Abstract

Abstract: This study aimed to "analyze the influence of regional performance benefits to public serviceIn the City Health Office Ternate North Maluku province" to explain Effect Benefit performance ofRegional Against Public Service is the allowance given to servants which is a function of thesuccessful implementation of bureaucratic reforms and based the gains of the Civil Servants in linewith the achievement of the organization's performance in which the Servant of the work. Therefore,the individual performance benefits Servants may increase or decrease in line with the increase ordecrease in performance measured by Key Performance Indicators lnstansi.Based on the characteristics of the issues raised in this study, the approach used by theapplication of the relevant quantitative descriptive method (Nazir 1988; Koentjaraningrat, 1997); andekplanatoris survey (Vredenbreght, 1981: 41). This is possible because in addition to this study want touncover problems that are actual and factual, it also aims to find circuit / influence of one factor orsymptoms by a factor or other symptoms. According Vredenbreght (1981: 41), that the explanatorysurvey method is a method used to test a hypothesis or, more generally, to explain the relationshipsbetween variables.Presidential Regulation No. 81 Year 2010 concerning the Grand Design Reforms 2010-2025mandates entire Ministries / Agencies and Local Government to conduct bureaucratic reform.Ministries / Agencies and Local Government has awarded bureaucratic reform in the form ofperformance benefits.Results of the assessment of the program and activities of the bureaucratic reform Ministry /Agency which conducted the National Bureaucracy Reform Team (TRBN) used by the Ministry ofFinance for consideration in the calculation of the amount of allowances of performance and are usedin the process of determination of the amount approved in the Meeting KPRBN performance benefits.Furthermore, the amount of allowances of performance after approval OPR determined byPresidential Decree. Abstract

Anak sekolah merupakan aset negara yang sangat penting sebagai sumberdaya manusia dan bagi keberhasilan pembangunan bangsa (Moehji, 2003). Ada tiga hal yangmempengaruhi kualitas SDM yaitu kesehatan, pendidikan, dan kesejahteraan. Kesejahteraandapat diraih apabila seseorang memiliki atau dapat mengakses pekerjaan, pendapatan, pangan,pendidikan, tempat tinggal, kesehatan dan lain-lain (Khomsan, 2012). Gizi merupakan salahsatu input penting untuk menentukan kualitas sumberdaya manusia. Zat gizi dibutuhkan tubuhdalam jumlah yang memadai untuk pertumbuhan, perkembangan dan kebugaran tubuh. Untukmeningkatkan kualitas hidup yang baik diperlukan lima kelompok zat gizi yaitu karbohidrat,protein, lemak, mineral dan vitamin (Proverawati dan Asfuah, 2009).Metode penelitian : Jenis penelitian ini adalah study analitik dengan menggunkan pendekatancrossectional study atau potong lintang. Populasi dalam penelitian ini sebanayak 114 siswa dansampel penelitian sebanyak 70 siswa. Pengambilan data sosial ekonomi dengan menggunakankuesioner dan untuk asupan energi di peroleh dengan menggunakan FFQ dan Food Recall dariresponden dengan wawancara.Hasiil penelitian : Untuk melihat adanya hubungan antar variabel digunakan analisis bivariatdengan menggunakan uji Chi Kuadrat dengan tingkat kemaknaan 95%. Hubungan antarapendidikan ibu dengan asupan energi diperoleh p = 0,866. Hubungan antara pendapatankeluarga dengan asupan energi diperoleh p = 0,429. Hubungan antara pekerjaan ibu denganasupan energi diperoleh p = 0,971.Kesimpulan : Tidak ada hubungan antara pendidikan ibu dengan asupan energi. Tidak adahubungan antara pendapatan keluarga dengan asupan energi. Tidak ada hubungan antarapekerjaan ibu dengan asupan energi.Kata Kunci :Status Sosial Ekonomi dan Asupan Energi

Abstract

ABSTRACT : Any public or private organization set up to achieve certain goals, and if achieved then canbe said to be successful. To achieve success, the necessary foundation of competency to be considered,then also increase the performance. Based on strong background in the form of competence. Thus, thecompetence to be very useful to help the organization improve its performance. Competence isindispensable in every process of human resources. The more problems, the study aims to describe theimportance of competence on employee performance.This research uses qualitative research is research that is used to examine the condition of natural objectsin which the researcher is a key instrument. the proper technique to determine the source of the data /informant is "purposive sampling" is penentukan data source based on a specific goal (Sugiono, 2009).Who became an informant or source of the data in this study is the Civil Service Bureau and the PublicFinance Sam Ratulangi University in Manado.The results showed that the competence of work on General Affairs and Finance University of SamRatulangi is still lacking due to the lack of opportunities given to employees to participate in educationand training. Abstract

Abstract: the influence of the supervision of the execution of the duties against the head of the villagehead is in fact the Act of comparing between planning with existing results. This is because between the twoof these frequent irregularities, then the task of supervision is make corrections over the irregularities.Issues that are questionable in this research is whether the Head could be influential in overseeing theimplementation of the village chief In North Halmahera Regency West Bacan Island South. Based ontheoretical studies indicate that theoretically a hypothesis of influence against the head of the supervision ofthe execution of the duties of the head of the village. The methods used in this research is quantitativemethods. The subject of this research is the apparatus of Government and society that is in the North Westwith Bacan Island Subdistrict total number of Village 8 villages. Research samples taken as many as 30people. Data collection is done using questionnaire and assisted with interview techniques. Analysistechniques that white is a linear regression analysis and correlation of product moment. Data analysisresults showed: (1) the regression coefficient of the variable head of surveillance against the execution of theduties of the head of the village is positive and real (2) coefficient of correlation and coefficient ofdetermination of the variable head of surveillance against the execution of the duties of the head of thevillage is situated on a high category. Based on these results it was concluded that the supervision of thehead of a positive and significant effect against the execution of the duties of the head of the village; Thismeans that the head of supervision is an important factor that determines the future of communitydevelopment. The conclusion left then suggested that "the execution of the duties of the head of a village indistrict of North Western bacan island still needs to have its increase, given the implementation and resultsof the programmes reached over this yet. Abstract

Abstrack; Police compensation policy in the current environment is expected to boost theperformance of the police. The aim of research to determine the effect of compensation policies on theperformance of police officers at the police station Bitung.This study uses quantitative methods. Sample of respondents were taken with stratified randomsampling technique (based on class rank) of 10% (50 people) of the population (504 police officers Bitung).Collecting data using questionnaires / questionnaire and assisted with interview techniques. The analysistechnique used is the inferential statistical analysis is linear regression and correlation product moment.The result showed: (1) the regression coefficient of variable compensation policies on theperformance of police officers Bitung is posifive and significant. (2) the correlation coefficient and thecoefficient of determination variable compensation policies on the performance of police officers was highand significant Bitung.Based on the results of the data analysis is concluded that the compensation policy Polri positive andsignificant impact on the performance of police officers at the police station Bitung.Departing from the conclusions of the study results suggested: (1) compensation policy within thepolice force now needs to be continued, but there needs to be improvement in some kind of allowance. (2)Improvement in environmental compensation National Police must be balanced or accompanied by anincrease in performance of the members / officers. Abstract : The aim of research to determine the Implementation of Corporate SocialResponsibility (CSR) PT. Nusa Halmahera Minerals (NHM) in the empowerment ofEducation in District Kao North Halmahera. According to the Limited Liability CompanyAct No. 40 2007 Article 74, paragraph 1 states that the limited liability company doingbusiness in the field or concerned with natural resources required to run a social andenvironmental responsibility. Then in Act No. 25 of 2007 article 15 part (b) states that eachinvestment shall implement corporate responsibility. PT. Nusa Halmahera Minerals hasinitiated programs in various fields, one of them in the field of educational empowerment inthe area around the mine in particular in the sub Kao consisting of 14 village is in the formof scholarships for students who are still active college instituted tingggi. But its realizationuntil now not in accordance with the expectations of the community around the mine due tothe disbursement of the scholarship fund is not timely. Abstract

Data case of respiratory tract disorders ISPA in the Province SulawesiUtara in 2014 showed that Kotamobagu city topped with total 15367 cases, followedsuccessively by Sangihe with total 9984 cases, followed successively by Manado City withtotal 4500 cases, followed successively by district Bolaang Mongondow Utara with total3153 cases, followed successively by district Minahasa Tenggara with total 1532 cases,followed successively by district Minahasa Utara with total 376 cases. Data cases ofrespiratory tract disorder ISPA in the in 2014 from Sanitary Depertement Of Manado Cityon frebruary total 153 cases, march total 1189 case, april total 679 cases, may total 1349cases, june total 685 cases, july total 79 cases, September total 216 cases, October total199 cases, novenber total 99 cases, December total 442 cases. According to research ofresults Dinda Anggun In Palembang 2013 that exposure to dust associated with eventsISPA a total of 34 people (48,6%) of the total population 70 people. According to researchof Yusnabeti etc in 2009, furniture industry workers in rural wes kern Cilebut that exposureto dust associated with events ISPA, who experiended ISPA 43 People from population 98people. According to research of khairiah etc in 2012, Sumatera utara that the dustconcentration associated with respiratory disorders 19 people, from total population 56people.Method : This research uses the type of survey research with cross sectional analyticstudy cross sectional design.Result : In test use Uji Chi-Square then get correlation value of 0,006 p < 0,05, meaningthat there is a relationship between exposure to dust with the incidence of respiratorydisorders in the community village Kairagi 1 enviroment 3 Manado city.Conclusion : The measurement results have two categories of medium and light. Mediumcategory of 38,6%. Light category of 61,4%. 45 respondents (64,3%) Who experiencerespiratory tract disorders (ISPA) in the Kairagi Village Environments 3 Manado city. 25respondents (35,7%) did not experience respiratory disorders (ISPA) in the Kairagi VillageI enviroments 3 Manado City. Abstract: The purpose of this study to determine the Community Participation in PlanningNational Program of Rural Community Empowerment (PNPM-MP) In the village of Tawa CentralBacan District South Halmahera as a general purpose of the National Program for CommunityEmpowerment in Rural Areas is to improve the livelihoods and employment opportunities of thepoor in rural areas. To determine the Public Participation in Planning National Program forCommunity Empowerment Rural (PNPM-MP), the researchers refer to the theories Ericson (inSlamet, 1994: 89) forms of community participation in development is divided into three stages,namely: participation in planning, participation in the implementation of, and participation inpemanfaatan.Dengan using qualitative method where the researcher as a key instrumentconsisting of 6 informants.Public participation in the planning of the National Program of Rural CommunityEmpowerment (PNPM-MP) in the village of Tawa not running optimally. Because according tothe reality in the field is only part of the population that participated in the form of thoughts orsuggestions and input in the preparation of development programs or the National Program forCommunity Empowerment of Rural .; Public participation in the implementation phase of menmore active role in the implementation of self-help in the form of energy, thoughts, and material.While women prefer the affairs of the household, as well as the community's participation in thedevelopment stage of utilization of the National Program for Community Empowerment is notgroomed properly, so it is not proper to be used again by the public.To achieve the general objectives of the National Program of Rural CommunityEmpowerment (PNPM-MP), the village government should give attention to disseminating theprogram to the public by calling or inviting the public to participate in the planning stage. Abstract

Abstract : The establishment of autonomous regions is intended to optimize the governance intended tocreate regional governments are better able to optimize public services and improve local communityempowerment on a wider scale luas.Namun there are obstacles and complaints that occur inorganizing services to the community such as, yet effective, efficient , transparent, responsive, fair andresponsible. This study aimed to determine and quantify the effect of the sub-district division policy onpublic services in the district of North Minahasa regency Kema. The method used in this study using aquantitative correlation with the approach of quantitative analysis using statistical formulas descriptiveand inferential statistics. The results were obtained the following equation: Y = 6.534 + 0.956 X. Theregression coefficient b = 0.956 which is positive, clearly demonstrates that the functional relationship/ influence kebijakanpemekaran variable regions with public services is positively associated with thedevelopment pattern of 1: 0.956; means change / improvement of division policy wilayahsebesar 1scale / unit will cause a change / improvement of public services 0.837 units / scale. Pattern functionalrelationship / influence of division policy on public services is very significant or very significant, asdemonstrated by the results of testing the significance of regression with F-test obtained value of F =298,212pada significant level of 0.000 y = 6.534 + 0.956 (60) = 63.894The prediction accuracy of the calculation results above indicate that if the quality of division policycould be improved by the value (score) ideal variables (ie 60) of the present condition, it candiprediksiakan an increase in public services in the district amounted to 63.894 scale Kema. Abstract

Abstract: This research dotted from the initial observation that the effectiveness of the organization'sSecretariat indicated area of North Halmahera Regency is still relatively low. This condition is presumablyrelated to policy implementation resformasi bureaucracy that has not gone well. Thus, this study aims: "toanalyze the effect of policy implementation of bureaucratic reforms on the effectiveness of the organization inNorth Halmahera Regional Secretariat".The method used is descriptive method with quantitative approach, the sample of respondents is setpurposively as much as 78 employees. The primary data obtained through the deployment list (questionnaire),while the secondary data obtained through technical documentation. After the data is collected and thenanalyzed by using percentage, followed by testing the hypothesis by using the technique of product momentcorrelation analysis and simple linear regression.The results showed that: Impementasi policy of bureaucratic reform, particularly reform of humanresources in the field of personnel is one of the determining factors (determinants) increasing organizationaleffectiveness. Not optimal achievement of bureaucratic reform, particularly in the Regional Secretariat of NorthHalmahera district with an average of only categorized "medium" performance or the average of 61.9%contributed implicated in not optimal effectiveness of the organization is still in the category of "moderate" tomean achievement average of 69.8%.Statistical analysis showed that between implemntasi bureaucratic reform policy with the effectivenessof the organization has a contributive relationship and a positive linear patterned. Relations between the twovariables is significant at test level of 1%, while the degree of determination (decisive power) of 78.6%.Increase or decrease in the effectiveness of the Regional Secretariat of the organization of North Halmaheradistrict of 78.6 percent determined by bureaucratic reform.Thus, it can be concluded that the results of this study indicate that the hypothesis has been tested byempirical research as well justify the underlying theories. It is recommended that the optimization iplementasipolicy of bureaucratic reform, especially reform of the element of human resources personnel need to be donethrough concrete efforts, such as training and other gina make human resource who has the attitude of integrity,neutral, competent, capable, professional, high-performance and prosperous.Keywords: Bureaucratic reform Apparatus Human resources, organizational effectivenes
