Inclusive education in Islamic educational institutions requires a management framework that integrates educational equity, accessibility, learner protection, and participation with the ethical values of Islamic education. This study aims to analyze how the principles of Maqashid al-Shariah have been conceptualized and operationalized in inclusive education management and to formulate a Maqashid-based management framework. This study employs a Systematic Literature Review (SLR) approach guided by the PRISMA 2020 framework. Reputable scholarly publications were identified from Google Scholar, Scopus, and DOAJ databases, resulting in 22 selected articles based on predetermined inclusion and exclusion criteria analyzed through Thematic Content Analysis. The literature was synthesized by mapping the five fundamental objectives of Maqashid al-Shariah—hifz al-din, hifz al-nafs, hifz al-'aql, hifz al-nasl, and hifz al-mal—against key dimensions of inclusive education management. The findings demonstrate that Maqashid al-Shariah functions not merely as a normative foundation but as an ethical-operational framework across planning, organizing, actuating, and controlling functions. This study formulates the Maqashid-Based Inclusive Education Management Framework, contributing to a more equitable, accessible, protective, and welfare-oriented Islamic educational management.
