Abstract

Abstrack : Regional retribution are levies other than taxes levied by local governments depending on the ability to provide services to the public. One of the retribution of local government retribution is traditional market retribution. Traditional market retribution constitute a payment for the provision of traditional / simple market facilities in the form of a court location or store that are provided or managed by the local government for the benefit and can be enjoyed by a particular community or entity.Ternate City government, North Maluku Province is currently focusing on the development of goods and services sector. One of the efforts of the Ternate City government to encourage the improvement of trade and services sector is to build traditional markets. One of these markets is bahari berkesan traditional hygienic market.The problem that arises is often a conflict between officers and traders. Many traders are allowed to sell not in accordance with the places that have been determined to make the market look neatly organized and create congestion. Slow settlement of infrastructure issues related to the comfort of the traders and the buyers.The research method used in this study is a qualitative research method that aims to get more in depth information about how Implementation of Bahari Berkesan Traditional Hygienic Market Retribution Policy in Ternate City. Informants in this study as many as 9 informants. The results showed that the factors that play an important role in Implementation of Bahari Berkesan Traditional Hygienic Market Retribution Policy in Ternate City is communication, resources, attitude, and bureaucratic structure.Kata Kunci : Implementation of the policy, retribution

Abstract

The hedonism lifestyle of college students to long-term harm when someone does not want to accept the process and just want results fast and easy, the lack of mutual respect and quality of the nation's leaders are not concerned with morals, dishonest leadership and lack of concern for others. The problems that occur among somestudents of the Faculty of Economics and business of the University of Sam Ratulangi Manado from the pattern of their lives that is overly consumerist behavior in everyday life, the less learning interests, the wrong guidelines impact on free sex, drinks(alcoholic beverages), LGBT, the study is not completed and the completion of the study too long over 5 years. As for the goals of this research is to analyze the lifestyles of hedonism student faculty of Economics and business of the University of Sam Ratulangi in Manado.Research methods used in this research is qualitative research. Informants in this study is 11 students from the Faculty of Economics and business Unsrat in the city of Manado. Data collection is done by observation and interview. The data analyzed in the reduction of the data, the presentation of the data and conclusions/verification.Results of the study prove that female students hedonism lifestyle change when they hang out with new friends in a lecture. When they see their friends who are very mindful of appearances ranging from hair styles, how to dress, bags are in use, shoes that are in use, the assesoris in wearand branded goods are purchased.Popular culture the Manado manners and religious values have a high experienced a shift for the Association and the student mindset i.e. young people who excessively followed the trend of culture outside, free association, the lack of seriousness in learningKey Words: Lifestyle, Hedonism, Student

Abstract

Congestion in Manado city is generally caused by the growing number or the increase of the volume ofvehicles in every year that was not balanced with the capacity of roads, community awareness for the use ofpublic transportation is also still lacking, this is because the public transport in the city of Manado has yetto fully meet the standards, and many are not worth to use. Departing from the above problem, which isthe purpose of this research is to know the effectiveness of work apparatus can affect the problemof congestion in the town of ManadoThis study uses qualitative methods of approach. The object examined relates to the effectiveness of thework in the congestion problem in the city of Manado in the study then the determinationof the informant set as many as 8 people. Data analysis techniques are divided into 3 stages, namely, datacollection, data presentation, data reduction, and withdrawal of the summary.Results of the study prove that transportation management stillconsidered insufficient. Less effective management of transportation greatly affects the traffic congestionproblem, which so much is because the land area for the use of roads especially to streamline the activitiesof the transportation/traffic movement have been very cramped and there is no improvement, so it isnot capable of holding the vehicle so much. For the infrastructure of roads such as the placementof signs and road markings are considered less effective because it still gives rise to various bottlenecks. Theimpact of traffic congestion is very influential towards the traffic activity, some of the impact inflicted veryinfluential on aspects of economic, social, cultural and security.Key Words: Effectiveness Of Public Works, Transport, The Congestion Problem

Abstract

Giving Policy Special Autonomy for Papua Province which is based on Law No. 21 of 2001 on the policy of this Special Autonomy in essence has the government's goal centere authority for the Papuan people to manage their own natural resources are owned and given the devolution of responsibility to promote, accelerate development both in terms of political, economic, cultural, and social welfare. Therefore, education is very important for every citizen of Indonesia. Department of Education that works must actively participate in policy implementation public services, starting with kindergarten elementary, junior high through high school/vocational school. One of the challenges faced by the Government of Papua Province, more specifically in the district of Lanny Jaya maximize the level of education of the Papuan people in addressing the issue of lagging development in various sectors in the district of Lanny Jaya, especially on the development of quality education, both natural resources and human resources, so that able to reduce the problem of underdevelopment and social welfare and creating a quality society. This study aimed to analyze the implementation of special autonomy policy in education in the District of Lanny Jaya Papua Province.This study used a qualitative design, which focused on the implementor communication, the sources of policy implementation, trends relating to the impact of dispositions, the appointment of bureaucrats and bureaucratic structures executor/organizer. The primary data obtained through observations through interviews with 10 informants consists of 6 people from relevant agencies and the 4 elements in society who are knowledgeable about education, and supported by studies related documentation. The data were processed and analyzed through the stages of categorization, data reduction, data grouping, which in turn are arranged in the form of narratives, data interpretation, and conclusions based on the arrangement of the narrative, and to verify the results of the data with the informant that is based on the conclusions.The results showed that the communication is done over emphasize internal communications in which the government should have to provide space for the community so that the implementation of policies run under Law No. 21. 2001 on special autonomy. Organizations in solving the educational bureaucracy is not in the communication to introduce and disseminate the existence and the services performed in connection with education services in the general population. Factors human resources in education both in quality and quantity still tranquility, given the lack of qualified human resources factor even sumbedaya development. Factors disposition in performing work based more responsibility as a government to run the administrative functions not serving the public do not even run a bureaucratic administrative functions for education in the interior. Bureaucratic structure which is operationally services, namely education and training section and a public service that reflects the service as contained in the basic tasks, functions and scope of activities defined, and not supported standard operating procedures (SOP) as a working guideline implementation of the special autonomy.The study concluded that the implementation of special autonomy in Papua Province District Lanny Jaya is not maximized in efforts to achieve a healthy society, cultured, qualified and independent in realizing the various aspects of the construction of more specialized education. It is recommended that education should be improved communication media such as newspapers, radio, banners, brochures and billboards about the existence of special autonomy, and need socialization of all theimplementation of the measures taken, it is necessary to do the evaluation, supervision and planning and services clear implementation of the Law on Special Autonomy for Papua. 21 in 2001. In addition, it should be added helpers bureaucracy by considering appropriate educational background with the required fields. Perluh pulah attempted to placed the public service means more strategic and easily accessible by the public. Outlines the main duties and functions based on a clear organizational structure, as well as reorganize the organizational structure with more focus on the technical and operatin standard "procedures as guidelines in implementing the policy of public services in the field of education.

Abstract

Kids Teens who commit crimes were generally lacking self-control, or the control ofabusing themselves instead, and likes to enforce its own rules without regard to the presence of others in thevicinity. The incidence of such behaviour can also be caused by factors in socialization; they often hang outwith friends without looking at his background. And in general, these children very selfish, and likesto abuse or even exaggerate the price themselves. On the basis of a sense of glad they did it without regardto the effects that will be accepted. In rural areas, many acts of juvenile delinquency are very differentwith that occurs in urban areas, one of the causes of juvenile delinquency in rural areas is the drinking ofliquor among other drinks which high levels of alcohol such as the rat Stamp. Based on the backgroundof the issue that became a goal in this research is to know the role of parents in addressing the rateof juvenile delinquency as a result of the rat Stamp liquor in the village of Talawaan.The methods used in this research is qualitative research methods. In this study to understand aphenomenon in social context by nature with emphasis on the process ofdeep communication interaction between researchers with the phenomena examined. Techniquesof collection and processing of data in the research carried out in the form,namely: Observation/observation. Interview. Primary data and secondary data, the study documents.Results of the study prove that the forms of delinquency are experienced by teens affected by lackof parental control, the influence of the environment both in the school environment aswell as social environments, as well as the impact of globalization, among others, the influence of the massmedia such as television, Computer Media, and others. Results of the study prove that the forms of juveniledelinquency are extremely diverse and complex, where the offences and crimes committedby teenagers have already violated the rules and values of decency that occurred in the community suchas violating legal norms and customs.Key Words: The Role of Parents, Juvenile Delinquency, Alcohol Drinks

Potensisumberdaya kelautan dan perikanan yang cukup besar dapat dilihat dari keanekaragaman ikan,potensi karang, serta hutan bakau yang dapat dimanfaatkan semaksimal mungkin untukpengembangan masyarakat nelayan di wilayah pesisir.Pembangunan bagi masyarakat nelayan menjadi bagian yang tak terpisahkan dari karakteristik dankehidupan masyarakat nelayan. Masyarakat di wilayah Kecamatan Wori adalah masyarakat yangheterogen karena terdiri dari berbagai macam suku, diantaranya adalah suku Sangir, Borgo, SukuBajo, Suku Minahasa, sebagian suku Jawa ,Gorontalo, Bugis dan sebagian pula berasal dari suku-sukulainnya yang di Indonesia. Abstract

ABSTRAK Governance is a form of good governance and solid state responsible, and transparent, responsive, accountable, efficient and effective. Office of Population and civil registry offices of North Minahasa Regency is directly related to the community, especially in the service of making Identity card Electronic. To create a good public service and thorough then there must be good cooperation of all elements of good leadership, employees and the community. good governance principles into concrete solutions to create a good public service.The purpose of this study was to clarify the application of good governance in the public service in particular the manufacture of Identity card ElectronicPopulation and civilian agencies of North Minahasa Regency. This research method is descriptive qualitative method. The primary data sourced from informants consisting of a first element of the leadership of the Department, employees of service providers and the elements of the last elements of the public service recipient. How data retrieval is done with interviews using interview guide later on though using data reduction, data presentation and conclusion and verification of data.The results showed that the application of the indicators of good governance: participation, rule of law, transparency, responsiveness, effectiveness and efficiency, and accountability in the Department of Population and Civil North Minahasa Regency, especially in service of making Identity card Electronichas not gone well. It is evident there are still many problems that arise, for example the department is still lacking in socializing the public about the importance of Identity card Electronicwhere there are 37 781 North Minahasa Regency community who do not have Identity card Electronic or are still about 23 percent. Socialization rules and standard operating procedures to the public is still very lacking, transparency and accountability of services to the community is also not a good society is still very difficult to access information from the department both in terms of administration, standard operating procedures, service flow, costs, turnaround time. Besides the professionalism and discipline of employees in providing services that impressed still not good so the practice of nepotism, extortion and grativikasi still very angry arise, this is certainly caused by the supervision of the leadership is still lacking, not to mention talk about the facilities and funding limited becomes a serious problem.Based on the results of research and discussion, it can be concluded that the application of the principle - the principle of good governance in the department of population and civil registration Minahasa regency north, especially in service of making E KTP has not gone well. To improve this it is advisable to. Abstract

This study describes the Family Support for PLHA (People Living with HIV/AIDS). The aim of research to obtain data and images of emotional support, Support award, instrumental support, and Support informative. Research conducted using a qualitative approach with descriptive methods. The study design using the technique of case studies with 11 (eleven) informant. Source data used are primary data sources and secondary data sources. Data collection techniques by using in-depth interview, observation and documentation. Mechanical examination of the validity of data by performing persistence observation and triangulation. Analysis of data using qualitative data analysis. The results showed that family support is provided by keluarga consists of four aspects. Emotional support, support awards, support instrumental and informative support given some informants get good enough in the provision of family support. Problems in the can by researchers in the provision of family support persistence of discrimination of PLHA (People Living with HIV/AIDS) families and informants have not the confidence to express to the family. Based on the results of the study concluded that the functioning of the family is very influential in handling people living with HIV, as most people living with HIV have not been confident to express to the family of the already infected HIV positive, then of the people living with HIV do not get support from family.
