Abstract

Abstract: In the development of tourism is seen and felt by the local society through thesense of eyesight, but, not all of them says that the tourism development are good or bad,because every individual has a different perception or view. The purpose of this researchto find out how the public perception of the development of Lembeh island tourism (studyof Lembeh Subdistricts of South, City of Bitung). This research uses descriptivequalitative approach method with describing data obtained from research resultsregarding the public perception about the development of Lembeh island tourism (studyof Lembeh Subdistricts of South, City of Bitung). In qualitative research, data collectionis done by in observation, depth interview and documentation.Tourism development is an effort to improvement of the society welfare byutilizing the tourism potentials are at once, which is an effort to preserve the culture ofsociety through the improvement and enhancement of tourism products and services.Other than that, the development of tourism should also be addressed to protection andpreservation of culture that are very dependent on the society and the tourist.Result of this research on public perception about the development of Lembehisland tourism (study of Lembeh Subdistricts of South, City of Bitung) not well seen fromsome perception factors that is: absorption, understanding or comprehension, assessmentor evaluation about tourism development of Lembeh island in District of South Lembeh isnot good. The overall conclusion of public perception about the development of Lembehisland tourism (study of Lembeh Subdistricts of South, City of Bitung) for current is notgood and has not been managed by the Government with the maximum. Then can insuggest is to the Government to be more managed with maximum and immediately do therepair, improvement in tourist spots and also for the visitors and local community inorder to keep the environment clean.Keywords: Perception, Tourism Development

Abstract

AbstractThe purpose of this study is to know how the coordination of local goverment in road constructionin the District of Salibabu Talaud Islands Regency.This research uses the qualitative method. Data collection by interview technique: while dataanalysis using qualitative analysis techniques interactive model of Miles and Hubernann.Based on research results drawn conclusions: (1) Coordination of district road constructionplanning in sub-districts of Salibabu run orderly and smoothly in accordance with the mechanism that hasbeen set in UU.No.25 Tahun 2004 about The National Development Planning System. Related governmentinstallations (Dinas PUTR, Bappeda, and Camat) coordinate well so that the district road developmentprogram can be set according to the priority scale. Coordination mechanism of district road developmentplaning in Salibabu sub-distric implemented accordingto the bottom. (2) Coordination of local government(Dinas PUTR and Camat, and also with Kepala Desa) in the implementation of road construction programsor projects in the District of Salibabu Talaud Islands Regency well done and running smoothly.Key Words : Coordination, Local Government, Road Construction,

Abstract

ABSTRACTservice process to the public in order to be able to produce the output of excellent information, fast, efficient, and accurate information provided to the community. Implementation of administrative system has not run well, so this research to answer the question how the implementation of hospital administration system in helping the service to the community. In this research, the researcher limits through some elements which can influence the running of administration system which stated by Azrul (2010): Input (Human Resources and Facilities), Process (Steps), Output (Service produced) and Researcher also see Of behavioral factors or attitudes that hospital employees have in supporting the implementation of administrative systems to help service to the community. This research uses descriptive qualitative approach method through interviewing 10 informants, observation, and tracing of additional document in the form of list of interview guides, recorder and write. The results of this study show that in general the application of administrative systems in helping service to the community has not run well.Keywords: Implementation of Admistrais System in Helping Community Service (Input, Process, Output and Attitude)

Abstract

This research aims to get the picture as a source of knowledge of the ASN in improving the performance of theservice of the quality of health services with consistent work time in Clinics Daru North HalmaheraRegency. As for the type of research useda qualitative approach and methods is descriptive. Descriptive methodof focus or emphasis on problems or phenomena that are found at the time of research that illustrates theempirical (fact). Informants in this study amounts to 10 people with key informants was the headof the clinic. Data collection techniques used are interviews and observations. The data collected isanalyzed using the interactive model from Miles and HubermanThe results showed that employee performance improvement efforts based on the quality of service so thatthe service conducted at the clinic as a benchmark. Program or duty committed employees even the processof implementation of the program can be run properly, among others, the implementation of theprogram outside of the building and outside the clinic. The quality of service provided to the community thatis the time the work was able to be Accounted for as an employee because in the process of employment allexist tupoksinya respectively.The research results show the performance of employees in the health centers has increased in quality From aquality service and a quality performance within and outside of the building and have reached theoptimal working standard, it is supportedwith a performance executed according the rules and goals.Keyword: Performance Improvement Effort, The Civil Authorities Of The State (ASN),Clinics Daru.

Abstract

Abstract : Public Service delivery is still faced with the government system that has not been effective and efficient and the quality of human resources inadequate. This can be seen from the many complaints and complaints from the public either directly or through the mass media, such as complicated procedures, no certainty of the settlement period, the costs incurred, the requirements are not transparent, the attitude of the officers who are less responsive. And so on: thus generating a less favorable image of the government. As is the case with most, that the level of ease of service, especially for the middle to lower class, is still very low.This research is located in Kairagi Weru subdistrict, Paal District 2 Manado City, while the purpose of this research is to know how the performance of State Organizer in improving public service by using performance indicators proposed by Kotler (in Supranto, 1997: 561), this research type is research Diagnostic analytic design and analytical descriptive method with quantitative approach. The main instrument used to capture primary data in quantitative research is' questionnaire '' with interview guide through survey method and direct observation.The results showed that the five indicators used to measure the performance of the kelurahan government are: Reliability, Responsiveness, Confidence, Empaty, Tangible, influential significant to the level of community satisfaction, but after the analysis using Forward method, it turns out only four dimensions, namely reliability, Responsiveness, belief and empathy have a dominant effect on the satisfaction of the service users, especially in weru kairagi, sub-district of Manado city.It is concluded that the need of coaching and motivation to urban village apparatus in improving the quality of public service with some dimension of responsiveness and empathy have not reached optimally.Keywords: Prioritize the improvement of public service quality optimally and efficiently

Abstract

Abstract:This research aims to know the influence of the reform of the Organization's performance against bureaucratic structures in the Secretariat of the regional city of manado. This research using quantitative methods. The respondents in this study amounted to 99 employees at the Secretariat of the regional city of manado. Data collection instruments and techniques used are questionnaire and assisted with interviews and observation. Analytical techniques used for hypothesis testing is the analysis of the correlation of product moment and linear regression with aided by data processing computer program SPSS version 20. The results of data analysis in this research indicate: (1) strong linkages among variables reform bureaucratic structure with organizational performance the Secretariat of Manado City area namely the correlation coefficient was obtained (r) of 0.611 and the coefficient of determination (r2), obtained of 0.373. (2) this can be explained further that the influence of the reform of the Organization's performance against the bureaucratic structure of the Secretariat of the regional city of Manado of 37.3%, while the rest of 62.7% determined by other factors not examined in this study. (3) the results showed that the average performance of organization reform post-war bureaucratic structure acquired for 45.82 or in pengkuran of ideal scale 0.9164 or 91.64%, while the performance of the organization prior to the implementation of the reform of the structure of the bureaucracy, only of 39.96 or in Hiiumaa ideal measurements acquired for 0.7992 or 79.92%, making it a very real differences occur, i.e. around 11.72%.Keywords: reform of the bureaucratic structure, organizational performance, Setda
