<![CDATA[This study aims to describe the forms, mechanisms, and impacts of bureaucratic impunity represented in the lyrics of “Menteri Durmagati” by Andry Deblenk through Giorgio Agamben’s concepts of Homo Sacer, State of Exception, and Sovereign Power. This study employs a qualitative approach with a descriptive-interpretative design. The primary data consist of selected lyric excerpts from “Menteri Durmagati,” accessed through the KAJAWI YouTube channel. The excerpts were selected based on their semantic relevance to power, law, social position, and accountability. Data were collected through listening and note-taking techniques and analyzed using the interactive model of Miles, Huberman, and Saldaña, which involves data condensation, data display, and conclusion drawing. Interpretive validity was examined through repeated reading, theoretical coherence, and source triangulation. The findings identify four forms of bureaucratic impunity: legal delegitimization, distortion of state functions, the production of social inequality, and the normalization of corrupt practices. The mechanisms include protection among elites, normalization of deviance, abuse of regulations, and manipulation of the legal system. The impacts are represented through the construction of sovereign figures who control state projects and budgets, exercise institutional exceptions, coordinate elite interests, and build symbolic authority through social media and political speeches. The lyrics represent bureaucratic impunity as a power relation that enables elite domination and marginalizes citizens through weakened legal accountability. Thus, “Menteri Durmagati” functions as a medium of social criticism that exposes the relationship between bureaucratic power, law, and the position of society.]]>
