Abstract

This Article is intended to the poverty incidence that occurred in Indonesia in 2005 and 2008 as the impact of rising world oil prices that led to the unconditional cash transfer program UCT (Bantuan Langsung Tunai (BLT) i.e Indonesia literate) was launched in Indonesia. BLT program is one program that was launched by the Indonesian government in early 2005 and mid 2008. Unconditional cash transfer program is one of the social policy given to the poor as a way to reduce the impact of rising world oil prices that could affect the purchasing power of the poor in Indonesia. This program circulate the money of approximately US$ 10/month is regarded as an aid that is “giving charity” to the poorin Indonesia. This article also will show some of the BLT program as one of the social policy in Indonesia. The various obstacles encountered during this policy and also someeconomic and social problems encountered in this program, starting from the problems of counting the poor community, the implementation of the program until the end of thisBLT program. This will be a descriptive writing by describing a variety of archival and field data the government and conducted by the author. It is to intended the readers toknow how social policy was implemented in Indonesia as an experience.

Abstract

In an effort preventive and promotion to improve health degree, individuals and families must understand the concept of sick and healthy. Understanding of the concept can help everyone in maintaining their health with the help of medical and social surroundings. Social assistance is an environment which a child grows and develops. Social support in creating a healthy home conditions and the implementation of BCG immunization is necessary condition of the child in an effort to prevent child’s TB disease. Child’s life would be a lot of spent time at home, so parents need to understand how healthy housing conditions as well as the support of family health also immunization status that must be met by parents for a child's rights in obtaining proper health status. Healthy homes and BCG immunization is an effort to reduce the number of child’s TB. The role and knowledge of parents to the importance of these two things is major key to the success of child’s TB treatment in terms of preventive and health promotion role very valuable in enhancing parents knowledgeable on child TB incidence. Support for social groups that formed in the communities through the role of cadres, religious figures, community figures and officials is important things for the successful of children tuberculosis treatment through healthy housing conditions and BCG immunization.

Abstract

This article presents a way of preparing some policy scenario planning in determining the size of the performance index and the price of each position. The performance index is governed by a variety of overlapping central government policies. However, the author is able to provide several scenarios from which one scenario can be selected as a policy option. This way, a variety of ways out of a number of existing scenarios is provided. Options are given to determine the various options to be used in policy decision-making. Contrary to mainstreaming Indonesian practices of remuneration reform that compensates transaction costs of bureaucracy reform policy, there is a sort of facts that those two do not go hand in hand. We pick the City Government of Bandung as a showcase of how this comes to happen, considering its renown as one of reforming local governments. The method used in this study is qualitative method with data collection using Focus Group Discussion (FGD) and secondary data in the form of related regulations and some previous studies. There are six scenarios that can be mapped in the findings, arranged based on the types of available positions. PNS teachers (civil service teachers) as civil servants under the City Government of Bandung in particular are not measured by their own actual performance but, instead, their index of performance is equated one to another in any ranks. This is an example about how performance of civil servants cannot be equated because PNS teachers earn the teacher certification allowance from the central government.

Abstract

Natural disaster is a multidimensional problem in nature caused by multiple factors yet predominantly coming to happen by the acts of humans. Realizing this leads to an indispensable need for synergy between multiple stakeholders. While Indonesia is taken as a case for it is so vulnerable of disaster occurrence, Padang City becomes the most vulnerable area in the world. This article seeks to explain efforts undertaken by the local government and the support from the community, nongovernmental organizations (NGOs), and business sector. The research method used in this article in interpretive qualitative method by data collection through observation, interview, and document review. The informants in this study consist of related offices of the municipal government of Padang, community representative, NGOs, and corporations. As for the result of this research, it shows that there is a synergy between the local government and disaster stakeholders that is evident in earthquake- and tsunami risk reduction activities conducted by the municipal government involving the community, NGOs and business world. The activities include the making of fixed procedure of disaster management, disaster evacuation simulation, disaster training at community and school level, and changes of the recent Padang Municipal Spatial Planning.

Abstract

Public Financial Management a set of laws, rules and standards is an important part of regulating the systems and processes used by each sovereign state and local government, in order to mobilize revenue, allocate public funds, conduct public spending, and budget audits. The purpose of public financial management itself is to increase efficiency and transparency in the use of public resources and eliminate the inefficiency of public resources. The regulatory framework for Public Financial Management is able to carry out analytical and critical practices in helping to facilitate services efficiently and effectively. This article uses a qualitative method with a descriptive approach as to describe or analyze a research result but is not used to make a broader conclusion. Analysis and Discussion The Government of Ghana is aware that there are regulations governing the budgeting, although some of them do not understand and study these documents comprehensively. The regulatory framework governing fund management influences service delivery. In conclusion, the regulatory framework explains how public budgets are used to provide better services. The regulation is designed with the aim of helping to reduce budget waste and prevent corruption. DOI: 10.26905/pjiap.v5i1.3860

Abstract

Penelitian ini bertujuan untuk mengetahui kolaborasi Quadruple Helix dalam pembentukan Daerah Otonomi Baru Kabupaten Garut Selatan, mengingat pembentukan kabupaten tersebut sudah sangat lama berusaha dibentuk namun kenyataannya hingga kini belum disahkan. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Teknik analisis data yang digunakan model interactive yang terdiri dari reduksi data, display data dan pemaparan hasil kesimpulan. Hasil dari penelitian ini adalah bahwa terdapat aktor-aktor yang berkolaborasi secara Quadruple Helix untuk mendukung Pembentukan Daerah Otonomi Baru Garut Selatan, yang memiliki peran yang berbeda dalam mencapai tujuan yang sama untuk membantu mendukung pembentukan Kabupaten Garut Selatan. Penelitian kolaborasi Quadruple Helix ini dilihat dari 4 aktor politik yang memiliki kekuasaan dan pengaruh paling signifikan terhadap proses pembentukan kabupaten ini. Aktor yang dimaksud yaitu dari kalangan akademisi Garut Selatan (academian), Pelaku Usaha di Garut Selatan (businessmen), Tokoh masyarakat/Presidium masyarakat Garut Selatan (civil society) dan Pemerintah Kabupaten Garut dan Provinsi Jawa Barat (government). Rekomendasi dalam penelitian ini adalah Pemerintah Pusat sebagai pemangku kebijakan tertinggi memasukkan pembahasan pembentukan Daerah Otonomi Baru sebagai agenda kebijakan yang diprioritaskan untuk membantu menjalankan kewenangan pusat dalam melakukan pembangunan dan penyelenggaraan pemerintahan daerah.

Abstract

Penanganan permasalahan sampah di Kota Bandung harus dimulai dari sumbernya yaitu rumah tangga dengan melibatkan partisipasi aktif masyarakat. Tujuan kegiatan yaitu memberikan pemahaman dan kemampuan masyarakat dalam melakukan pengelolaan sampah, sehingga memiliki kesadaran sosial untuk merubah perilaku dalam mengolah sampah  melalui “Gerakan Kangpisman”. Sasaran kegiatan adalah masyarakat aktif, sehingga diharapkan ke depannya menjadi motor penggerak dalam melaksanakan Gerakan Kangpisman. Metode kegiatan dilakukan melalui penyuluhan dan praktek tentang pengolahan sampah. Meteri penyuluhan meliputi permasalahan sampah di Kota Bandung, solusi penanganan sampah, program Kangpisman, alur pengelolaan sampah, pembagian kerja dalam pengelolaan sampah, jadwal kerja dalam pengelolaan sampah, pihak yang terlibat dalam pengelolaan sampah, dan manfaat yang diperoleh dalam pengelolaan sampah.  Selanjutnya materi edukasi meliputi praktek pengolahan  sampah organik dan anorganik, pembuatan Mikro Organisme Lokal (MOL), pengenalan urban farming, pengenalan hasil kerajinan daur ulang sampah, door to door education dan door to door collection. Hasil dari kegiatan sosialisasi dan edukasi menunjukkan bahwa program Kangpisman telah tersosialisasi di seluruh wilayah dan sekaligus meningkatkan  kapasitas kelembagaan Tim Penggerak PKK sebagai motor penggerak dari program Kangpisman. The problem of waste in the city of Bandung, which must start from the source, namely the household, by involving the active participation of the community. The purpose of this activity is to provide understanding and ability of the community in processing waste, so that they have a social awareness to change behavior in processing waste through the "Kangpisman” movement. The target activity is the active community, so it is expected that in the future it will become a driving force in implementing the Kangpisman Movement. The method used in this activity is counseling and waste management practices. Counseling material covers the problem of waste in the city of Bandung, waste handling solutions, Kangpisman program, waste management flow, division of work in waste management, work schedule in waste management, parties involved in waste management, and benefits obtained in waste management. Furthermore, educational material covers the practice of processing organic and inorganic waste, making local microorganisms, the introduction of urban farming, the introduction of the results of waste recycling crafts, door to door education and door to door collection. The results of the socialization and education activities showed that the Kangpisman program had been socialized throughout the region and at the same time increasing the institutional capacity of the Family Welfare Empowerment mobilizing team as the driving force of the Kangpisman program.

Abstract

Pojok Kangpisman adalah model alternatif dalam penanganan sampah berbasis masyarakat di tingkat Rukun Warga (RW) yang pengelolaannya menuntut adanya kesadaran dan partisipasi masyarakat yang ada di wilayahnya untuk mewujudkan Kawasan Bebas Sampah (KBS). Model ini diterapkan untuk mengubah perilaku masyarakat dalam mengolah sampah melalui “Gerakan Kangpisman”. Teknik kegiatan meliputi : (1) penyebaran angket terhadap rumah tangga yang ada di wilayah kajian terkait dengan penerapan gerakan Kangpisman di tingkat rumah tangga; (2) teknik focus group discussion (FGD) yang digunakan untuk mengetahui efektivitas model pengelolaan sampah Pojok Kangpisman baik di tingkat komunitas maupun di tingkat rumah tangga; (3) pengambilan gambar dengan video yang digunakan untuk mendeskripsikan pengelolaan sampah yang menerapkan model Pojok Kangpisman. Hasil kegiatan menunjukkan : (1) model pengelolaan sampah Pojok Kangpisman di tingkat Rukun Warga (RW) mampu menggerakkan masyarakat untuk melakukan gerakan Kangpisman atas dasar kesadaran dan partisipasinya; (2) stakeholders dan kelembagaan sosial yang ada di tingkat Rukun Warga (RW) berperan penting dalam meluaskan gerakan Kangpisman terhadap semua rumah tangga yang ada di wilayahnya. Simpulan, model pengelolaan sampah Pojok Kangpisman di tingkat rukun warga menjadikan aktivitas pengelolaan sampah lebih efektif, karena berada dalam lingkup yang lebih kecil dan masyarakat turut terlibat dalam prosesnya.

Abstract

Delivering public service is an important matter where the performance of government institution is equally related to the public satisfactions. This study conducted from nine types of taxes in Bandung Municipal City. Survey has been held to assess the public satisfactions of the tax service performance in Bandung Municipal City for future tax service improvement and innovation to society. Importance-Performance Analysis is being used to measure the service attributes that provided by the authorized government institutions alongside SERVQUAL model from Parasuraman et al. (1985). The results indicate that there is no further handling from the submitted complaint by taxpayers, the limited infrastructure to pay the tax and also the media to convey their dissatisfaction toward current service. Hence, the tax payment system integration is needed which providing tax information base and require procedure to educate the taxpayer and improve accountability of authorized the local government institution.

Abstract

Sampah di Kota Bandung sudah menjadi masalah yang krusial dan harus diselesaikan. Pemerintah Kota Bandung berupaya menyelesaikan masalah tersebut dengan mendorong perubahan perilaku masyarakat dalam mengolah sampah melalui program Kang Pisman. Penelitian ini bertujuan untuk mengetahui hubungan dualitas agen dan struktur dalam pengelolaan sampah. Penelitian ini menggunakan teori strukturasi dari Anthony Giddens sebagai alat analisis yang menjelaskan mengenai konsep dualitas agen dan struktur dalam ruang waktu yang juga melibatkan praktik sosial agen. Penelitian ini dilakukan dengan menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa dualitas agen dan struktur dalam pelaksanaan program pengelolaan sampah di Kota Bandung terjalin melalui skema signifikansi, dominasi serta legitimasi. Program Kang Pisman merupakan bentuk dari signifikansi dan dominasi Pemerintah Kota Bandung mewajibkan setiap OPD untuk melaksanakan program Kang Pisman secara mandiri dan memberikan instruksi kepada kecamatan dan kelurahan untuk mengikuti dan menjalankan program Kang Pisman sedangkan legitimasi yang dibuat yaitu pemerintah merilis Peraturan Daerah Nomor 9 tahun 2018 tentang pengelolaan sampah. Di Kecamatan Cibiru program Kang Pisman dilaksanakan dengan inovasi yaitu program Nanjak sareng Kang Pisman. Dalam praktiknya kecamatan menggunakan dominasinya yaitu mewajibkan kepada para perangkat RW dan perangkat RT untuk melakukan sosialisasi tentang program Nanjak sareng Kang Pisman. Kecamatan Cibiru juga berkolaborasi dengan bank sampah yang ada di RW 06 Palasari sebagai mitra bank sampah dalam pelaksanaan program Nanjak sareng Kang Pisman ini.Kata Kunci: Agen, Dominasi, Dualitas, Kang Pisman, Sampah, Struktur
