Abstract

The figure of the professional and leadership required to properly master the job exceeds theaverage of existing employees, as well as having high moral commitment on its work in accordancewith the code of ethics profession as a leader. Leader / Leadership is a subject that should encouragecommunity participation in development through the demands and suggestions and effective decisionmakingto the people to achieve development goals.In Law Number 32 Year 2004 on Regional Government as changes in Law No. 12 Year 2008 andGovernment Regulation No. 73 of 2005 on Regional, village, and village, chapter 4, explained thatreferred to in has the task of conducting the affairs of government and community development. The purpose of the Infrastructure Development is better to change the lives ofvillagers. Abstract

ABSTRACT : Since the enactment of PP. 41 Year 2007 on Regional Perengkat organizations, localgovernments Tomohon has conducted reorganization regional secretariat. Accordingly, this research toknow "how the effectiveness of the arrangement of regional organizations secretariat Tomohon areasthat exist today.Research using qualitative methods. Informants in this study were taken from the executive officersand employees of the Regional Secretariat of Tomohon, the district secretary, the assistant secretary ofthe area, two heads of sections, subsections two heads, and two executive employees / staff. Datacollection by interview; while the analysis of data using analysis techniques interactive model of Milesand Hubernann.Based on the results of the study conclude that the Regional Secretariat organizational structuringTomohon have been effective. In other words, the organization secretariat Tomohon area that is nowable to create or realize the implementation of the basic tasks and functions of the secretariat of thearea effectively. The effectiveness of the arrangement organaisasi secretariat area Tomohon can bedemonstrated by several criteria: rationality, according to need, efficiency, can function optimally, cantarget the optimal results, it can use the budget appropriately and efficiently, is able to anticipate thedevelopment and enhancement task / job, and is able to overcome the problems or barriers / obstaclesthat arise in the implementation of tasks and functions.Based on the conclusions of the research results it is suggested that the organization needs analysis isalways done periodically and continuously so that the future organization of the secretariat ofTomohon area will be more effective in carrying out the duties and functions as mandated by thelegislation in force.Keywords: effectiveness, organizational management

Abstract

ABSTRACT : The purpose of this study was to describe the role of the Regional EmploymentBoard in the implementation of recruitment Scope of Structural Officials in SouthHalmahera District Government. To explain Factors (Internal and External) thatmenpengaruhi Regional Employment Agency in peleksanaan recruitment of Civil Servants(PNS) in structural positions within the Government of South Halmahera.The method used is descriptive qualitative approach which describe answer theproblem of the role of the Regional Employment Board in the implementation of recruitment,where the collected data is processed and analyzed descriptively qualitative. The datacollection techniques done using observation, namely through direct observation in the fieldon the real conditions that occur and Interview namely through direct interviews withrespondents, informants or sources.Operationalization of recruitment normatively regulated by Government RegulationNo. 13 of 2002 on Appointment of Civil Servants (PNS) in structural positions, implementedbased on the principle of professionalism in accordance with kopentensi, perestasiemployment ladder rank set for the job, as well as objective conditions other regardless ofgender, ethnicity, race, religion and class.Based recruitment system structural position in South Halmahera Districtmenyisahkan various problems that can affect the performance and program implementationof development of personnel resources in the future. These conditions resulted in employeemotivation is less motivated to achieve organizational effectiveness. Abstract

Abstract : This research aims to know how policy implementation appointing structural officials onthe government Ternate Regional Personnel Board in particular. This research uses qualitativeresearch. Informant or was as many as 10 people officials/staffs in Regional Personnel Board,namely: the head of the body (1), the chief (2), the heads of sub division (2), and the head of subsection(2), and the staff/executive (3 persons). Technical data collection is an interview. Dataanalysis done by analysis techniques qualitative analysis interactive model of Miles andHubernann. Results of research shows: (1) seen from dimensions policy implementation modelEdward III (communication, resources, this appointment, and the structure) policy implementationappointing structural generally it is good but has not yet, there is still a weakness. (2) processadoption (selection and the determination) structural generally it is good, but they have not beenseen in optimum objectivity; not all structural officials that are to meet all the conditions page infull for the structural positions as stipulated in certain pp.no.13 in 2002.Keywords : policy implementation, the appointment structural

Abstract

Abastrack: In accordance with the village development goals mandated in Law No. 6 of2014, thus, the Utilization of Village Allocation Fund (ADD) is expected by the GovernmentBolaang North Mongondow can increase community participation in rural development in mutualcooperation. Rural development is directed to make optimum use of natural resources and humanresources development by improving the quality of life, skills and initiative with guidance andassistance from the government.To find out how the Village Fund Allocation Utilization in promoting rural development inthe village of Tanjung Sidupa District of North Mongondow Pinogaluman Bolaang.As for the benefits of this research are: (1) Purpose Theoretical results of this study areexpected to be useful in the development of science related to the science of government. Especiallyin the analysis of the Village Fund Allocation Utilization (ADD). (2) Practical Uses results of thisstudy are expected to contribute ideas on the implementation of the policy to the perpetrators ofthe policy and decision makers related to the development of regional development.In this regard the government to increase the capacity of the village, development andempowerment of rural communities need to gain greater attention, including through the patternof allocation of funds pengelolahan village or the Village Fund Allocation (ADD). ADD isdistributed to all villages in North Mongondow Bolaang fair and equitable manner and its use inaccordance with the needs of the village.Based on the results of these studies in deduced that the utilization of the Village FundAllocation (ADD) as a replacement for the use of development funds / District Village can increasecommunity participation in village development in Tanjung Sidupa.Based on the conclusions of the research results it is suggested several things: (1) Tointensify community participation in rural development. Abstract: The performance of public service bureaucracies become increasingly strategic policy issue, due to improved performance of the bureaucracy has broad implications in the economic life of politics. In economic life, improved performance of the bureaucracy will be able to affect the investment climate are necessary to accelerate development in the region.This research was conducted in order to more mengetehui researchers more about the influence of the apparatus profisionalisme village on the quality of public services in order to increase development in the community.Research methods can be grouped according to purpose, approach, level of explanation and data types. Abstract

In any case, however we can not be shifted from the fact that the face of life as it is today, partlydetermined by existing human resources. For, as we already know, most of the future is determined by humanactions. What we do today, significantly affects the face tomorrow. Feels or does not present the progress of scienceand technology (Science and Technology) has been so rapid. Communication of information has brought progressand changes in all fields, especially the progress of the quality of Human Resources to create a skilled, competent,skilled cultured and virtuous in the face of opportunities and challenges in the future. Therefore, the research is theRegional Government Strategy in Improving Quality of Human Resources in the West District of Manokwariregency Manokwari, West Papua Province.This study uses qualitative research method using data analysis techniques SWOT. Analysis of internalFator produce factors strengths and weaknesses. Strength (Strengths) that repon The High Society, SpecialAutonomy Fund The Big and The Big Local Revenue. Weaknesses (Weakness) that low levels of education, lack ofguidance and Labor Productivity Development, Lack of Infrastructures, lack of experts and lack of attention fromthe Government. External factors result in opportunities adann threat factor. Opportunity Factors (Opportunities),namely the Advancement of Technology and Natural Resource Rich. Abstract

Data case of respiratory tract disorders ISPA in the Province SulawesiUtara in 2014 showed that Kotamobagu city topped with total 15367 cases, followedsuccessively by Sangihe with total 9984 cases, followed successively by Manado City withtotal 4500 cases, followed successively by district Bolaang Mongondow Utara with total3153 cases, followed successively by district Minahasa Tenggara with total 1532 cases,followed successively by district Minahasa Utara with total 376 cases. Data cases ofrespiratory tract disorder ISPA in the in 2014 from Sanitary Depertement Of Manado Cityon frebruary total 153 cases, march total 1189 case, april total 679 cases, may total 1349cases, june total 685 cases, july total 79 cases, September total 216 cases, October total199 cases, novenber total 99 cases, December total 442 cases. According to research ofresults Dinda Anggun In Palembang 2013 that exposure to dust associated with eventsISPA a total of 34 people (48,6%) of the total population 70 people. According to researchof Yusnabeti etc in 2009, furniture industry workers in rural wes kern Cilebut that exposureto dust associated with events ISPA, who experiended ISPA 43 People from population 98people. According to research of khairiah etc in 2012, Sumatera utara that the dustconcentration associated with respiratory disorders 19 people, from total population 56people.Method : This research uses the type of survey research with cross sectional analyticstudy cross sectional design.Result : In test use Uji Chi-Square then get correlation value of 0,006 p < 0,05, meaningthat there is a relationship between exposure to dust with the incidence of respiratorydisorders in the community village Kairagi 1 enviroment 3 Manado city.Conclusion : The measurement results have two categories of medium and light. Mediumcategory of 38,6%. Light category of 61,4%. 45 respondents (64,3%) Who experiencerespiratory tract disorders (ISPA) in the Kairagi Village Environments 3 Manado city. 25respondents (35,7%) did not experience respiratory disorders (ISPA) in the Kairagi VillageI enviroments 3 Manado City. There is a relationship between exposure to dust with eventsrespiratory in the community in the Kairagi Village I enviroments 3 Manado City.Keywords : exposure to dust, the events of respiratory disorders

Abstract

ABSTRACT: Government Regulation No.41 Year 2007 on the regional organization mandates that thearrangement (restructuring) subdistrict government organization must meet the criteria ofeffectiveness, efficiency, and rationality. In connection with the PP.19 of 2008 on the organization ofthe District shall determine the amount and type of organizational units of the district governments.The purpose of this study was to determine the effectiveness of the organizational restructuring ofgovernment policies Malalayang districts.Research using qualitative methods. Informants were taken from the sub-district government officialsMalalayang the sub-district office as many as 8 people. Data collection by interview; while the analysisof data using analysis techniques interactive model of Miles and Hubernann.Based on the results of the study conclusion: (1) Restructuring Malalayang subdistrict governmentorganization in accordance with the policy set forth in the PP. No. 41 Year 2007 and PP. 19 In 2008, interms of the large / number of work units and other types of units organaisasi (Section and Section)formed. (2) Restructuring Malalayang subdistrict government organization meets the criteria ofeffectiveness, efficiency, and rationality as working unit was formed (sections and sub-sections) are allcustomized to menyelenggaraan duties and functions of district governments that have been defined.(3) Restructuring government organizations Malalayang districts can realize or improve theeffectiveness of the duties and functions of district governments both general duty of the governmentand the task of handling the affairs of local autonomy meaningful public service delegated by theMayor.Departing from the conclusion of the study is the need to put forward suggestions: (1) OrganizationMalalayang district governments that exist today based on this research meets the criteria ofeffectiveness, efficiency and rationality. But in the future would need to be adjusted according to thedevelopment problems in society. (2) The policy of restructuring government organizations districtsshould be coupled with the preparation of qualified personnel resources. Abstract

ABSTRACT : This study is based on the assumption of the importance of leadership behavior and employee competence in realizing the effectiveness of the organization or bureaucracy. By taking research location in the Regional Secretariat Bolaang North Mongondow, this study wanted to answer the questions: (1) the extent to which the relationship of leadership behavior with the effectiveness of the bureaucracy? and the extent to which the relationship of employee competence to the effectiveness of the bureaucracy?This study used a survey method. Subjects were civil servants in the Secretariat of the North Mongondow Bolaang area, with respondents as many as 48 people taken at random from the 72 civil servants. The main instruments used in data collection was a questionnaire / questionnaire and assisted with interview techniques. The data analysis using descriptive statistical analysis of frequency distribution / percentage, chi-square and contingency coefficient. The result showed: (1) the value of chi-square and contingency coefficient of correlation between the behavior of the leadership of the effectiveness of the bureaucracy are significant at the 99% confidence level. (2) the value of chi-square and contingency coefficient of correlation between the effectiveness of employee competence of the bureaucracy was also significant at 99% confidence level.Based on the results of the data analysis conclusion: (1) leadership behavior has a strong positive correlation and significant to the effectiveness of the bureaucracy. (2) competency employee has a close positive correlation and significant to the effectiveness of the bureaucracy. Contrary to the conclusion of the study results suggested that the quality of leadership behavior and employee competence would beenhanced to achieve maximum effectiveness of the bureaucracy.Keywords: leadership behavior, job competence, the effectiveness of the bureaucracy.
