Background: Managing multiple construction projects under a single construction management consultant requires effective communication and coordination among stakeholders. Communication barriers may reduce project communication quality and multi-project management effectiveness. Objective: This study aims to identify relevant communication barriers, examine their effects on project communication quality and multi-project management effectiveness, investigate the mediating role of project communication quality, and determine priorities for communication improvement. Methods: A quantitative approach supported by expert validation was employed. Data were collected from 80 purposively selected respondents across 32 construction projects. Eight communication barrier factors were identified through a literature review and initial expert validation. Data were analyzed using partial least squares structural equation modeling (PLS-SEM) and importance-performance map analysis (IPMA), followed by final expert validation. Results: Five of the 25 hypotheses were supported. Information Delay (X1) and Communication Media Mismatch (X3) negatively affected Project Communication Quality (β = −0.123, p = 0.045; β = −0.583, p = 0.021). Information Ambiguity/Inaccuracy (X2) negatively affected Multi-Project Management Effectiveness (β = −0.249, p = 0.033). Project Communication Quality positively affected Multi-Project Management Effectiveness (β = 0.807, p = 0.002) and mediated the effect of Information Delay (β = −0.088, p = 0.016). Conclusion: Project Communication Quality is central to Multi-Project Management Effectiveness. Improvement priorities include strengthening communication quality, reducing information delays and ambiguity, and ensuring the appropriate selection and use of communication media.
