Abstract

ABSTRACT : Levies are a source of potential revenue because of the scope of the imposition of levies broaderin appeal with the local tax. Similarly, according to Adisasmita R (2011) that the development levies easier than theimposition of local taxes considering the scope of the levies are not as strict as compared to local taxes. Therefore, localgovernments in order to develop PAD more focused on increasing acceptance levies.This study uses qualitative descriptive method. The informants were 20 people who were taken from berbegaielements of government officials, workers and public collectors / traders market. The main instrument in this study isthe researchers themselves are, while collecting data using interview techniques and assisted with the observationdanstudi dokmentasi. Data analysis was performed using descriptive-qualitative analysis interactive model of Miles andHubernann.Results of the study provides conclusions: (1) Management Levy Markets in North Halmahera is theresponsibility and authority of the Office of Perindakop and SMEs, and fully implemented by the trade sector as anelement of the implementation of the coordination of activities of the Department of Perindakop and SMEs which carryout the collection of the levy markets and market management system uses official assessment is based on RegionalRegulation No. 5 of 2007, namely ballot directly to the voting system uses valuable objects in the form of a ticket.From the above conclusion, the writer can give suggestions as follows 1) To increase the successfulimplementation of market tax policy, the Department Perindakop and SMEs in North Halmahera District madeadditional levy collection officer existing markets in order to bias a balance between the amount of workload and HR2) To enhance the successful implementation of market tax policy, then pemrintah in this case the DepartmentPerindakop and SMEs as market tax policy implementers should review the market that is not active and make efforts toimprove the quality of the market in order to attract traders to use the market as a trade so biased levy optimize marketacceptance.Keywords: Retribution Policy Implementation Markets in Supporting Local Revenue.

Abstract

Abstract: Government Regulation 42 of 2004 on Life Coaching Corps and the Code of Conduct for civil servants, explicitly and clearly stated ethical obligation for civil servants in carrying out official duties. But in reality there is still the attitude and behavior of civil servants that do not fit. This research is to answer the question "to what extent the application of ethics of civil servants in the discharge of public service personnel in the sub-district office Wanea Manado.Research using qualitative methods. In this case the application of ethics of civil servants visits of eight indicators: (1) carry out the duties and powers according to the provisions; (2) establishing a work ethic to improve performance; (3) comply with and adhere to operational standards and obedient labor; (4) ensuring cooperatively work in realizing the efficiency and effectiveness; (5) sought to develop competencies and creative and innovative thinking in the implementation of tasks; (6) accountable in carrying out the task; (7) responsive, open, honest, and accurate, and timely in completing tasks; (8) use of resources in an efficient and effective organization; Informants in this study were officials and staff at Head Office Wanea, as many as 10 people. Data collection by interview; while data analysis using interactive model analysis techniques of Miles and Hubernann.The results showed that the application of ethics of civil servants of eight indicators that can be applied to everything is pretty well by the public service personnel in the sub-district office Wanea, but not optimal.Based on the results of these studies conclude that the application of ethics of civil servants specified in the PP. No. 42 of 2004 has not been optimally performed by the apparatus of public services in the sub-district office Wanea Manado, but generally has been good enough. Based on the conclusions of the research results can be put forward suggestions to improve the application of ethics among civil servants in the public service apparatus, as follows: (1) need more intensive socialization of the PP. 42 of 2004 to the whole apparatus of public services (2) enforcement of civil etika needs to be improved by implementing a consistent and objective sanctions against any ethics violations.Keywords: Application, Ethics, Public Service.

Abstract

ABSTRACT: Department of transportation is implementing elements of Manado city Manado CityGovernment, led by the head of Department, and responsible to the Mayor through the Regional Secretary(Minister of the Interior decision/autonomous region no. 55 in 2000). Follow-up the decision haspublished regulations Manado number 04 of 2008 about the Organization and the work area of the city ofManado, Manado city and regulation number 19 in 2008 about the details of the duties and functions ofthe Office of the city of Manado in the relationship of carrying out the functions of the service to thecommunity. Department of transportation supporting role as Manado city in creating organizationrelationships ensure the safety, security, public order and the smooth comfort as well as environmentalsustainability.This study uses qualitative methods, data sources or informants research as many as 10 peoplewere taken from several elements, namely the Department of transportation employee Manado 3 persons,owner of microlet 4 people and 3 people microlet user community. Data collection using observation,interviews, and documentation.Conclusion based on the results of this research, it can be recommended in general suggestionsfor the Department of transportation the city of Manado, the effectiveness of the Service relationship ofManado city is still pretty good, to enhance the effectiveness of the Department of transportation should begood increases the production of standards and the feasibility of a public transport vehicle to vehicle inmicrolet extend stretch permit has a decent road standards and make convenience for users of publictransport. Quality of work should be improved again in this case about extension of the public transportroute permit is expected to Transport service to be more selective and further improve the qualitystandards of the PC in public transit ride. Efficiency also needs to be improved, i.e. public transport testingmicrolet if just past standard test feasibility of KIR can be seen many vehicles that are not worthy of theroad still passes the test of KIR, better than the Department of transportation's own re-testing against themicrolet public transport will extend the public transport route permit in order to generate a convenientpublic transit vehicles. the satisfaction of the society is in the specified test standards of microlet publictransport last so if you want people to feel satisfied with the performance of the Department oftransportation in this permit extension routes should improve testing the feasibility of an above standardof yesteryear. The service has been good but needs to be improved any more time in processing theextension of route license, because the owner of the vehicle also feels no need to wait long to getpermission for these routes and also affects the intentions of owners of public transport vehicles toannually renew stretch licenses.Key Words: Effectiveness, Department Of Transportation, Route Clearance.

Abstract: Finance and Development Superfisory Agency is a non – departmental institution formed onlyby Presidential decree.Where many people judge needs to be done over the dissolution of theFinance andDevelopment Superfisory Agency,the reason is because it is necessary for both power and efficiency ofpublic spending because it has too many institutions existing internal control. This research is done onthe employees of Finance and Development Superfisory Agency in North Sulawesi.Thepuspose of thisstudy was to determine the performance of the Finance adnDevelpoment Supervisory Board role inserving the community. Abstract

Abstract: The development of science and technology is very rapid had an impact on all activities undertaken by the organization. One of the technologies that can help in the work in the organizational environment is to use the computerized system. By using the a computerized system, then each unit office work can improve the effectiveness and efficiency of time.This study aims to determine how the effectiveness of computerized system in the performance of employees at the District Office Sonder. Before and after the use of computerized system. The study was conducted by obsevasing to the use of computerized system and their effect on the performance with in depth interview methods to obtain as much information from all respondents/informants. The number of informants is 14 people divided into camat secretary, head of section, an employee, who has exprerience in their respective duties, know in depth and a greater role in the process of using computerized system.Based on the results of the study, showed that the use of computerized system which is one of the facilities in order to smooth the working task, proven to provide convenience, many advantages and benefits that really support task this means employees have a positive aspect for all parties so that the effect on employee performance and can improve the quality of work and efficiency of time.Keywords : Computer Systems, Employee Performance

Abstract

Catastrophic floods which occurred in the town of manado on 15 January 2014 to date is one of the largest floodsever to occur in North Sulawesi manado city in particular. And the Government of the city of manado in the disaster reliefespecially in aid disaster victims have good planning but have not been effective in its application to see there are stillmany citizens of disaster victims who are still living and settled in the disaster site with circumstances that could not besaid to be as good as before they suffered a disaster, because of the uneven in its application to all disaster victims indistrict wanea.In this study uses qualitative methods to describe conditions that actually happened in a field supported byinterviews to the informant-informant, observations of direct, search documents – documents and documentation. Thefocus of this research was to determine the effectiveness of government aid programs in manado city wanea from programplanning, quality of service/program, the organizers of the program and satisfaction. The results showed that in generalthe overall results of interviews about the effectiveness of the work of the Government of the city of manado in aid floodvictims in district wanea manado City gives the conclusion that the aid program for flood victims in wanea district of thecity of manado is quite good but not yet effective.Key words: effectiveness of work Programs help flood victims

Abstract: The purpose of this research is to know the performance of the Department of transportation thecity of manado in overcoming bottlenecks in the city of manado. Congestion is the enemy of all citiesevolve how not everyone wants to be on time but sometimes we take advantage of the drive can be thecause of our loss. Department of transportation's been doing a lot of Manado City efforts in tacklingbottlenecks that occur one by working closely with the traffic police authorities in response to wildparking, but that's all it was only one of countless causes of congestion, the Department of transportationcurrently Manado alone must be firmer or more increase their performance so that later on the level ofcongestion in the town of manado alone can be cut down.In the research uses qualitative research methods type or descriptive. As for the variety of data (theinformant) in this research taken from the elements involved in the problem in thorough, namely: head ofDepartment of Transportation Department Secretary, Manado, the head of Road Freight traffic, head ofsystems development of transportation and road users (community). With the techniques of primary andsecondary data collection is done with the interview, observation and documentation study.The overall performance of the transport service of the city of manado in dealing with congestion inmanado city seen from the implementation of function-function which in size with the performancemeasurement indicators are pointed out by Dwiyanto 1995 (productivity, Responsiveness, quality ofservice, corporate responsibility and accountability) is still not optimal. It is proven congestion problems inthe city of manado in the handle well yet and Max.The Department of transport improves performance of Manado city in addressing bottlenecks in the workprogram for effectiveness suggest that will be made by the Department of transportation should be moreManado city in advance to be able to cope with problems on the streets of the city of Manado, for example:make regulations for vehicle ownership rights over 6 – 7 years in destroyed or recycled to reducebottlenecks and making the Road overpass. Quality of service in the Department of transportation in ordernot to complicate the community with conditions that are not important and of persons – the person whomade it more difficult to be in the stands. Response from the Department of transportation by takingaction against the congestion often occurs in Manado city must faster and creating pos – post on point – apoint of congestion in order to control the streets of the city of Manado. To achieve Good Government must start from the realization of GoodGovernance.One of the efforts to realize the services accountable to the users of the service, the Minister's decision set the PANnumber. 26/KEP/M. PAN/6/2004 on guidelines of the Organization of the public service. The intent of this technicalguidance is established as a reference for the entire public service providers to improve transparency and accountability ofthe Ministry.This research was conducted at the Office of Subdistrict Sario Manado North Sulawesi province, The research conductedin February until April 2015.
