselamatan pejalan kaki. Penelitian ini bertujuan menganalisis penyalahgunaan bahu jalan untuk aktivitas live TikTok, efektivitas penegakan Pasal 11 Huruf M Peraturan Daerah Kota Bandar Lampung Nomor 1 Tahun 2018 oleh Satuan Polisi Pamong Praja (Satpol PP), serta meninjaunya dalam perspektif Siyasah Tanfidziyyah. Penelitian menggunakan metode yuridis empiris dengan pendekatan kualitatif melalui observasi, wawancara mendalam, dan studi dokumen. Hasil penelitian menunjukkan bahwa penegakan Perda belum optimal karena adanya alasan ekonomi pelaku, pola pelanggaran “kucing-kucingan”, serta belum terintegrasinya penanganan pasca-penertiban. Dalam perspektif Siyasah Tanfidziyyah, Satpol PP memiliki legitimasi untuk menertibkan ruang publik demi maslahah ammah dan hifzh al-nafs. Diperlukan sinergi Satpol PP dan Dinas Sosial melalui pembinaan keterampilan kerja sebagai solusi berkelanjutan.]]>
