Abstract

This research is designed in an analytical framework that aims to reveal the potential of the Regional Original Income of Southwest Maluku Regency (Southwest Maluku). As it is known that the practice of regional autonomy in Indonesia has been going on for more than two decades, and although each local government has been given wider authority to manage its region by exploring sources of Regional Original Revenue, there is evidence that shows that most areas are still faced with the problem of low Original Regional Revenue, and has not been able to make a significant contribution to regional revenues, including the Southwest Maluku Regency. The analytical method used in this research is the Quantitative Descriptive Analysis Technique and the SWOT Matrix. The results of the analysis of the effectiveness ratio, growth ratio, and contribution ratio show that the achievement of Regional Original Income in Southwest Maluku Regency is not optimal; The low contribution of Regional Original Revenue to regional revenues causes this district to be unable to be categorized as an independent region in meeting the needs of its development financing budget. In addition, the mapping analysis of the growth of the Regional Original Income component shows that Regional Taxes have the highest average growth, followed by Regional Levies, and finally, Other Legitimate Regional Original Income. Meanwhile, the results of the SWOT analysis show that the management of Regional Original Revenue in Southwest Maluku Regency is still weak internally but has many opportunities to be developed; Furthermore, the SWOT Matrix concludes that alternative strategies should be a top priority for efforts to optimize the management of Regional Original Revenue in Southwest Maluku Regency by improving weaknesses in optimizing opportunities.

Abstract

Indonesia is one of the countries that have the most street children among developing countries. This study aims to determine the methods in the social policy of child protection among street children in Indonesia. This study uses a qualitative approach with a literature review method including 15 full-text journals. Publications are screened, analyzed and reviewed for research. Data sources consist of government and private publications. The results showed 67,000 street children, or about 10.51 percent of children with social welfare problems. Most street children abuse drugs and alcohol. Poverty and peer pressure bring children to the streets. Drug and alcohol abuse causes respiratory, digestive, mouth, face, and heart problems. Drug abuse causes HIV/AIDS, STIs, violence, and crime. Indonesia adopted the Convention on the Rights of the Child and established Integrated Street Children Programs in significant cities. Health, education, housing, nutrition, and the rights of street children are addressed. The Medical and Public Health Model is used for the prevention of drug abuse. From this research, it is also concluded that to avoid street children in Indonesia, and we need an approach to empowerment, employment, equality, and culture.

Abstract

West Kalimantan is one of the provinces that has a high prevalence of stunting compared to other provinces in Indonesia. One of the biggest contributors to stunting prevalence is Ketapang district. Therefore, this study aims to find out further stunting mapping in Ketapang district and see how women's involvement in the convergence program is a strategy in dealing with stunting in the coastal areas of Ketapang Regency. This study uses a qualitative approach with descriptive analysis with data collection techniques through observation, in-depth interviews, and documentation studies. The results showed that stunting cases in Ketapang district showed a declining trend due to the success of the community empowerment program for all female cadres by conducting stunting prevention training through the process of extracting knowledge of female stunting cadres and increasing the capacity of female stunting cadres.

Abstract

The government would face the society who smarter (knowledge based society) and the society who higher demanding (demanding community). To response those, the government should change the way to look, behavior, and the way to manage the public sector in a modern way. This study aims to describe and analyze the perspective of the government bureaucracy officials to accept and understand the concept of entrepreneurial government and to understand the factors explaining the understanding and attitude of the government bureaucracy officials in accepting the concept of entrepreneurship government. The method applied in this study was descriptive-qualitative with interview, observation and documentation data collection techniques. the data source and the population were all structural officials in the regional government of Baubau. According to the analysis and interpretation, it was found that the understanding and knowledge of the officials on the concept of entrepreneurial government in general was low. This was illustrated by the many officials who did not understand the ideas existing in entrepreneurial government. It was the consequence of the concept rarely introduced (lack of socialization) into the government bureaucracy of Baubau, lack of competence and the existence of a unconducive paternalistic bureaucratic culture to grow and develop this concept in the government bureaucracy. To provide the understanding and knowledge of government officials regarding the concept of entrepreneurial government, it is recommended that the Government should actively socialize this concept to the officials. Hence, displacing the paternalistic culture to a culture of respecting the innovation, creativity and work ethic by changing the values, symbols, and incentive system existing in the government bureaucracy

Abstract

Waste management in Pekanbaru City is not optimal, this can be seen from the many piles of garbage on the side of roads, rivers, and bridges this is because there is still a lack of public awareness of cooperation in managing domestic waste in the city of Pekanbaru. stakeholders in domestic waste management is a collaboration involving the government, the private sector and the community in managing domestic waste in Pekanbaru City. This study aims to determine collaborative governance in the management of domestic waste in Pekanbaru City, and to determine the factors that hinder the collaboration of stakeholders in the management of domestic waste. This study uses a descriptive qualitative approach with data collection techniques in-depth interviews, documentation studies and observations. Data analysis was carried out by reducing data, analyzing data, presenting data and drawing conclusions. The results of the study found The results showed that waste management in Pekanbaru City still uses conventional methods, namely by sorting, collecting, transporting, processing, and final processing by sending it to the collaborative Muara Fajar Rumbai Pesisir Final Disposal Site. The study also concluded that Stakeholders in the management of domestic waste in the city of Pekanbaru were not optimal, this was due to several inhibiting factors such as the absence of work programs and the lack of awareness to collaborate in the management of domestic waste in the city of Pekanbaru.

Abstract

This study focuses on analyzing the impact of transformational leadership on the intention to stay, as mediated through commitment. This study focuses on transformational leadership at the top level management in Democratic Party that currently led by Agus Harimurti Yudhoyono. This study employs quantitative methods with estimating techniques based on Structural Equation Modeling (SEM). The primary data used are collected by random sampling from Democratic Party management at the central (DPP) and regional (DPP/DPC) levels. The total number of participants in this study was 304. The stages of data analysis include preliminary analysis, which includes construct validity and reliability, a goodness of fit test, and parameter estimate based on a research model in which transformational leadership is an independent variable, intention to stay is an independent variable, and commitment (commitment) is a mediating variable. The findings indicate that transformational leadership has a positive and significant impact on commitment and that commitment positively influences respondents’ intention to stay with the organization. This demonstrates the significance of transformational leadership in fostering the longevity of political parties due to its ability to improve members' willingness to stay and contribute to the organization. In the framework of political party organizations, idealized influence and inspirational motivation are the most significant roles of transformative leadership.

Abstract

Tourism policy is created to provide tourists and the community with certainty about tourism development, maximizing benefits for stakeholders while minimizing negative effects, costs, and other impacts. Bandung relies on tourism for local revenue, so the city government must consider a tourism development concept that preserves natural, social, and cultural resources for future generations. Sustainable tourism is developing quickly and favorably for the local population and the environment. This research discusses the implementation of sustainable tourism policies in Bandung. This study used qualitative research to describe and analyze social phenomena, events, and activities and to obtain current information. According to the study, sustainable tourism development in Bandung is a policy in development with economic, socio-cultural, and environmental dimensions built on a foundation of justice for current and future generations, requiring policy synergy with a multi-sectoral and multidisciplinary approach. Participation, local ownership, resource sustainability, community goals, carrying capacity, monitoring/evaluation, accountability, training, and promotion.

Abstract

The management of Indonesian border areas encounters many complex problems in terms of the regional environment and border management actors. The objective of this study was to explore the involvement of actors and their authority in managing border areas. In this study, the researchers employed a qualitative approach to reveal the involvement of each actor and their authority. Results showed that the border area is a new arena for the Central Government as the main actor in terms of political affairs and public policies. This condition leads to a conflict of authority between actors. The Regional Government plays a role as the second actor acting as a passive object. In reality, management of border areas has not been developed by Central and Regional Governments seriously both in terms of distribution, autonomy, and reinforcement of authority. This makes the issue of the management of border areas complicated, especially to make border areas a connecting point of the state with neighboring countries by emphasizing a comprehensive welfare-oriented development program for each region without compromising the security approach. Based on the results of this study, it is recommended that constructing and building a complete synergy pattern between management actors are crucial starting points in developing border areas.

Abstract

Presence administration is a series of attempts to conceptualize what is meant by administration, how to improve the things that administration does, how to determine the urgency of what public administrators should do. Presence System is a system application to measure employee performance by collecting a database that functions to support monitoring and performance appraisal as well as to improve the effectiveness and efficiency of services in decision making or decision support systems. The Regional Apparatus Work Unit is the executor of executive functions that must coordinate so that government administration runs well. The legal basis that has been in effect since 2004 for the formation of SKPD is Article 120 of Law no. 32 of 2004 concerning Regional Government. TKT in this study is the level of development level 6. The research method used is a qualitative research method, with a case study approach. In qualitative analysis, case studies use variable analysis tools that have been linked and then analyzed based on observations and interviews. Data collection techniques consisted of literature studies, field studies of the Bandung City Industry and Trade Office, Buah Batu District, Bandung City Research and Development Agency, Bandung City Education and Training Agency, and Regional Secretariat Empowerment Organizations in Bandung City. from Bandung. About Information System for Institutional Presence Administration through observation, interviews, focus group discussions and documentation studies. The target of this research is to make e-RK services in accordance with the Manpower Act, the output is the creation of an electronic performance model based on additional income which of course can be integrated with the main tasks and functions, models, and then intellect. property rights and textbooks.

Abstract

This journal examines the Nasdem Party's campaign strategy in the 2020 Simultaneous General Elections in West Java Province. The election of all Candidate Pairs promoted by the Nasdem Party in five regions in West Java is a proud success, especially during this Pandemic because political campaign and marketing strategies are needed which are certainly different from usual. Theoretically, the victory of Nasdem is analyzed through a campaign strategy with four marketing indicators known as the 4Ps, namely Product, Price, Place, and Promotion. Methodologically, this journal uses a qualitative approach to case studies and literature studies. The data collection technique was carried out using primary data and secondary data taken from journals, online news, both news from television and news from online media, as well as KPU releases regarding data on the results of the 2020 Regional Head Elections. The findings of this study are that the victory of the NasDem Party is highly dependent on Price, Promotion, and Product factors. The five pairs of candidates promoted by NasDem are highly invested candidates, both in terms of campaign financing and in terms of promotion. In addition, the victory achieved by the NasDem Party cannot be separated from the character of the candidates promoted by the Nasdem Party, most of these candidates are candidates who are well known to the public, such as incumbents and former Indonesian actors, and candidates who have extensive networks such as businessmen.
