The Program Keluarga Harapan (PKH) is a conditional cash transfer initiative aimed at improving the quality of life of low-income households by enhancing access to education and healthcare services. This study aims to analyze the distribution mechanism, targeting accuracy, implementation challenges, and community perceptions regarding the fairness and effectiveness of PKH in Gunungkidul Regency. A qualitative approach was employed through in-depth interviews, field observations, and document reviews, using Miles and Huberman’s interactive data analysis model with source triangulation. The findings reveal that PKH distribution follows official procedures; however, inclusion and exclusion errors persist due to weak data updating. Implementation challenges include geographical constraints, administrative errors, delayed disbursements, and public misconceptions about facilitators’ roles. Overall, PKH contributes positively to fulfilling basic needs in education and health but remains suboptimal in fostering economic independence. The community perceives the program as beneficial, although its distribution is still considered uneven and less equitable.
