Abstract

Digital Transformation of Financial Administration via e-BAPFlow: Enhancing Public Service Efficiency at the Public Works and Spatial Planning Department of West Sumbawa Regency Abstract This study aims to analyze the implementation of the digitalization of the Payment Certificate (BAP) process through the e-BAPFlow application and to identify its supporting and inhibiting factors at the Public Works and Spatial Planning Department of West Sumbawa Regency. The study employed a descriptive qualitative approach with an instrumental case study design. Data were collected through in-depth interviews with 15 key informants, participatory observation, and document analysis. The findings indicate that e-BAPFlow improves administrative efficiency by integrating digital technology into the submission, verification, tracking, and issuance of payment documents. The system simplified the process from seven manual bureaucratic stages to three digital steps and reduced document verification time from an average of five working days to one or two days. In addition, e-BAPFlow reduced geographical barriers through the “0 KM” efficiency concept, as service providers no longer needed to visit the office directly to complete administrative procedures. However, implementation is still constrained by unstable internet connectivity, limited server capacity, resistance among some staff, and insufficient regulatory support for electronic documents. Sustainable implementation requires stronger legal recognition of electronic documents, improved digital infrastructure, continuous staff capacity development, and consistent technological risk mitigation. These findings highlight e-BAPFlow as an adaptive and efficient low-barrier digital transformation model for local public-sector financial administration.
