Abstract

Abstract :The purpose of this study is to determine the role of medical personnel in providing health services to patientsparticipating in Universal Coverage program at Bahu Manado Health Center.This research uses qualitative research method. Informant research as much as 8 (eight) informant thatconsist of 1 head of health center, 1 Officer Administration, 3 doctors and 3 community of universalcoverage program participants. Data collection techniques used are Interview Techniques, ObservationTechniques / Observations, and Documentation Techniques. And Data Analysis Techniques used are DataReduction, Data Channel, and Withdrawal Conclusion.Based on research that can be drawn conclusion as follows: First, promotive service has been implementedby medical personnel with health education and health promotion provided directly and indirectly to thecommunity. Second, preventive services provided through immunization and fogging. Third, Curativeservice in the form of medication business for patient to reduce pain and or relieve pain suffered by patientwith expense borne by Manado city government for society of universal coverage participants. Fourth,rehabilitative services have also been provided although not as much as in hospitals, such as gymnastics torestore muscle function for newborn patients.Keywords: Role of Medical Personnel, Universal Coverage

Abstract

Abstract: This study aims to determine the perception of students of Sam Ratulangi University on thepolicy of Single Tuition. This research was conducted by using qualitative descriptive method. The resultsshowed that: The perceptions formed from each individual student vary based on what is heard, seen, felt andunderstood about Single Tuition. The Single Tuition Policy at Unsrat is very helpful for people who haveeconomic problems to continue the lecture lecture, and easier to manage tuition expenses for students fromearly entry until graduation, and minimize the occurrence of corruption, collusion, and nepotism practice inHigher Education. Student perceptions about the application of Single Tuition at Sam Ratulangi University havenot been fully effective, where the implementation is still not in accordance with the regulation, because thereare still weaknesses in lecturing process, such as: Not exactly the tariff stipulation of Single Tuition charged byevery student because nepotism in the early negotiations to register lectures, inadequate facilities such as labsand classes that are not worth using, Budget for frequent late Lab fees resulting in late lab work in the course,and still found illegal levies in lectures that are detrimental to students. Efforts to be taken to overcome theproblems are found in the application of the Single Tuition policy at Sam Ratulangi University such as: Thelevel of supervision should be considered at the beginning of the negotiations conducted by the providers ofSingle Tuition, the validity of the student's economic date is correct, the Single Tuition Fund Management mustbe transparent, and the effect on the person who commits the violation must be considered and improved.Keywords: Perception, Single Money Policy

Abstract

Abstract: Small and medium enterprises is one of the important part of the economy of acountry or region, as well as the State of Indonesia. Small and medium businesses have animportant role in its economy of the community. However, in the development of small andmedium enterprises still seems to be hampered by a few things such as lack of capital and also thesoul of entrepreneurship. Abstract

ABSTRACT : This study aims to explain the effectiveness of trade license business services at the One Stop Investment and One Step Service (DPMPTSP) at Manado City in order to improve public service to the public. The licensing service is implemented by DPMPTSP of Manado City based on Mayor Manado Regulation No. 4 year 2017 on licensing and non licensing in DPMPTSP Manado City. This research uses descriptive method of qualitative approach with data collection technique which is done by observation, interview, and documentation technique. Number of informants as many as 9 people. In this research, we use the effectiveness measurement in terms of process approach according to Lubis and Huseini, which in this approach include 5 indicators as follows: (i) service efficiency, (ii) service procedure, (iii) employee responsiveness, (iv) coordination between leader and subordinate, (v) infrastructure facilities. The result of the research shows that the trade license business serivice in DPMPTSP of Manado City has not been maximal or not yet effective, it can be seen on the settlement of inappropriate trade business license, inadequate work space infrastructure, lack of technical team resulting in more work load, injustice or still distinguish one another where employees are more concerned with the friendship in providing services.Key words: Effectiveness, Service, Trade License Business

Abstract

AbstractThe research aims to know and analyze the performance of honorary employees in the Academic Divisionof Sam Ratulangi University Manado University. The study was conducted qualitatively. The samplingtechnique used by the researcher is purposive sampling. Informants in this study set eight people. Asinformants are sub-divisions of two persons, head of one person, and five students. The focus of the studyis the performance indicators, namely: Quality of Work (Quality of Work), Promptness, Initiative(Initiative), Capability (Capability), and Communication (Communication). Based on the results of theresearch, that the quality of work, accuracy, initiative, ability, and communication of honorary employeesin the academic section of Sam Ratulangi University Manado in performing the task quite well. In general,honorary workers are educated graduates and understand how to use the computer. Although still foundthe results of work, is still not good, this is due to the many jobs faced.Keywords: Employee honorary, performance, quality of work (quality of work), promptness, initiative,capability, and communication.

Abstract

Abstrac: Public participation in policy development in countries thatimplement democracy including in Indonesia is not new. Public participationis a process to provide technical opportunities and broader authority to thecommunity together to solve various problems. As a concept and practice ofdevelopment, the concept of participation recently discussed in the 1960swhen various international institutions promote participation in the practiceof planning, implementation, and evaluation of development.This research was conducted at 9 : 1 the village chief informant. 1sysop BPD, sysop LPM, 1 religious figures, and 5 members of the public. Thetechniques of data collection is done by way of interviews, observation anddocumentation. Abstract

AbstrakSebagai perangkat daerah, camat mendapatkan pelimpahan kewenangan daribupati/walikota yang bermakna untuk urusan pelayanan masyarakat. Selain itu kecamatan jugaakan mengemban penyelenggaraan tugas-tugas umum pemerintahan. Camat melaksanakankewenangan pemerintahan yang dilimpahkan oleh Bupati/Walikota untuk menangani sebagianurusan otonomi daerah, meliputi aspek : perizinan, rekomendasi, koordinasi, pembinaan,pengawasan, fasilitasi, penetapan, dan penyelenggaraan. Peraturan Daerah Kabupaten MinahasaNomor 5 Tahun 2008 tentang Organisasi dan Tata Kerja Pemerintah Kecamatan dan PemerintahKelurahan menetapkan tugas pokok dan fungsi pemerintah kecamatan yang diantaranya yaitutentang pelimpahan wewenang bupati kepada camat. Dengan demikian maka peneliti inginmengetahui bagaimana implementasi pelimpahan wewenang dari bupati kepada camat terutamamengenai pembinaan yang akan dilihat dari model implementasi kebijakan yang di kemukakanoleh G. Shabbir Cheema dan Dennis A. Rondinelli yang mempunyai indikator yaitu kondisilingkungan, hubungan antar organisasi, sumber daya organisasi, dan karakteristik dan kemampuanagen pelaksana. Tujuan dalam penulisan ini terbagi menjadi dua yaitu untuk memenuhi syaratyang di perlukan guna meraih gelar sarjana dan tujuan lainnya yaitu untuk mengetahuipermasalahan yang diangkat dalam skripsi ini.Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Teknik analisadata yang digunakan adalah teknik analisa data model Miles & Huberman yaitu data reduction,data display dan conclusion drawing/verification. Berdasarkan hasil penelitian diperoleh bahwacamat dalam melaksanakan tugasnya dalam membina staf / pegawai belum maksimal dikarenakankualitas staf / pegawai yang belum mencukupi, fasilitas penunjang yang tidak memadai, dilihatdari kondisi lingkungan yaitu masih ada staf/ pegawai dan pimpinan yang tidak mempunyaihubungan yang baik, dan belum maksimalnya pengawasan yang diberikan oleh pemerintah daerah.Karena itu, penulis menyarankan camat harus lebih aktif memantau apakah pembinaan yang telahdiberikan sudah dilaksanakan dengan baik, perlu lagi menambah fasilitas penunjang, danpimpinan harus lebih memperhatikan kondisi dari staf / pegawai yang ada.Kata kunci : Implementasi, kebijakan pelimpahan wewenang.

Qualitative research aims to dig up and build a preposition or explain the meaning behind reality.According to the real results and the facts for his performance has been very good and trained from superiors to subordinates, and to about the potential for career development of the ASN in the communications service kominfo this is very good ,,, the level of ability and willingness it can be guaranteed pertained Good, but for the level of career development is relatively low, in because by some factors that may not be adequate .. while ASN has the right to have Development. The capacity of the apparatus is a right for ASN to gain useful expertise in supporting an organization as set forth in article 22 of Law Number. 5 Year 2014 on State Civil Apparatus. In the article it is mandated that every apparatus has the right to be developed by the government, both central government and local government.Based on the conclusions and the results of the study as described and discussed in it can be drawn conclusion as follows: ASN Competence (civil state apparatus) in career development and implementation of performance in view of the workings and the willingness to develop a career is very good but because Insufficient funds and the right to the right to development of ASN careers have not been obtained so ASN most of his career has not developed.Keywords: Development, Career.

Abstract

ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of West Pinonobatuan the District East Dumoga Bolaang Mongondowas the Regulation of the Minister of Home Affairs Number 113 2014 About the Financial Management ofthe Village in Article 2 Paragraph 1 states that the financial management of the village should be based theprinciples of transparency, accountability and participatory. To determine the Community Empowermentin Rural Fund Allocation Utilization (ADD), the research method used was a qualitative descriptive studyconsists of 9 research informants. Empowering communities in the utilization of the Village FundAllocation (ADD) in the village of West Pinonobatuan has not been run in accordance with the principlesof financial pengelolaan villages of the principles of transparency, accountability and participatory. Basedon the results of field research on the utilization of public empowerment Village Fund Allocation (ADD)village government is not open to the public regarding the use of the Village Fund Allocation (ADD) so thatpeople do not know how much the cost disbursed to community empowerment; there is no accountability ineach realization of the program on the community; as well as the village government as the financialmanager of the Village Fund Allocation (ADD) partsispasi not involve the community in the form ofdecision-making, planning, implementation and the evaluation of results.
