The implementation of the Electronic Based Government System (SPBE) through the Online Single Submission (OSS) at the Public Service Hall (MPP) of Pamekasan Regency still faces obstacles due to the low digital literacy rate among MSME business actors. This study aims to analyze the effectiveness and contribution of the BIDADARI (Guidance and Assistance in Integrated Licensing Services) innovation in improving accessibility and compliance with risk based business legality. The methodology applied is descriptive qualitative with data collected through in-depth interviews, participatory observation, and documentation studies. The main findings indicate that the BIDADARI innovation, operating as a hybrid service model, successfully eliminates bureaucratic complexity, reduces the issuing time of Business Identification Numbers (NIB) to an average of 12–18 minutes, and guarantees a zero cost process. The impact of this research includes enhanced digital literacy among business operators, realized transparency and legal certainty, as well as facilitated access to BPOM distribution permits, halal certification, and business capital for local MSMEs. It is concluded that the OSS based BIDADARI innovation at the MPP of Pamekasan Regency effectively fulfills all six public service standard components under the Minister of PANRB Regulation No. 15 of 2014, transforming conventional bureaucracy into a modern, transparent, and accountable public service.
