Abstract

Abstract: This study moved from a general phenomenon is still not optimal performance of some employees in governmentagencies such as district government. The purpose of this research is to know and describe the performance of employeesin Bunaken Kepulauan sub-district of Manado City. The concept used is four dimensions of employee performance ofFlippo namely the quantity of work, quality of work, toughness, and attitude. This research uses a qualitative method. Theresearch informant is the sub-district head and seven PNS of the Bunaken Kepulauan sub-district office. Data collectionusing interview guidelines, while the analytical technique used is interactive model analysis of Miles and Hubernan. Basedon the results of data analysis concluded that the performance of the employees in Bunaken Kepulauan district is generalhas not been optimal but it shows the quality of work is good enough seen from the four dimensions of performance used:(1) The quantity of employees work is generally seen from the ability to execute and complete the task/work routine orregular, and the speed of completion of extra and urgent tasks. (2) The quality of employees work is generally good seenfrom the accuracy of work, work accuracy, job completeness, and tidiness work generated employees. (3) The employeestoughness is generally good seen from the toughness following the command of official, initiative, attendance orabsenteeism, and timeliness of completion of job duties. (4) The attitudes of employees generally good/positive views ofemployees attitudes toward changes and increasing the number of job duties, attitudes toward fellow colleagues and attitudestowards cooperation It is recommended that the performance of the employees in bunaken kepulauan sub-district still needto be improved by taking measures such as: providing adequate means and equipment such as computers and devices andthe creation of a work environment that encourages employees enthusiasm and passion; improve employees knowledge andskills through education and technical training that are directly related to their field of duty; and the development oftoughness through disciplined coaching and attitude as well as trainingKeywords : The Performance, Employess, Sub-district Government

Abstract

Abstract : Reward and punishment aims to increase employee motivation, so that employees will be maximized in work.This research aims to find out, how the application of reward and punishment system in the employment agency trainingand education in district Mamasa. This research uses qualitative method that is research type which is used to research oncondition where natural object is key instrument, data collecting technique is done by triangulation (combination), dataanalysis is inductive and qualitative research result more emphasize meaning from generalization. Informants in thisresearch amounted to 10 people, namely head employment agency 1 person, secretary 1 person, head of field 3 people andoffice employees 5 people. The results of this research can be seen that the rewards and punishment applied in theemployment agency personnel training and education in district Mamasa in terms of rewards in the form of incentivematerial and non-material incentive; and punishment in the form of preventive and repressive. It can be said that has notbeen applied maximally by the head of the employment agency and based on existing research can be seen that there arestill many complaints from the employees to the leadership regarding the implementation of rewards and punishment. Lackof firmness, improper rewarding, unfair and uneven punishment are factors that cause employees to complain against theleadership. Refers to some of the results of this research then as a suggestion in solving the problem in this research thatshould be more appropriate in giving awards to employees who achievement of performance, more firm in givingpunishment, both before the occurrence of violations and after the occurrence of violations and be fair and equitable ingiving punishment.Keywords : Reward, Punishment

Abstract

ABSTRACT: This research comes from the phenomenon that program implementation of pension plan is still notoptimal in Manado city. The goal of this research is to find out how the program implementation of pension plan inManado city. The kind of method that used on this research is qualitative research with measured indicators which are;the insurance of external condition that faced by institute or the implementing agency will not causing major problem,whether for implement to provide adequate resources including source of time, whether the necessary integration ofresources are exists, whether the policy that will implemented based on a reliable causal relationship, how many ofcausal relation becomes, whether minor relationship of interdependence, in deep comprehension and agreement ongoals, that tasks have been detailed and placed in the correct order, perfect communication and coordinate, those withpower of authority can demand and achieve perfect obedience. Informant researcher are 10 people. Technique ofcollecting data are used observation, interview and document technique. While the technical analysis used interactivemodel analysis from Miles and Huberman. based on data analysis development, drawn the conclusion that the lack ofhuman resources to provide maximum service to the participants claim, which lack of socialization implemented, in itsimplementation this program is not able to achieve the goals for ensure the workers in old age, causing by new regulationthat manage the implementation of JHT program. Good communication between peer employees has been consist. Also,good cooperation with related agencies is occurred. With assigning tasks on each employer has been set according theirposition. The recommendation that human source possessed to be further enhanced. Abstract

Abstract: This research was conducted to describe the performance of Meyerga village chief from West Moksona District,Teluk Bintuni Regency. The results of this study are expected to provide benefits for the development of publicadministration science, especially about performance, and practically become an evaluation for Meyerga village chief fromWest Moksona District, Teluk Bintuni Regency to improve his/her performance. This research uses qualitative designfocusing on work quality, quantity and timeliness. Data were collected through interviews with informants from the WestMoksona District government elements, the government and villagers of Meyerga village, followed by our own observationand documentation studies. Data analysis were done through data reduction, data display, data conclussionsdrawing/verification. The result shows that the performance of the village chief in the development program is going wellbecause the development implemented until now has been running as planned. The performance in running the governmenthas not been good because of the lack of knowledge and skills possessed by the village chief and other village officials inunderstanding the rules and work procedures of governance, the mastery of village government administration included.The performance of the village chief in the implementation of community development is already good due to his presenceas a respected community leader and also the support of community leaders and religious leaders for the village chief inconducting community development. The performance of the village chief in the community empowerment program hasnot been good due to lack of clarity of village government programs to improve the community's capacity in terms ofeducation, community development and to young generation and women. This research concludes that the performancesof Meyerga village chief of West Moksona District of Teluk Bintuni Regency, West Papua Province based on work quality,work quantity and utilization of working time has been well done in the field of development and community developmentand has not run well in the field of government, and community empowerment. It is therefore advisable to undertaketraining for making village government work plans, complementing work facilities, continuously strengtheningrelationships with religious leaders and community leaders. Adapting the work programs in the field of communityempowerment focused on youth empowerment, community development and women is needed.Keywords: Performance, Village Chief

Abstract

ABSTRAK: Public Service is any activity in the framework of fulfillment of basic needs in accordance withthe basic rights of every citizen or resident of an item, service and administrative service provided by theservice providers related to the public interest. Examples of public services in the form of administrativeservices namely the making of Domicile Letters, Birth Certificates, and Purchase Deed Certificate, servicesin the form of services such as post office and bank. While services in the form of goods such as tax paymentsused for the construction of state infrastructure such as bridges and highways. Quality of service is acondition where created a dynamic relationship between users and service providers, good service, human.Public service is closely related to the ability, responsiveness, timeliness, and available infrastructure. If theservices provided are in accordance with the expected by service users, it can be said that service is a qualityservice. Conversely, if the services provided are not in accordance with the expectations of service users, itcan be said that the service is not qualified. Good service quality is not based on the perspective or perceptionof service providers but rather based on consumer perceptions and rules or provisions about the quality ofservice.Kata kunci: Quality, Public Service, sub-District Government

Abstract

Abstract: The purpose of this research is to know the role of government apparatus in public service at Puskesmas BahuManado City. This type of research uses descriptive qualitative analysis technique, that is to know the relationshipbetween government apparatus variable in Puskesmas Bahu Manado City with the quality of public service. Thisresearch is kuanlitatif because it uses data that require calculation and use kuanlitatif analysis to give description aboutdata that have been obtained so that more clearly understood. In this research there are variable x, that is professionalismservice officer Puskesmas Bahu. Level accuracy of data and information obtained, the authors assigned the respondentsby purposive as many as 30 patients or families of patients who seek treatment at the Puskesmas Bahu Manado City.Referring to the findings in this study, it is necessary to put forward some suggestions as follows: To optimize theperformance of health services related to the implementation of the dimensions of public service quality, it isrecommended that the management of puskesmas, especially Manado City Health Office encourage efforts to improveand improve service performance health through quality improvement and number of health workers, medical equipmentand other supporting facilities.Keywords: Public role and service

Abstract

Abstract: the quality of human resources holds an important role, because people involved in a flight not just pilots, butalso of other officers, including those responsible for the handling and inspection of aircraft research objectives this is tofind out the flight safety supervision of Sam Ratulangi Airport by the Airport Authority Region VIII Manado.This research uses qualitative approach method. This research is focused on the efforts and actions undertaken to achieveaviation safety at the airport, both preventive (preventive supervision) as well as the repressive nature of the (repressivesupervision). Informants in this study is taken from the elements directly related to aviation activities at the airport: AirportAuthority, airlines, and passengers on the plane.The results showed that the repressive surveillance carried out by doing the monitoring, inspection, and direct assessmentof all aspects/fields related to aviation safety at the airport be scope the duties and functions of the Office of the AirportAuthority Region VIII Manado as flight safety, aircraft, flight navigation services activities, the fulfilment of standardscertification flight navigation areas, emergency response documents aviation security, the implementation of permitapproval routes to and from airports, satisfy the standards activities of the Airport related services, service air freightactivities, implementation of the Flight Approval (FA), the implementation of permit route, implementation of air transportfares, and against environmental management of airports. Repressive supervision over all aspects related to the safety ofthe flight not been fullest. The constraints of the repressive surveillance also is the limited human resources Office of theAirport Authority Region VIII Manado either in quantity or quality, of the means of implementing surveillanceinfrastructure is not yet fully available/are met; and coordination with related parties has not been fully realized properly.The implications of the results of such research is the need to increase the number of employees of the Office of the AirportAuthority Region VIII Manado, improve the quality of human resources officers, and improve coordination with the bestthere is at the airport, The study also shows that although the oversight of aviation safety Sam Ratulangi Airport by theAirport Authority Region VIII Manado is still not a maximum, but with preventive and repressive supervision performedduring this have been able to improve flight safety guarantees. Based on the research of aviation safety assurance at SamRatulangi airport, makin good as realized by decreasing the number of accidents of air transportation; decrease in the levelof air transport security disruptions; increasing the performance of the service of air transportation facilities andinfrastructure; and increasing air transportation service. This means that if the role of the Office of the Airport Authorityin the oversight of aviation safety can be enhanced or maximized, then certain flight safety will come true better yet.Keywords: surveillance, aviation safety, the Airport Authority

Abstract: This research aims to know the implementation of the financial management policies of the villageof Waitina Sub-district Mangoli timur Regency Sula Islands. This research uses theories of Edward III'spolicy implementation with communication indicators, resources, disposition and bureaucratic structure.This study uses qualitative methods with an informant as much as 10 people comprising the headof BPD, the village chief, officials of the customs of the village, the village Authorities and society.Research results show that financial management of the village of waitina in General has alreadydone with effective but in demensi resources and disposition or attitude of the executor not optimal so thatthere is also an inhibitor of factor or constraint in financial management of the village. The dimensions ofthe resources and the attitude of the authorities of the village should be increased in order to improve thequality of the implementation of the financial management of the village in the village of Waitina, SulaIslands RegencyKeywords: Financial Management Policy Implementation

Abstract

Abstract: This study aims to determine the development of the competence of the State Civil Apparatus inthe Education Office of Intan Jaya Regency. By using quantitative methods Informant research consists of: head ofservice, secretary of service, heads of fields, heads of sections, sub heads, and staff / executives; all amounted toseven civil State Apparatus (ASN). Based on the results of the research: (1) Development of ASN competence inDinasPendidikan Kabupaten Intan Jaya is done by involving employees in education and training, namelyStructural Training / Poverty / PIM and Technical / Functional Training, but can’t be realized or realized optimally.(2) The development of ASN competencies The Intan Jaya District Education Office is also programmed throughparticipation in courses, upgrading, as well as seminars and workshops, but this program has not been optimallyrealized. (3) The development of ASN/competence of Dinas Pendidikan is also conducted through workplacetraining, especially rotation of job that is shifting or transferring of employee from another job/position/job within acertain period of time within the Education Office.So this study recommended some things as follows: (1) Training needs to be increased by allocating alarger budget and adequate, as well as increased provision of facilities Diklat. (2) Technical Training should bemore widely implemented for ASN to develop the competence of knowledge and technical skills directly related tothe main duties of the employees.Keywords: Competence Development, State Civil Apparatus (ASN)

Abstract

Abstract: Until recently perceived the public service is not yet running to its full potential, it can even be said to the public servicein Indonesia is still classified as low, due to the absence of consistent and the seriousness of the apparatus of Government inconducting services. It can be seen from the large number of societies that have complained about public services in Indoneisa.With public services that are still lower then required the presence of improved performance to improve the Organization of thepublic service. Similarly, on the issue of settlement also required the existence of a ministry that gives satisfaction to the public.An increase in welfare of society is a major foothold in the determination of policy strategies in regional development. Manadoas the autonomous region is inseparable from social issues that affect the welfare of the community, including increasedpopulation growth in most developing Countires the Central economy often is due to a birth rate high mortality rate followed adecline. Government as scepter should be aware that high birth will affect the various aspects of life in a country or region. Itis to be one of the rationale the Government-backed family planning programs. From the results it can be concluded that theperformance of the Office of Population Control and family planning look at the 5 aspects namely. Productivity, service quality,responsiveness, accountability and corporate responsibility, the success rate is said to have not been able either because thereare still some placement of employees yet keeping with skill or field, and is still the lack of human resources (HRD) everyexisting field. As for the shape of the corporate responsibility of the Office of Population Control and family planning Manadocity in carrying out any work program as well as accountability for any activity carried out by employees of the Department isin compliance with the rules.Keywords: Perfomance, Control Of Population, Family Planning
