Abstract

Digitalization of business administration in government is a strategic step in realizing a smart government that is more efficient, transparent, and responsive to the needs of the community. This study aims to analyze the role of digitalization in government business administration, identify strategies that can be applied to support the transformation towards smart government, and examine the challenges faced in the digitalization process. This study uses a qualitative approach with a descriptive method. Data was collected through in-depth interviews with government officials, technology experts, and academics, as well as through analysis of documents and policies related to government digitalization. Data analysis was carried out using the Miles & Huberman method, which includes data reduction, data presentation, and drawing conclusions, as well as using data triangulation to increase the validity of the research results. The results of the study show that digitalization of business administration in government plays a significant role in increasing the efficiency of public services, reducing complex bureaucracy, and accelerating data-based decision-making. Digitalization of government is a strategy towards a smart government that is efficient, transparent, and responsive. With digital technology, governments can improve public services, speed up administration, and support data-based decision-making. The implementation of e-budgeting, e-procurement, and e-audit strengthens modern and accountable governance. However, challenges such as the digital divide, limited internet access, high costs, low digital literacy, and data security need to be addressed through strong digital infrastructure, education, and regulations. The success of digitalization depends on the readiness of the community and apparatus, as well as the inclusiveness of services, in order to create an effective, transparent government that improves public welfare.

Abstract

This qualitative study explores the implementation of good governance principles in the management of sustainable tourism in the Riau Islands. The research aims to identify the challenges and opportunities associated with applying good governance in this region, focusing on key areas such as accountability, transparency, legal frameworks, and information dissemination. Data collection was conducted through interviews with government officials, tourism industry stakeholders, and local communities to gain insights into their experiences and perspectives. The findings reveal that while there are significant obstacles, including weak inter-agency coordination and limited community participation, there are also considerable opportunities, such as leveraging public-private partnerships and fostering community-based tourism initiatives. The study concludes by offering recommendations to strengthen governance mechanisms, promote stakeholder collaboration, and enhance the overall sustainability of tourism in the Riau Islands, ensuring balanced benefits for the local economy, environment, and society.

Abstract

The rise of online gambling poses significant legal and social challenges, requiring effective countermeasures. This study examines the strategy for addressing online gambling through a civil forfeiture legal approach. Utilizing a normative juridical method, the research analyzes regulations, case studies, and legal frameworks related to asset confiscation from online gambling activities. The findings indicate that civil forfeiture provides a preventive and repressive mechanism to disrupt illegal financial flows and deter perpetrators. However, implementation faces obstacles such as legal inconsistencies and enforcement limitations. The study concludes that strengthening legal instruments, interagency coordination, and public awareness are essential to optimizing civil forfeiture in combating online gambling

Abstract

This qualitative case study investigates the role of change management and transformational leadership in implementing the BNN One Stop Service (BOSS), an e-government initiative by Indonesia's National Narcotics Agency. Drawing on the STOPE framework, the study analyzes data from interviews, document reviews, and observations at BNN's work units in Bali Province. The findings reveal that successful BOSS implementation requires both strategic leadership direction and comprehensive change management approaches. Key success factors include clear regulations, robust SOPs, effective communication channels, and targeted training programs. While leadership actively monitors implementation progress, collaboration with external stakeholders proves crucial for expanding service reach. However, varying e-readiness levels across work units pose implementation challenges. The study yields significant implications across multiple domains. At the policy level, it suggests developing differentiated implementation frameworks based on organizational readiness. For practitioners, it emphasizes establishing comprehensive change protocols before digital transformation initiatives. Theoretically, it extends the STOPE framework by demonstrating the critical intersection between transformational leadership and change management in e-government implementation. For public sector organizations, the findings indicate that successful digital transformation requires not only technological infrastructure but also leadership commitment, systematic change processes, and sustained stakeholder engagement. These insights particularly benefit developing nations pursuing similar public service digital initiatives.

Abstract

Public administration plays an important role in giving effective and efficient service to society. However, various obstacles like complex bureaucracy and waste source power, as well as suboptimal service processes, often becomeconstraints in increasing the quality of service in government. This research aims to analyze the implementation of the lean management concept in administration for public use to increase the efficiency of the government's service. This research uses a qualitative approach with a descriptive method. Data collected through interviews, observations, and analysis document the identification of the implementation of lean management principles. Research results show that implementation of lean management in public administration is effective in increasing efficiency in government service. With reduced waste, simplified bureaucratic processes, and optimized source power, the method speeds up decision-making as well as increasing responsiveness to the needs of society. In addition, the implementation of Kaizen principles allows for sustainable repair through regular evaluation and innovation, having a big impact in the long term. The research results also revealed that training employees in Lean principles does not only increase technical skills but also encourages pattern thinking that is more proactive and innovative. Evaluating sustainable performance based on indicators like time settlement tasks and satisfaction in society becomes a main factor in evaluating the effectiveness of changes implemented. With transparency and culture supportive work repair sustainable, bureaucracy can develop into a more modern, efficient, and interest-oriented system for the public.
