This study aims to analyze development trends, instructional design models, effectiveness, and implementation challenges of Artificial Intelligence (AI)-based Islamic Religious Education (PAI) learning media. The method employed is a Systematic Literature Review (SLR) following the PRISMA protocol. Data were collected from Google Scholar, limited to publications from 2022 to 2026. The selection process resulted in 16 journal articles that met the inclusion criteria. Data were analyzed using thematic-comparative synthesis focusing on media types, development models, AI integration, and feasibility and effectiveness outcomes. The findings indicate that AI-based PAI learning media are transforming toward interactive multimedia, visual-contextual formats, and educational gamification. The ADDIE and 4D models dominate the development frameworks, with expert validation serving as a quality control mechanism. Empirically, AI-based media demonstrate high validity, practicality, and effectiveness in enhancing student motivation and learning outcomes. However, challenges remain, including limited digital literacy, infrastructure constraints, and risks of AI bias and hallucination. Therefore, grounded AI approaches such as Retrieval-Augmented Generation (RAG) are recommended to ensure content accuracy.
