Abstract

Abstract : Organizational knowledge is an important factor to explain the effectivenessas it relates to the organization’smorale employee. Bureaucratic organization’s impressed thegovernment has not been able to motivate emploe morale to improve the effectiveness of its workbecause of the critical diminsions of organizational climate has not been realized in accordancewith the needs and espectation of employes, and the suspeck is the of the causes have notmakximum service effectiveness.Inconnection with this matler,this study was to determine theeffect of organizational climate on the district government public service effectiveness TaliabuUtara north sula island.This research uses methods quantitative data source research respondents are as manyas 30 officer/employess government districts Taliabu Utara.Data collection technique usingquestionnaires and interviews quide.Techniquehelp with data analysis to test the hypothesissimple regressionanalysis and correlation simple/product moment.Data analysis showe : (1) variable regression coefficient effectiveness organizationclimate on public services is positive and the real significance level of 0,01 or 1%. (2) Thecorrelation coefficient and the power of organization climate variable determination of theeffectiveness of public services is high/close and rear to the significant level of or 1%.The conclusions suggested by the results of the study the effectiveness a public servantin the office distrct heard north Taliabu needs to be improved by improving the qualitydimensions of organizational climate can push high morale of employes such as:tskstructure,the relationship reward - penalties,communications within the organization ,thedevelopment of human resources mployee,the personal relationship between the atmospherewithin the organization,facilities and/support eguipment executing the task,and the safety andcomfort of the organization’s environment.Keywords:Organizational knowledge, public services effectiveness.

Abstract

Abstract: Since the implementation of the Act. Number 32 of 2004 on Regional Government, the localgovernment in Indonesia has entered a new era known as the era of regional autonomy. This bringsthe consequence that in order to optimize or accelerate the success of development in various regions,including rural development, required the support or participation of all components; and one ofthemain component that exist at the village level is the village officails. This study aimed to:"determine the relationship between the empowerment of village government policy to accelerate thesuccess of development in Sub Kendahe Sangihe Islands District". This research uses descriptivemethod with quantitative approach. The instrument used in this study to capture the primary data is aquestionnaire or a list of questions and assisted with interview guides (interviewguide).Results of thisstudy are expected to provide benefits, both theoretically and practically. Theoretically, the results ofthis study are expected to enrich the social sciences, particularly in the field of public administrationstudies. In practical terms, the results of this study are also expected to contribute ideas for policymakers, especially government district Sangihe Islands to improve the quality of personnelpemerintrah villages, especially in the villages in the subdistrict Kendahe Sangihe Islands Regencyforward through improved guidance systems and empowerment of the government apparatus village.Keywords : Relation,Policy.Building Success

Abstract

ABSTRAK : This study aims to identify the role of Head Tumpaan in carrying out its duties andfunctions are actually especially in managing the administration in villages in districts Tumpaan.In thisresearch using descriptive qualitative method, with the informant as many as 14 people were taken from therelated elements, namely sub-district, sub-district secretary, the village head, village secretary, members ofthe Village Consultative Body (BPD), and leaders / members of the public. And this study also taken fromthree villages in the district Tumpaan, 3 village in select from the closest distance, middle, and furthest fromthe central district.In this study it can be concluded that the role of the Head in carrying out duties and functionsespecially in managing administration in the village in the District Tumpaan can not say maximal, the articleinformant argued there is less satisfactory in performance Head. Abstract

Abstract : This study aims to determine how the development of educational infrastructure (SMA / MA) and the role of local government in terms of infrastructure (infrastructure) education in secondary school (high school / MA) in Tidore Islands.The method used in this research is descriptive qualitative method. The study was conducted at the Department of Education, 4 high schools (SMA / MA), drawn from 26 schools in Tidore Islands and community education observers, thus the total number of informants is 11 people, while collecting data using interview techniques, techniques analysis used is qualitative analysis interactive model of Miler and Huberman.Based on the results of the study it can be concluded that: openness or transparency of school in terms of development, so that the circumstances in which every person associated with the interests of education in schools can know the process and the results of school policy, it is, do not lie, do not cheat, honest, and open to public about what is done by the school. This openness is indicated in decision-making, planning and implementation of activities, the use of the budget and so on, which always involves the relevant parties as a means of control in order that development is not hampered because of the openness or transparency. Based on the results of research it is recommended suggestions: increasing dedication / contribution of stakeholders for education in schools, either in the form of services (thought / intellect, skills), moral, financial, and material / goods. empower the existing capabilities in the education stakeholders to realize the goal of education. enhance the role of stakeholders in the provision of education in schools. ensure that all decisions and measures taken truly reflect the aspirations of stakeholders and make the aspirations of stakeholders as commander for the implementation of development education in schools. The school must mobilize community participation in the form of anything that is relevant in the implementation of school programs, both physical and non-physical form in order to increase the participation of people divided into two categories, namely participation in the form of financial contribution and participation in the form of thought and effort.Key words : The role of Government, Education Infrastructure Development

Abstract

Abstract: This study aims to: Describe the function of the leadership of the village head and villageofficials effectiveness; and analyze the relationship between the leadership function of the villagehead and village officials work effectiveness in Minahasa District of Northern Langowan. Purposivesample of respondents assigned as many as 80 people were distributed into four (4) of 8 (eight)villages in the districts of North Minahasa Langowan. Members randomly drawn sample consisted of40 people from local government and 40 others are members of BPD, community / religion. Themethods and approach used in this research is descriptive and quantitative approach by applyinganalytical techniques percentage, product moment correlation and simple linear regression. Theresults obtained from this study are: the results of the analysis of frequency table shows that theleadership function village head seen from the dimensions of the initiative and dimensions ofgovernment communications, overall in the category "medium" or intermediate, while theeffectiveness of village officials, especially in District Langowan North is at "high". Chi-square testresults showed that the relationship between the function of leadership effectiveness village withvillage officials in the District of North Langowan "significant" at the 95% confidence level. Thuswe can conclude that if the village head execute leadership functions properly, it will boost theeffectiveness of village officials themselves. This study gives some suggestions, among others: thatthe Head of the village in the exercise of its functions have always sought to do the initiation of thedevelopment programs that require leadership initiatives, as well as establishing two-waycommunication so that village officials feel comfortable so motivated to improve the effectiveness oftheir work.Keywords: Function of Leadership, Effectiveness village officials work.

Abstract

Abstract: The purpose of this study was to determine the role of the Leadership Principal inImproving Teacher Performance in the Junior High School 1 Subdistrict Wayaloar as the Decree ofthe Minister of National Education (Education) No. 162 of 2003 on Guidelines for the Assignment ofTeachers as the Principal stated that the task of the principal as an Educator, Supervisor , leadersand providers of motivation. To determine the role of school leadership in improving teacherperformance, the research method used is qualitative method where the researcher as the keyinstrument consists of 7 (seven) research informants.The role of school leadership in improving teacher performance in the Junior High School 1Wayaloar the District has not been effective in this regard are as Supervisor, Leader, Educator, andgiving motivation. Because based on the results of field research shows that principals as educators,supervisor, leader and motivator has not done how expectations of students and parents. as well asthe lack of control and supervision functions of principals on teacher performance, so most apatheticteachers with duties as teachers. As well as employee productivity or decreases in carrying out theduties of teachers and ultimately have implications on student interest less serious.To improve the performance of teachers is needed role of school leadership in the execution of dutyas the leader and protector as the Decree of the Minister of National Education (Education) No. 162of 2003 on Guidelines for the Assignment of Teachers as the Principal stated that the task of theprincipal as Educator Supervisor, Leader and giving motivation to the performance of the employees.The role of principals in improving teacher performance is expected to provide advice to the teachersin implementing the task even carry out the evaluation or analysis of teacher performance results,oversees all the activities of teachers either control directly or indirectly, and the moving of staff andemployees in carrying out the task. Abstract : The smoothness of the administration and national development depends on the perfectionof the state apparatus , including officials at all levels of government, from the village / village level tothe central government / national. government apparatus as a tool for implementing governmentaffairs , development, premberdayaan and publik services, it is necessary for employees / personnelwho truly capable, efficient, high quality, and be aware of his responsibility as a servant of the stateand publik servant.This study used quantitative research approaches evaluatif.Adapun types of research methodsused in this study is a survey method. In survey research, information / data collected from respondentsusing a questionnaire. Generally limited in terms of understanding the survey sample survey in whichinformation is collected from the part of the population to represent the entire population.In this study were all village officials and community spread in 6 ( six ) villages in the districtsof West Tahuna. Tahuna Western District of statistical data, the year 2013 recorded the number ofcivil servants, including village officials that there dikecamatan Tahuna West ( 6 villages ) as many as152 people. Given the large population in the category of minimal, then the respondent sample ispulled by 50 %, thus becoming 76 village officials as respondents in this study spread over threevillages sampled, namely : Pananekeng Village, Village brassiere, Village New brassiere.Keywords : Evaluation , Policies , Empowerment , Government Apparatus

Abstract

Abstract: The majority of women are still confined within the limitations or poverty , whether caused bystructural poverty , cultural and natural . If when viewed from the standpoint of structural poverty , thepoverty caused by discriminatory policies or regulations , it is the reality of women's groups to bemarginalized . This is evident from the persistence of the treatment was discriminatory , either in theprovision of access to education , economic access ( including access to the world of work , salary , accessto the distribution of economic independence ) , as well as access in the political field .The research method is basically determined by the research question . Based on the researchquestions , the research was conducted using qualitative and quantitative research methods . Qualitativeresearch methods focus to see the pattern of the empowerment of women coastal conducted by theDistrict Government of Sangihe while quantitative method for measuring the success of the results(intermediate outcomes) women's empowerment programs coast at the same time to see the impact (finaloutcomes) change perceived by women after getting the programs carried out by the TechnicalImplementation Unit of PNPM Mandiri , especially in improving the living standards of families ofwomen who benefit from the program.Results of analysis of data obtained from the results of Questionnaire ( questionnaire ) to 60respondents women / mothers of households spread across three sample villages in the subdistrict of WestTahuna Regency of Sangihe Islands . Results of the study are presented in three parts: the first part ,presenting the results of research concerning the description of women's empowerment factors , whichinclude : ( 1 ) educational factors ; and ( 2 ) factors training / skills ; The second part , presenting theresults of research on the condition of the family living standards ; while the third section presents theresults of statistical analysis and discussion of the influence of factors of women's empowerment on thecondition of the living standards of families .Keywords : Coastal Women's Empowerment Policy .

Abstract

Abstract : The research objective was to determine the impact of the implementation of the regionalautonomy policy towards improving the quality of public services in the Department of Population andCivil Registration Halmahera as Minister of State for Administrative Reform (MENPAN) No. 81/1993(Anonymous, 1993) confirms that the quality of service should be in accordance with joints as follows,simplicity, clarity and certainty, Procedures / Procedure for Public Services; Public Service requirements,both technical and Administrative; Giving Public Service; Security, Openness, Efficient, Economical,Justice Yang Evenly, and timeliness. To determine the indicator then, researchers used the method with amix of evaluative-descriptive quantitative-qualitative approach. The sample in this study consisted ofelements of employee / service personnel (n1) and the user community services (n2), each of 30 people.Given the nature of the sample is paired, then the fixed sample size of 30 people, where a sample ofemployees polled neighbor variable X, while samples of people asked their opinion of the variable Y.Based on the results of data analysis known that the hypothesis 1, which states that "Theimplementation of the regional autonomy policy impact / positive effect on improving the quality ofpublic services at the Department of Population and Civil North Halmahera District", has proven validityempirically convincingly through a simple regression analysis and predict moment correlation. As well asthe Public Services Quality Differences Between Before and After Implementation of regional autonomypolicy acceptable to convince the 99% confidence level. This means that the quality of public services atthe Department of Population and Civil Registration of North Halmahera district on the condition afterthe implementation of the regional autonomy policy is much higher than before implementation regionalautonomy policy. The results showed that the average quality of public services after the implementationof the regional autonomy policy gained an average of 56.4, or in the ideal scale test rank of 0.87, or 87%,while the condition of the quality of public services prior to the implementation of regional autonomypolicy, the average is only at 49 , 6 or the ideal measurements were obtained at 0.7631 or 76.31%, so thatthere is a difference, which is about 10.69%. It that an increase in the quality of public services after theimplementation of the regional autonomy policy, amounting to 10.69%.To improve the quality of public services that are known not optimal, it would require concertedeffort from local government districts, particularly in the Department of Population and Civil RegistrationHalmahera district North to improve human resource management and governance of public services soas to encourage the improvement of the quality of public services itself , And given the decentralizationpolicy gave the positive and significant impact on the quality of public services, local governments,particularly the Office of Population and recording of Civil North Halmahera need to deal with programsrelating to the increase in the dimensions of the regional autonomy policy, particularly the dimension ofrestructuring and revitalization organizational resources.Keywords: Impact of Regional Autonomy Policy Implementation, Improving the Quality of PublicServices.

Abstract

ABSTRACT :The purpose of this study was to determine the performance BugiJayawijaya Districtgovernment in the implementation of regional autonomy affairs.This study used qualitative methods. Government performance district views of three indicators ofeffectiveness, efficiency and responsiveness. The informants drawn from government elements BugiDistrict (the district chief and secretary of the district), an element of SKPD or UPT Regional Office inthe region of Bugi District, two village heads, and two community leaders / religious / traditional. Thesum of all the informants who were interviewed are as many as 8 people. Collecting data usinginterview techniques, while the analysis of data using qualitative analysis interactive model of Milesand Hubernann. The results showed: (1) the District government performance Bugi seen fromindicators of effectiveness is quite good but not optimal. (2) Performance Bugi seen from the Districtgovernment efficiency indicators are also quite good, but not maximized. (3) The District governmentperformance Bugi seen from the indicators of responsiveness is also quite good, but not maximized.Based on the results of these studies conclude that the government's performance Bugi District in theimplementation of regional autonomy affairs generally quite good, but not maximized seen fromindicators of effectiveness, efficiency, and responsiveness.Based on the results of the research, put forward some suggestions to improve performance BugiDistrict government in the implementation of regional autonomy affairs, as follows: (1) The DistrictGovernment should be allocated sufficient budget to finance programs and activities. (2) The provisionand improvement of infrastructure and facilities Bugi District government work needs to be done; and(3) Employee / Bugi District government officials should be increased, and the quality of humanresource / employee also needs to be enhanced through appropriate education and training.Keywords: Performance, District Government, the Regional Autonomy Affairs
