Abstract

Digital transformation in public administration increases the need for personnel information systems that can consolidate fragmented civil-service records and turn them into timely, transparent, and actionable decision support. This study developed SIPINTAR (Integrated, Adaptive, and Responsive Interactive Personnel Intelligence System), an artificial intelligence-based platform designed to integrate civil-service personnel information and support administrative decision-making within an Indonesian government institution. The study adopted a Research and Development approach and implemented the system through a Waterfall-based Software Development Life Cycle. Personnel data from multiple source systems, representing 5,320 civil servants and more than 42,000 historical records for 2019–2025, were integrated using Application Programming Interfaces (APIs) and Extract, Transform, and Load (ETL) processes. The integrated data were then subjected to cleaning, transformation, feature engineering, and Random Forest modeling. Model performance was assessed using accuracy, precision, recall, and F1-score, whereas system acceptance was examined through a User Acceptance Test. The strongest reported result was obtained for employee-performance prediction, with 87.24% accuracy, 86% precision, 85% recall, and 85.5% F1-score. Feature-importance analysis as the explainable artificial intelligence component identified performance score, competency level, and years of service as the three most influential variables. The integrated dashboard and AI Assistant provided consolidated access to analytical information, and the UAT result reached 91.40%. Overall, the findings suggest that SIPINTAR can move personnel information management beyond historical record keeping toward predictive and explainable decision support. Nevertheless, the results should be validated with baseline models and broader institutional datasets before being generalized across agencies.

Abstract

This study investigates the implementation of Management Information Systems (MIS) and Artificial Intelligence (AI) in Islamic education governance at MIN 9 Magetan. Driven by digital transformation demands, the research aims to analyze the integration of these technologies, identify supporting and inhibiting factors, and evaluate their impact on educational service quality. Employing a qualitative case study design, data were collected through observations, in-depth interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that the deployment of specific MIS platforms, such as EMIS 4.0 and ERKAM, significantly enhances administrative efficiency, financial transparency, and data-driven decision-making by the madrasah leadership. Concurrently, the grassroots adoption of AI tools, including ChatGPT, Gemini, and Canva AI, empowers teachers to accelerate lesson planning, design Higher Order Thinking Skills (HOTS) assessments, and foster pedagogical innovation through interactive learning media. While visionary leadership commitment and adequate digital infrastructure strongly support this transformation, several challenges persist. These include a digital literacy gap among senior educators experiencing cultural resistance, as well as operational disruptions caused by central server instability during critical data synchronization periods. Ultimately, the synergistic integration of MIS and AI positively impacts service quality, transparency, and accountability. Therefore, prioritizing targeted digital literacy programs and allocating dedicated budgets for comprehensive AI training are recommended to ensure sustainable implementation. This study contributes to the development of a modern Islamic education governance model that harmonizes digital technology, human resource competence, and good governance principles grounded in Islamic values.

Abstract

The Vehicle and Room Reservation Information System (SIMORA) was developed by the Communication and Informatics Office (Diskominfo) of Jombang Regency to digitalize the reservation of official vehicles and meeting rooms. Although fully developed, the system remains at the pre-implementation stage, making an early evaluation of user acceptance and usability essential before full deployment. This study evaluates SIMORA using the Technology Acceptance Model (TAM), a partial Human Organization Technology-Fit (HOT-FIT) approach focusing on the Organization Structure dimension, and the System Usability Scale (SUS). A quantitative survey involving 60 Diskominfo Jombang employees was conducted using a census (total sampling) technique. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS, complemented by descriptive analysis of the SUS score. The results indicate that all proposed hypotheses were supported, demonstrating that organizational support significantly influenced perceived ease of use and perceived usefulness, which subsequently affected behavioral intention. The usability evaluation produced a mean SUS score of 75.33, categorized as acceptable, Grade B, and good. These findings indicate that SIMORA has achieved favorable user acceptance and usability, supporting its readiness for full implementation at Diskominfo Jombang Regency. This study contributes by integrating a partial HOT-FIT approach, TAM, and SUS to evaluate organizational readiness, user acceptance, and usability during the pre-implementation stage of an internal government information system.

Abstract

This study evaluated cybersecurity awareness among ICT staff in universities in Kabul, Afghanistan, and examined whether awareness differed by demographic and professional factors. A quantitative descriptive survey design was employed, with data collected from 36 employees across 10 universities using a structured questionnaire distributed via Google Forms. Analysis in SPSS included descriptive statistics, the Kruskal–Wallis test, and the Mann–Whitney U test. Results indicated a moderate level of cybersecurity awareness overall. The highest mean score was reported for recognizing the importance of protecting sensitive data (M = 3.97, SD = 0.941), whereas the lowest was for effective communication of cybersecurity policies (M = 3.25, SD = 1.052). Inferential tests revealed no statistically significant differences in awareness across age (H(3) = 1.742, p = 0.628), education (H(2) = 0.399, p = 0.819), or work experience (H(3) = 4.826, p = 0.185). Similarly, no significant difference was observed between staff with and without prior cybersecurity training (U = 117.00, p = 0.379). These findings suggest that demographic and professional characteristics do not substantially influence cybersecurity awareness among the respondents. Universities should therefore prioritize strengthening institutional communication of cybersecurity policies and establishing continuous, structured awareness programs to enhance organizational cyber resilience and equip ICT staff to safeguard institutional data.

Abstract

Administrative panels are critical for e-commerce data governance, yet their implementation is often hindered by tight deadlines. Filament v4 and Django Admin provide rapid, model-driven back-office solutions, but direct empirical evaluations remain scarce. This study analyzes the architectural paradigms and operational effectiveness of Filament v4 and Django Admin using Rapid Application Development (RAD) on the Borneo Link e-commerce system, managing 1,000 material records under a two-month constraint without prior interface design. Both systems were constructed with equivalent schemas and validated through 35 black-box test cases across administrator and partner roles. The architectural evaluation demonstrates that Django Admin delivers superior simplicity and faster setup (2 minutes 4 seconds vs. 4 minutes 38 seconds), whereas Filament v4 provides greater modularity via dedicated resource and relation managers. Usability evaluations across ten representative respondents indicated that Filament v4 outperformed Django Admin in learnability (85.0% vs. 69.0%) and user engagement (84.5% vs. 60.5%), facilitated by built-in detail pages and input masking. Conversely, Django Admin exhibited higher operability (81.3% vs. 67.3%) and significantly faster response times across pagination, search, and filtering (529.2–613.8 ms vs. 901.28–1119.4 ms). These performance divergences stem from architectural differences between Django’s native server-side rendering and Filament’s Livewire-driven asynchronous request pipeline. These findings delineate an empirical trade-off between execution speed and interface interactivity, establishing actionable criteria for framework selection in rapid enterprise systems development.

Abstract

Modern small and medium retail enterprises increasingly rely on digital information systems to streamline operational workflows and improve data accuracy. Toko Wijaya Baru previously conducted sales recording, inventory tracking, and financial reporting using conventional manual paper ledgers. This manual approach created substantial operational vulnerabilities, including calculation errors, delayed information retrieval, stock discrepancy risks, and potential data loss. This study aims to design, develop, and implement an integrated sales and inventory information system utilizing the AppSheet no-code platform to enhance operational efficiency, data reliability, and administrative accuracy. Data collection was conducted through qualitative observation, in-depth interviews, and document analysis, while the system development followed an iterative prototyping methodology to align functional modules with actual operational requirements. The system integrates an AppSheet user interface with Google Sheets as a cloud-based relational database backend, incorporating core features for master product management, sales transaction processing, restocking administration, automated real-time stock recalculation via dynamic formulas, and automated report generation. System validation through Black Box Testing demonstrated that all functional modules operate successfully without discrepancies. The post-implementation findings confirm that the system eliminates manual record redundancies, accelerates transaction throughput, prevents stock miscalculations, and provides structured sales visibility. Ultimately, this implementation demonstrates that an AppSheet-based no-code architecture serves as a practical, cost-effective, and scalable digital transformation solution for retail store management.

Abstract

Household inorganic waste management at the community-based unit Rumah Pilah Sawitri currently relies on conventional paper-based ledgers for daily transactions. This manual mechanism presents four major operational constraints: lengthy transaction handling times reaching 10 minutes per member, vulnerability to mathematical calculation errors (human error), risks of physical record deterioration or loss, and recurring delays in preparing monthly financial and operational reports. To resolve these issues, this study designs and implements a web-based household waste management information system. The software engineering methodology adopts the System Development Life Cycle (SDLC) Waterfall approach, encompassing requirements analysis, system architecture and database design using Unified Modeling Language (UML) and Entity Relationship Diagrams, program implementation using PHP and MySQL, and system verification. Functional validity was evaluated through black-box testing, while usability and acceptance were measured via User Acceptance Testing (UAT) using a 5-point Likert scale across administrators and members. Empirical implementation results confirm that the system reduces average transaction duration by 80%, decreasing from 10 minutes to 2 minutes per member by automating weight-to-price balance conversions. Furthermore, the web platform eliminates calculation discrepancies, enables instant administrative report compilation, and provides members with real-time balance tracking dashboards. UAT evaluation yielded high acceptance scores ranging from 4.7 to 4.9 across ease of use, interface clarity, and functional relevance, validating the system as viable for full operational deployment.

Abstract

Micro, small, and medium enterprises (MSMEs) play a vital role in the local economy, yet many still rely on manual recording of sales transactions and financial reports, increasing the risk of calculation errors and delaying report preparation. This operational constraint was identified at Bakmi Jogja and Mie Ayam Bangka, a culinary MSME outlet in Cipinang Besar Selatan, East Jakarta, that offers two flagship menu lines within a single business establishment. This study aimed to design, implement, and evaluate a web-based sales information system to address these operational challenges. A descriptive qualitative case-study method was applied, with empirical data gathered through interviews, direct observation, and literature review. System development followed the Prototype model comprising communication, quick planning, modeling, prototype construction, and deployment with user feedback. The system was developed using the CodeIgniter 4 framework, a MySQL/MariaDB database, and the Midtrans payment gateway for QRIS-based digital payments, followed by deployment on commercial cloud hosting for actual operational adoption rather than offline simulation. Black box testing evaluating authentication, product management, transaction recording, payment integration, order-status tracking, promotional banner management, and financial reporting yielded valid results across all twelve test scenarios spanning seven functional modules. As early empirical evidence, the system logged five operational transactions over a seven-day observation window, four of which were completed with confirmed revenue of IDR 224,000, identifying Bakmi Jogja Godog Special as the top-selling menu item. These findings demonstrate that the system transitioned manual record-keeping to automated, database-backed transactions, accelerated financial report generation from approximately one week to an on-demand summary, and provided a digital storefront facilitating online ordering and marketing for the enterprise.

Abstract

Large manufacturing companies run many human resource (HR) procedures to manage a sizeable workforce, from recruitment and onboarding to attendance, leave, career changes, and training. In practice, these procedures are often supported by a mix of manual steps and several separate applications that are added over time without a single architectural plan. The result is duplicated data entry, fragmented records across departments, and limited traceability between HR objectives and the systems that support them. This study designs an enterprise architecture (EA) for the human resource information system (HRIS) of a large tire manufacturing company, kept anonymous for confidentiality, using the TOGAF Architecture Development Method (Preliminary Phase through Phase F) and ArchiMate 3.1 within a design science research approach. Guided by eight contextualised architecture principles, eighteen official internal HR work-procedure documents were analysed and structured into six core business capabilities across the motivation, business, application, and technology layers, followed by an as-is versus to-be gap analysis. The resulting reference architecture resolves four critical architectural gaps: establishing a single governed employee data repository, unifying multi-level approval workflows, digitising manual administrative forms, and replacing manual multi-plant attendance reconciliation with a scheduled interface between biometric devices and the HRIS Core linked to payroll. Evaluated against four design science criteria—consistency, completeness, traceability, and applicability—the architecture provides end-to-end traceability from managerial drivers to database infrastructure and defines an actionable four-stage, twelve-month migration roadmap. The study contributes a validated, reusable EA model for enterprise HRIS in a labour-intensive manufacturing environment, addressing an empirical gap in prior TOGAF-based case literature.
