Abstract

Abstract: In the Manado Fiesta, policy seen and felt by local people through the five senses of sight, but not allpublic opinion says good or bad about Manado Fiesta Policy, because every individual has different perceptionsor views. Manado fiesta is a program of Manado City Tourism event that is the agenda of Wonderful Indonesiaactivities in 2017 Manado Fantastic Festival (MFF). Manado Fiesta is a tourism activity of Manado City thathas been launched in Ministry of Tourism of Republic of Indonesia. The purpose of this research is to knowhow Manado perception about Manado Fiesta Policy (Study in Several Subdistrict In Manado City). Thisresearch used descriptive method of qualitative approach by describing data obtained from research result aboutManado City people perception about Manado Fiesta policy (Study in Several Subdistrict In Manado City).Manado Fiesta is a tourism activity of Manado City which has been launched in Ministry of Tourism ofRepublic of Indonesia. The purpose of this study is to find out how the perception of Manado City people aboutManado Fiesta Policy (Study in Several Districts In Manado City).This research used descriptive method ofqualitative approach by describing data obtained from research result about Manado City people perceptionabout Manado Fiesta Policy (Study in Several Subdistrict In Manado City).The overall conclusion of ManadoCity Manpower's perception of Manado Fiesta Policy (Study in Several Sub-districts of Manado City) is quitegood because still new program implemented in Manado city has many flaws. Then some things that can besuggested is to Manado City Government need to strengthen the law of Manado Fiesta implementation bymaking and arranging about Manado Fiesta to officially become an annual event in Manado City. The needfor the government to be more leverage for the implementation of the next year to evaluate and overcome theproblems of past implementation, Improvement Management of the implementation including the location ofManado Fiesta implementation location of the need for supporting facilities for visitors to comfortably followManado Fiesta. Abstract

Abstract: This study aims to "Describe, interpret how the effort of empowering human resources inoptimizing the function of Village Owned Enterprises (BUMdes)".This research uses descriptive method of qualitative approach, and data collection technique used withobservation, interview technique and documentation. The number of informants in this study as many as 5people. In this study using the model of empowerment (strengthening) of human resources in theorganization BUMDes.The results of this study indicate that the first stage of desire in the empowerment model is running well.The desire in the empowerment effort (reinforcement) is currently only done by the village government thatis Sangadi to the board of BUMDes with this seen from the study activity of appeal outside the region. Stageof confidence in empowerment not yet run well. The trust given by the government and the community isvery full given to people who are appointed directly and specifically in the management and developmentactivities of BUMDes, but the trust through education and training which is the stage of empowerment(reinforcement) has not been made specifically to every board BUMDes. Stage of confidence inempowerment model still must be upgraded again, confidence every board of BUMDes only limited able tomanage but matter of creativity and innovation in management and development of BUMDes until now notyet created. The credibility stage in the empowerment model is not a problem in management anddevelopment and the board has been able to show their performance through BUMDes activities that arestill ongoing. At this stage, the responsibilities of the board should be improved in completing the tasks andresponsibilities that have been given, although the government often assists it, but the board is fullyresponsible in the management and development of BUMDes. At this stage, communication within theorganization should be the attention of the government and the board of BUMDes must have a formalmeeting to be attended by BPD, the government and the board that contains the performance reportperformance agenda of BUMDesKeywords: Empowerment (strengthening), Human Resources, Village Owned Enterprises (BUMdes)

Abstract

Abstrack :This research is based on the process of management of Public Market which is not in the order of therule that should be. The policy of Pasan sub-district market management is still constrained by the technicalguidelines of implementation. Not all parties are related to the policy of the People's Market management such asonly some of the implementing parties involved, for example the Department of Trade Industry of Cooperatives ofUMKM and Pasar is involved in the implementation. Utilization of unoptimal market facilities and inadequatemarket facilities. This research is to know the implementation of policy of management of Pasar Rakyat Pasan inRegency of South Minahasa. The theory used is the theory of policy implementation according to Charles O'Jonesnamely, organizing, interpretation, and implementation. The method used is qualitative method with descriptiveapproach. With his instrument as a researcher himself with informants seven people.Data analysis techniques include observation, interviews, and documentation. The results showed that theimplementation of the policy of Pasan Village Market management in South Minahasa Regency has not beenoptimal. This can be seen from the lack of involvement from the parties related to the policy of management ofPasar Rakyat as the implementer so that the implementation of the field is found to be the problem of itsmanagement, such as unsuitable market utilization and limited operational cost so that many facilities andinfrastructures are not fulfilled, garbage, no electricity and clean water. The researcher gives suggestion about thisresearch that is to increase cooperation between field of management of Public Market with implementer of policyof management of Pasar Rakyat in Regency of South Minahasa and Department of Trade Industry of UMKMCooperative and Market must perform its duty not only as executor only but must always monitor and evaluate sothat policy on the run on target.Keywords: Policy Implementation, Management of Public Market.

abstract: the condition of the implementation of public services is still faced with the government systemthat has not been effective and efficient and the quality of human resources apparatus not yet adequate.Based on the background of the problem, this study aims to find Accountability Performance of Civil StateApparatus in Public Service Implementation at Kawangkoan District Office of Minahasa Regency.The method used in this research is research method descriptive qualitative. To describe State Civil StateApparatus Performance Accountability in Public Service Implementation at Kawangkoan District Office ofMinahasa Regency. Collection techniques are conducted through: Observation, Interview, Document StudyThe results showed that each apparatus can perform and complete the tasks carefully, both the task ofreporting to the superior, as well as the task of service to the community, the way the officers work is inaccordance with SOP and Tupoksi respectively; Kawangkoan District Office Apparatus always do goodservice to society in discipline, good discipline in terms of time, nature or character, or discipline incommunicating.Keywords: Accountability, Performance, State Civil Service and Public Service

Abstract

The participation of the community in the implementation of development is less visible; almost all thepeople do not participate in the implementation of development either in the form of community activenessin the implementation of development, willingness to donate thoughts or ideas, skills, time, energy andresponsibility to the success of development. Lack of public participation in the implementation ofdevelopment because the government lacks socialization, communication, motivation and even developmentplans are not in accordance with the wishes of the community. This study is to answer the magnitude of theEffect of Public Participation on the Effectiveness of Development Implementation in Timbukar VillageSonder Sub District of MinahasaThis research is a quantitative research that is trying to answer the magnitude of the influence of communityparticipation variable on the effectiveness variable of development implementation. Sampling in this studyis intended to obtain data or the whole of the population, a large sample of 55 respondents. Data analysistechniques use simple linear regression and Pearson Product Moment Correlation AnalysisResult of research Public participation have significant or strong influence to effectiveness of developmentimplementation, where the value of correlation coefficient (r) = 0,720 whereas coefficient of determination(r²) = 0, 5184 or 51, 84%. ABSTRAK: In order to pay part of the people's wealth for the state, the question that often arises in the societyis how the procedure of payment and supervision implementation, so that was born Law Republic of IndonesiaNumber 6 Year 1983 About General Provisions and Procedures Taxation and has been revised and changedinto Law of the Republic of Indonesia Number 28 Year 2007. It is realized that there are still things that havenot been accommodated so as to demand the need for improvement in line with socio-economic developmentand government policy. In addition, public expectations of the existence of increasingly capable and clean taxlaws remain to be considered in various provisions. As with one of the government organizations, theorganization in the Tax Office Pratama Manado City also requires a strong commitment and serious to be ableto run a variety of services covering the field of taxation, one of the services making Taxpayer IdentificationNumber (NPWP). Abstract

The purpose of this research is to know the effectiveness of village administration administration in TobelosVillage, Ibu Hal District West Halmahera District. This research uses quantitative approach method. Theeffectiveness of village administration administration is seen from the three indicators of organizationaleffectiveness proposed by Gibson that is production, efficiency, and adaptation or flexibility. The researcher isthe Village Head, Head of Administration Affairs, Head of Development Affairs, Chairman of BPD, Chairmanof LPM, Chairman of RT 02, and a community figure, totaling 7 people. Data was collected using interviewguidelines, while the analytical technique used was interactive model analysis from Miles and Hubernan.Based on the result of data analysis, it is concluded that the effectiveness of administration administration ofTobelos village seen from the indicator of production, efficiency, and adaptation / flexibility is still not good.Based on the results of research can be recommended suggestions: 1. Quality of human resources of villageheads and village apparatus needs to be improved through training or upgrading. 2. The sources of villagegovernment's financial revenue such as ADD and other sources of revenue mandated in Law No. 6 Year 2004should be optimized. 3. Village Heads and Village Devices should be provided with a fixed income and adequateallowances. 4. Working facilities at village head offices need to be adequately provided for the smoothimplementation of village apparatus tasks.Keywords: Effectiveness, Administration, Village Goverment.

Abstract

Abstrak: Tax Administration Service at North Maluku Province Tax Office. The method used in this researchis qualitative research method where the data is presented in descriptive form to then analyzed, data collectionis done by direct interview to the research informant which have been determined by purposive sampling method,observation in the field and by reviewing supporting documents. Public services as all forms of activitiesundertaken by central government agencies, in regions in the form of goods and services both in the fulfillmentof community needs and in the implementation of legislation.administration is a dynamic and sustainable process, driven in order to achieve goals by utilizing peopleand materials through coordination and cooperation. Taxes are the contribution of the people to the statetreasury under the law (which can be imposed) by not receiving lead services (kontraprestasi) which can bedirectly demonstrated and used to pay public expenditures. Given the importance of the tax role, the governmentin this case the Directorate General of Tax under the auspices of the Ministry of Finance made various strategicefforts to maximize tax revenues and tax services to the public as taxpayers. One way to do this is byimplementing modern tax administration system. Modern tax administration system is the desire to form a clean,professional, responsible, and able to create an effective and efficient bureaucracy. Universally, taxadministration is the key to success in a tax policy. Therefore, tax administration reform should be donecontinuously so that the service function can be given optimally to the community. With a good administrativesystem, it is expected that the government is able to optimize the realization of tax revenue and improve taxcompliance.Keywords: Public Service, Tax Administration
