The agricultural sector is the main driver of the economy in North Tapanuli Regency; however, its contribution and growth rate have shown a stagnant trend in recent years. This study aimed to identify leading commodities, analyze the agricultural infrastructure hierarchy, and formulate agricultural regional development recommendations in North Tapanuli Regency. A quantitative descriptive approach was employed using Location Quotient (LQ), Shift Share Analysis (SSA), and scalogram analysis. The results indicate that all sub-districts in North Tapanuli Regency possess leading commodities, including food crops, horticultural crops, and plantation crops, with upland rice emerging as the most dominant commodity. However, agricultural infrastructure remains unevenly distributed and is predominantly classified as low (Hierarchy III). The integration analysis shows that most sub-districts already possess considerable leading commodity potential but continue to face limitations in agricultural infrastructure support. Furthermore, commodity superiority does not always correspond to infrastructure capacity, as reflected by Garoga Sub-district, which recorded the highest commodity superiority level despite being classified in the lowest infrastructure hierarchy, whereas Tarutung Sub-district exhibited the opposite condition. These findings indicate that commodity superiority does not always correspond to infrastructure capacity, highlighting the need for integrated and place-based agricultural development strategies tailored to the characteristics of each sub-district
