<![CDATA[The development of Information and Communication Technology (ICT) has become a crucial catalyst in the transformation of learning towards more interactive, flexible models oriented towards strengthening 21st-century skills. However, the implemen-tation of ICT in primary education in Indonesia still faces obstacles related to infra-structure readiness and teacher competency, resulting in its benefits not yet optimally supporting meaningful learning. Despite this, an integrated conceptual review that synthesizes pedagogical aspects, technological readiness, and the developmental characteristics of children at the primary level as an implementation guideline is still suboptimal in the literature. This research aims to conceptually analyze the charac-teristics of effective ICT-based learning media in the primary education context and its implications for improving learning quality. This study employed a qualitative approach using a literature review method on scientific literature published in the last five years relevant to the theme of ICT and primary education. Data analysis was conducted through content analysis by classifying findings across pedagogical, technological, and learning quality aspects. The research results indicate that ICT-based learning media significantly contributes to increasing student motivation and engagement, and streng-thening critical thinking, creativity, collaboration, and digital literacy skills. Nevertheless, challenges related to teachers' pedagogical-digital competencies, limited facilities, and the absence of an integrated conceptual guideline still hinder the optimal utilization of ICT in elementary schools.
