This study aims to analyze the strategies for women’s empowerment and the fulfillment of children’s rights through the implementation of the Women- and Child-Friendly Village Program (Desa Ramah Perempuan dan Peduli Anak / DRPPA) in Ngadireso Village, Poncokusumo District, Malang Regency. This research employs a participatory qualitative approach using the Participatory Action Research (PAR) method, involving village officials, community leaders, women, and youth as active participants in the processes of problem identification, planning, implementation, and evaluation. The findings reveal that although Ngadireso Village has high social and economic potential, it still faces serious issues such as psychological violence, child neglect, and the increasing prevalence of online gender-based violence (OGBV). Low digital literacy, lack of family supervision, and limited counseling services are identified as key factors exacerbating these problems. Through the implementation of DRPPA and the establishment of the Family Learning Center (PUSPAGA), the village has successfully raised community awareness on the importance of protection and gender justice. Collaborative efforts between the village government, religious leaders, and the community have proven effective in strengthening community-based social protection systems. This study recommends enhancing village institutional capacity, improving community digital literacy, and integrating the values of Qaryah Thayyibah as the foundation for equitable and sustainable social development
