<![CDATA[This study analyzes organizational readiness in filling structural positions within the Gresik Regency Government, where position vacancies persisted for over 1.5 years despite the completion of all administrative requirements. Competency tests for 30 Primary High Leadership (JPT Pratama) officials were conducted on March 3–4, 2026, and the Regional Secretary confirmed that all supporting data were finalized. However, transfer decisions for the JPT Pratama level had not been made as of September 2026. Utilizing the Organizational Readiness framework by Aman et al. (2026), which encompasses technical, human resource (HR), institutional, and cultural dimensions, this descriptive qualitative research collected data through interviews with BKPSDM personnel analysts, local government staff, and members of Commission I of the Regional House of Representatives (DPRD), supported by official documents and verified news. The findings indicate that technical and HR readiness are relatively prepared, as evidenced by competency tests involving university academics and the operational capability of personnel managers. Conversely, institutional and cultural readiness remain suboptimal, reflected in the ineffectiveness of internal regulations/SOPs governing decision-making timeframes and the presence of asymmetric readiness. This dynamics contributes to the lag between administrative readiness and position appointment realization. The study recommends strengthening institutional readiness through time-bound regulation optimization and system integration, alongside enhancing cultural readiness through a merit-based, transparent, and accountable organizational culture.]]>
