Digital transformation in public service delivery has encouraged local governments to develop electronic-based services, including the online Job Seeker Card (AK-1) registration service at the Palembang City Manpower Office. This study aims to evaluate the maturity level of the online AK-1 service based on the four stages of e-government development outlined in Presidential Instruction No. 3 of 2003, namely Preparation, Maturation, Consolidation, and Utilization. This study employs a descriptive qualitative approach using digital content analysis and document review of the official portal and available supporting documents. The findings indicate that the online AK-1 service exhibits characteristics of the Consolidation Stage, as reflected in the availability of information on requirements and procedures, communication channels, and information regarding online registration and document submission. However, the operational success of the verification process and the interoperability of the system with other agencies cannot be confirmed based on the analysis of publicly available content. These findings highlight the need for stronger evidence to assess service maturity and further evaluation of system integration and service delivery quality. Follow-up evaluations can utilize operational data and user experience to assess whether the AK-1 document submission and verification process is proceeding in accordance with the procedures outlined on the official portal.
