Abstract

This study aims to discuss and compare population administration innovations in two different regencies to gain an understanding of how policies can intervene in public service innovations. Innovation is dependent on government policy as a guide for good public service development strategies. Policy intervention in public service innovation gives special attention to the coherent implementation of public service innovations. The policy will affect further innovation development alth o ugh i t c an be exc lud e d f ro m s o me i nnovati o n pro grams . Therefore, this research compares the innovation efforts of population administration in two different regencies to gain a better understanding of how policies intervene in public service innovation. This research was conducted in the Aceh Tenggara and Majalengka regencies in May-June 2019. Qualitative methods were used in this research with a comparative analysis (Qualitative Comparative Analysis). Data was obtained through a cross-sectional study and data analysis using a set and concept technique. With a theoretical guide developed by Hartley (2005), this research provides information that not all regency (government institutions) can innovate for a variety of reasons, and that decision-makers must be transformative leaders for their region in order to bring out the idea of innovation. In addition, managers should be able to translate policy intent and objectives with service programs. Further development of public service innovations and citizen participation is needed as respondents and external supervisors. That way policy interventions can provide opportunities for change in government institutions by reviewing policy goals and objectives, as well as the linkage factor between local and national policies being the main consideration.

Abstract

E-government services have become a vital tool to provide citizens with more accessible, accurate and high-quality services and information. E-government system provides an efficient dissemination of information to people and eases people to communicate directly with government services. The utilization of ICT through e-government enhancing efficiency and effectiveness of service delivery in the public sector. The system is regarded as one of the vital elements to be a developed country. The application of e-government indicates the readiness and ability of the nation utilizing technology within public administration periscope. Although the Malaysian government has introduced e-government for many years, its acceptance still not very high. Therefore, this paper studies the key factors of Malaysian citizens’ in Sintok, Kedah, a semi- rural area on approval on e-government services based on the Unified Theory of Acceptance and the Use of Technology (UTAUT Model). The survey data was collected from 83% respondents to measure people understanding and awareness toward e-government system. The results show that there is an excellent understanding among Malaysian towards e-government system.

Abstract

Drought is a disaster that often occurs in Gunungkidul Regency, where the condition was exacerbated by the occurrence of a long drought in 2019 (BMKG, 2019). Beside climatic and geological factors, drought is also caused by the involvement of multi-stakeholders, including local governments in managing drought emergency conditions. This research presented a case study on drought disaster management in Gunungkidul in 2019, where qualitative and social network analysis research methods were applied. Social network analysis was used to examine the central actors of the organizations involved in drought management and the role of networks in these levels of government. Meanwhile, qualitative methods were used to explore the factors influencing the network. The results show that the central actors during the emergency response were BPBD, PMI, and PDAM of Gunungkidul Regency. Meanwhile, the role of inter-organizational networks at the district level had been optimized by performing command and control over developments in the situation, involving community organizations and business institutions. Furthermore, on the factors affecting the network, everything had been maximized except two factors that were still lacking, including partnerships and the use of sophisticated information technology.

Abstract

This study describes community development in the preparation for a community action plan for slum management in DKI Jakarta. The case study chosen for this research is the Akuarium village. The existence of slums is an inseparable part of the development of a city. The slum area contributes to several problems such as population density, building conditions, ventilation, sanitation, garbage, drainage, environmental roads, lighting and building layout. In an effort to overcome these problems, it is important to develop a community development concept that emphasizes the participation of the community through collaborative work between the government and citizens in the development process. The research that has been done has not touched on the substance of the problem faced by the urban poor and how the community plays a role in supporting the program. The purpose of this research is to find out how community-based development patterns can encourage collaborative work of each actor in structuring slum villages in DKI Jakarta. In this study, the method used is qualitative with in-depth interviews and data processing using the Nvivo 12+ application. The results showed that the principles of community development, including integrated development, participation, sustainable development, empowerment, and human rights, greatly influence the collaborative work of various stakeholders in planning an Akuarium development action plan.

Abstract

The purpose of this study was to determine the policy advocacy network in support of the expansion of the new South Garut autonomous region. The method used in this study used a qualitative descriptive approach. The technique of collecting data through interviews and documentation, informants were selected based on purposive sampling and snowball. The data analysis technique used is an interactive analysis model including data reduction, data presentation (display) and drawing conclusions. The results of this study are that the Policy Advocacy Network in supporting the expansion of the New South Garut Autonomous Region, has so far made efforts to support the expansion with their respective roles. Both from South Garut academics, South Garut community leaders, especially the expansion presidium who are representatives of the South Garut community and the Garut district government itself as policy makers at the district / city level. The three actors of course network with each other to support the division of South Garut into a new district in West Java, through procedures that are regulated in accordance with the applicable laws and regulations in establishing a new autonomous region.

Abstract

This article aims to elucidate the tradition of Japan’s public administration emphasizing the civil service system. A number of studies explain the impact of the tradition (norms, values, and institutions), in shaping the process and result of public administration reform. By applying the historical institutionalism perspective, this study reveals how the legacy of the past, the tradition promoted by the Meiji Restoration, creates the new tradition of public administration. This study selects Japan as a typical case representing Asian developmentalists. The remarkable Meiji restoration marked the process of adoption and adjustment of the Germanic traditions in the bureaucracy modernization. Norm institutionalization has established the new norms and civil service system. The basic norms consist of legality, consensus, and seniority. It develops the "kyaria" denoting recruitment, selection, and promotion influenced by seniority, long term performance, and prestigious university recommendation and produces competent and dominant mandarins in the policy process. However, the parliament continuously initiates the reform to reduce the mandarin's domination and heighten political control over the bureaucracy. The reform has not yet changed the power balance of two institutions since the ”kyaria's” embeddedness in Japan's polity produces two consequences. First, it contributes to public administration modernization. The mandarin’s outstanding performance increases political legitimacy and social acceptance to the "kyaria"system. Second, the parliament cannot drastically reduce the mandarin’s role since the lifetime employment model enriches them with knowledge and experience of the government affairs. Conducting cautious reform and, at the same time, working closely with the mandarin are the primary reform strategy of the parliament.

Abstract

Many countries have developed Special Economic Zones (SEZ) to spur economic growth. In Indonesia, SEZs have been around for more than a decade. However, the existing SEZs have not yielded the expected results. Likewise with the Tanjung Lesung Tourism SEZ, which is still facing major obstacles in its development. Studies related to the dimensions of the SEZ policy have not been fully carried out, specifically those related to local government involvement. This study aimed to analyze government policy in supporting the development of SEZ, particularly in Tanjung Lesung. This study used a descriptive method with a qualitative approach. This study showed the many obstacles faced for the development of the Tanjung Kelayang SEZ, both of which stem from the weak commitment of the parties involved. Their attitude of blaming each other needs to be changed with the teamwork spirit of working together and creating synergy. Each party seems to wait for each other to make the first move. The limited resources and capabilities caused the policy implementation to come to a halt. The role of the Area Council (Dewan Kawasan) needs to be further optimized to solve problems at the local level. With better information, the central government, through the Directorate General of Territorial Administration Development, Ministry of Home Affairs, can play a more pivotal role in providing strategic considerations in driving the progress of SEZ.

Abstract

This research is a conceptual study to examine tax policy in the pandemic situation with a canon taxation perspective, namely equity, certainty, convenience, and efficiency. The study conducted by using a literature review concerning the role of Omnibus Law includes tax facilities to attract foreign investment underlining strengths and weaknesses. Data is obtained through secondary sources in the form of archival reports and previous research relevant to the research. Based on the analysis of literature studies, this research produces several things. First, the principle of equity is found in adjusting corporate tax rates. Associated with the aim of attracting foreign investment, the tariff adjustment policy naturally will not be realized in 2020, where traffic between countries is restricted to prevent the spread of Covid-19. Second, in the tax policy scheme of domestic tax subject reclassification, which includes more than 183 foreigners working in Indonesia, and Indonesian citizens living abroad over 183 days are classified as subject to foreign tax. Tax is imposed on foreigners only on income earned in Indonesia. This pattern fulfills certainty principles. Third, the regional tax incentive scheme is an instrument that ensures the certainty of regional investment in line with the principles of equity and convenience. Furthermore, local tax exemptions can lower the price of consumer goods in the regions, thereby increasing the purchasing power of the wider community, which was hampered by the pandemic. In this way, local taxes play a role in increasing regional competitiveness through public policies (tax incentives), to improve the welfare of people, especially those affected by the epidemic. Fourth, the tax holiday scheme encourages industrial growth in accordance with the principle of efficiency.

Abstract

This study aimed to see how the coalition policy at the national level narrated the social safety net (JPS) policy as an effort to save people from the crisis during the Covid-19 Pandemic. Narrative Policy Framework (NPF) was used to analyze the influence of the policy narrative component from experts, executives, and their supporters on the JPS policy process. The method of the study was descriptive qualitative. The result of the study showed that the strategy of policy coalitions at the meso level in policy narrative influenced the social safety net policy-setting process. In the JPS policy narrative, groups supporting the policy fall into the category of status quo group which positioned itself as a hero. This group came from government circles who claimed that the JPS policy is for the benefit of the community. The second group (victims) came from people who believed in the notion that the implementation of JPS policies was problematic and inappropriate. Villain from the JPS narrative was characterized from a group that took advantage of the situation for personal gain. Moral of the story from JPS policy was that the hero tried to lead the narrative so that the story built legitimized the policy.

Abstract

The study of public service motivation (PSM) is an emerging topic in relation to understanding the impact of perceived service quality within public-sector organizations. Drawing upon the self-determination theory, this paper develops and validates a conceptual model incorporating the relationship between PSM and perceived service quality by the user. Moreover, this study also examines the moderated-mediation models of service factors in the link. This paper further argues user orientation as a mediator in the nexus between PSM and service quality, and service climate as a moderator in the effect of user orientation on service quality. This research was conducted on 250 frontline public servants and their users in Bintan Regency, Kepulauan Riau, Indonesia. The data was performed using structural equation modeling. The proposed model suggests (1) PSM positively related to service quality, (2) user orientation partially mediates the relationship, and (3) the indirect effect of PSM on service quality (via user orientation) is quasi moderated by service climate within the public organization. Accordingly, few theoretical and practical implications for policymakers are formulated.
