Abstract

The MSME Training Facilitation Program is one of the coaching instruments organized by Dekranasda Kota Bandung to enhance the competitiveness of its assisted micro, small, and medium enterprises (MSMEs). A preliminary study indicated that the program lacked documented success indicators and that its implementation remained oriented toward activity completion, indicating the need for a comprehensive evaluation of the program. This study aims to evaluate the MSME Training Facilitation Program at Dekranasda Kota Bandung, analyze the barriers encountered in its implementation, and formulate efforts for improving and enhancing the program. This study employed a qualitative approach with a descriptive research type, based on the CIPP evaluation model (context, input, process, product). Primary data were obtained through interviews with 11 informants selected using purposive sampling, consisting of three Dekranasda Kota Bandung administrators and eight assisted MSME practitioners from the culinary, fashion, and craft sectors. Data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa (2014). The results show that the program has been designed and implemented in accordance with the actual needs of MSMEs and has produced varied positive impacts across business sectors. Nevertheless, barriers were identified in the context, input, and process dimensions, including limited budget, capital needs, insufficient updates to training materials, and weak post-training monitoring procedures. The organizer has undertaken several efforts to address these barriers, although not all identified barriers have been fully addressed. This study recommends the formal development of program success indicators, the equal distribution of tiered training systems, and the establishment of written post-training monitoring procedures so that the program's benefits can be felt more evenly and sustainably.
