Abstract

Abstract: one of the factors that support the occurrence of teenagers fall in the negative Association ofparents are too busy working or busy with activities each so there is no more time to build a goodcommunication with their teenage children who desperately need their guidance. The purpose of thisresearch is to find out How the communication role of the Family in the development of Teenagers inKelurahan Sario Manado.The methods used in this research is descriptive methods, descriptive methods, namely thetroubleshooting procedures provided by describing or depicting the State of the subject or the objectof a good research, public institutions and others at the same time based on the same facts. Thepopulation in this study are all the teens that are on the Wards Sario Manado by the numberof samples taken 20% of the population, namely 32 32 teenagers and parents who are in Ward SarioManado.The results showed family Communication plays a role in the development of teenagers in urban villageSario Manado where it is supported by aspects of the personality which is assumption and behavior thatwe receive from our parents or the people we consider to our parents. Abstract

Opinion Leaders is people who has capability to deliver message and also has experience andknowledge about information that can change the the other people mindset or behavior.The characteristic of the opinion leader is usually the first people who takes an initiative tocommunicate and contact the community to spread the information. The community often meetthe opinion leader in order to seek for information, that is why the opinion leader can be calledas an source of information. The opinion leader and the society or community shared the sameinterest in order to implement the village development. Abstract

Abstract : Public Company DAMRI Station Manado as a government-owned company is expected to have performance accountability that can improve accountability of public services. However, the reality shows that today is faced with accountability issues both managerial and program. To analyse accountability of DAMRI Public Company of Manado Station either managerial or program in the effort of development of public administration management science, this research uses qualitative design. The conclusion of this study is that the cause of the lack of accountability at DAMRI Public Company Manado Station due to managerial accountability and program accountability as a ceremony over the responsibility of DAMRI Public Company Station Manado which is a public organization owned by the government that has not been able to manage the organization efficiently and effectively and has not shown program performance And has not provided an alternative program that can encourage DAMRI Public Company to achieve its vision and mission through the achievement of optimal results with minimal cost. Keywords: Accountability Work, Manajerial, Program.

Abstract

Abstract :The changing work environment is so dynamic, many faced by every organization. Organizations and structures are always required to adapt and move with those changes, automatically changes in the organizational structure also have an impact on the career development of individual employees. In the case of regional personnel, in the implementation of personnel management, especially promotion, mutation and demotion is a phenomenon that often occurs in a regional organization.The process of appointment of echelon IV structural officials in their implementation is technically less relevant to the qualifications required by the organization. The irrelevance of the the position and educational background and the expertise of the appointed officials so it deemed necessary to examine why the personnel management of the regional personnel agency, education and training of the Sangihe islands districts on the appoinment of the echelon IV structural officials has not gone wellThis research is descriptive qualitative research using POAC management function theory proposed by George R.Terry as the guideline of this research, but the problems encountered in the related field are the indicators of planning and organizing while the indicators of actuating and controlling there is no problem in the field.                The results showed that the implementation of the appoinment of echelon IV structural officials was not fully in accordance with the mechanism and procedure of appointment of civil servants in structural positions as regulated in the government regulation because in the process of conducting the assesment subjectively, and not apart from the policy of position consideration agency and the rank and officer of staffing officers who accommodate officials through the proximity of the relationship and  family                From the results of this study then suggested some things include : local goverment sangihe archipelago should minimize the policies and interventions that cause the appoinment of structural officials to be not objective. Staffing officers should develop the mechanism of appoinment of officials through the stages in accordance with existing rules by merit system, by placing the right people, and optimizing the implementation of education and training for stuctural officials by allocating more funds for education and training activities so that through the provision of education and training will be positively correlated to impact on improvements to quality improvement, the ability of echelon IV structural officials in carrying out the work so as to give a tangible contribution to the region. Abstract

Abstract :Implementation of the program to improve the application of technology and production of nutmeg in the sub-district west siau sitaro islands regency has experienced several problems such as the procurement prototype of nutmeg draining tool, construction of nutmeg drainage site, organic fertilizer procurement, provision of nutmeg seedlings, and lack of assistance and supervision Conducted by extension officers of agriculture / plantation. The purpose of this study was to find out why the Implementation of the program to improve the application of technology and production of nutmeg in the sub-district west siau sitaro islands regency has not gone well.This research uses qualitative research method. The data source is primary data and secondary data. Primary data were obtained from direct interviews with 1 head of food and agriculture department of islands district of siau tagulandang biaro, 1 head of plantation, 1 head of production section and farmer's produce, 1 secretary of trade and labor industry service, 1 head sub extension program, 1 agricultural extension officer, 2 Head of Village, 1 Chairman and 9 Members of Farmer Group of Nutmeg. Secondary data was obtained from food and agriculture agency of siau tagulandang biaro regency in the form of data, documents, reading material and library materials related to this research. Data analysis is done by data reduction, data presentation, and conclusion.The results showed that the organizational aspects related to the work unit that is related in the implementation of the program to improve the application of technology and production of nutmeg is the implementing agency of agricultural extension of plantation and forestry in this case the role of extension officers who are in fact not maximal. Not the establishment of extension officers in one sub-district so that the task of supervision and supervision by extension officers of agriculture / plantation is not maximal. This is due to the lack of resources of agriculture / plantation extension officers in the islands districts, especially in west districts. Aspects of interpretation relate to the understanding of extension officers of agriculture / plantation who understand that this program is very important and provide their own motivation in conducting socialization, counseling, mentoring and supervision. In contrast to the fact that supervision and supervision is very rare and not routinely conducted by extension officers of agriculture / plantation and lack of self-giving from agricultural extension officers in carrying out their duties also affect the course of the program. Aspects of application in this aspect of the problem is found at the agricultural extension implementing agency for plantation and forestry in this case the extension officers of agriculture / plantation who have not performed supervision and supervision tasks routinely, so that nutmeg farmers have not been able to apply technology and ways of processing nutmeg well automatically. Assistance provided is not used by nutmeg farmers because they do not dare to accept the risk that will occur due to misuse of the assistance provided.Based on the conclusions from the results of the research and the discussion that has been suggested, it is necessary to suggest some things that is, Need additional extension of farmer / plantation extension in West Siau Subdistrict Siau Tagulandang Biaro District so that each village / one village has 1 (one) extension worker It is written in Law number 19 year 2013, so extension worker in doing socialization, counseling, mentoring and supervision activities can be done with maximum. It is incumbent on extension officers to be able to share their knowledge through study or research conducted to be transferred to the community in need in this case nutmeg farmers as beneficiaries of the program. Abstract

Abstract: the provision and distribution of Liquefied Petroleum Gas 3 KG in its implementation did not occur as policy. Many of the problems seen on void stock, hoarding, price differences and patterns of distribution are not well-ordered. This research was conducted for the purpose of analysing the implementation of the policy of distribution of Liquefied Petroleum Gas 3 KG in South Minahasa Regency in academic development resource management development in particular in the interest of the public administration management. By using qualitative design, researchers concluded that the implementation of the policy of distribution of Liquefied Petroleum Gas3 KG in South Minahasa Regency have not run well on this aspect of idealised policy, target groups, implementing organization and the environmental factor. Keywords: Implementation Of Policy, The Provision, The Distribution Of Liquefied Petroleum Gas,.
