Abstract

The success of adolescents is determined how the role of the family to the child's growth anddevelopment. Families, especially parents, are the main educators and the first for children in the familyand in this family can be instilled attitudes that can affect the development of the next child. Adolescence isclosely related to juvenile delinquency. It was during this period that it was known as a full of energy,curious, not fully mature, vulnerable, brave, brave, highly emotive, always wanting to try, and not to be left2behind. At this time adolescents are the most vulnerable groups associated with drug abuse one of them isthe use of glue aibon (inhalen). The purpose of this study is to examine and reveal the Family Role inpreventing deviant behavior on Aibon user Tasks in Karame Sub-district of Kecamatan Singkil of Manado.The methodology used in this study used qualitative research with in-depth interview techniques.This study aims to explain and analyze the social interactions of adolescents, family roles and the role ofgovernment in preventing adolescent users glue aibon. The informants in this study are 11 people consistingof, Teen User 6 people, Parents 3 people, Village Head and from BNN North Sulawesi Province. Thisresearch was conducted from January 2018 in Karame Village, Singkil Sub-district, Manado City.Behavior is a person's behavior or action to inhale the scent of glue material usually used to glueor stick to a tire. Glue aibon is a drug inhalen (ngelem). This type of glue is often misused by teenagers tomake a hangover because this glue belongs to a dangerous addictive substance category. The theory usedin this research is the theory of sociology of deviant behavior is the theory of deferential association.From the results of in-depth interviews are known that the factors that encourage adolescents touse glue aibon the influence of friends of the same age, environment, family, and the availability andaffordability glue aibon. Families do not really care when their kids hang out with anyone their friends,even the ignorance of teenagers and even parents about the dangers of using glue aibon. Institutions dikaidand local governments often socialize about the dangers of glue aibon but not yet fully understood andunderstood by the community.This research suggests that families play an important role for the survival of their children suchas inculcating good values, establishing good communication, paying attention to every development andpaying more attention to who their children are. Teenagers should be aware that the use of glue aibonnegative impact both in terms of physical and psychological aspects. Abstract

The method of research that writer use in this research is quantitative research method, that is researchmethod based on philosophy of positivism, which is used for research in certain population or sample. Thesampling technique used is the saturated sample technique from the research in Inspectorate of NorthHalmahera District from 31 ASN. Data analysis techniques used are simple linear regression analysis andsimple correlation analysis.Based on the results of analysis using product moment correlation of people obtained correlation coefficient(r) = 0.343 while the coefficient of determination (r2) = 0.34. These results show that the coefficient ofdetermination is 34%. With this result, it can be explained that ASN performance improvement is determinedby education by 34% while 65% is determined by other factors. Based on the results of the above research,the hypothesis in the post can be accepted that there is a level of relevance and determination between ASNperformance educations in North Halmahera district inspectorate. Based on the significant test resultsobtained t = 2.280 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 29, then table = 2.045.From the data obtained that t arithmetic greater than ttable where t arithmetic 2,280> 2.045. Then H1 isaccepted and HO is rejected. This proves that there is a positive influence between Education onPerformance Asn in Kab. North HalmaheraBased on the results of the study, it can be concluded that education has an influence on ASN performance.But in the category of calculation of interpretation of education fall into the weak category. So the betterthe ASN education, the better the performance will be, so it should improve the program "education bothformal, informal, non formal education, in the process of achieving performance results.Keywords: Education, Performance of Civil State Apparatus,

Abstract

Abstrack : Peran lurah sangat penting dalam pembangunan di kelurahan, tugas lurah sebagai koordinatorpemerintahan memegang kendali roda pemerintahan. Kemampuan lurah dalam membuat visi misi sekaligusmemberdayakan masyarakat seringkali tidak berjalan dengan baik. Tujuan penelitian ini adalah untukmengetahui bagaimana peran kepemimpinan lurah di Kelurahan Uwuran I, Kecamatan Amurang,Kabupaten Minahasa Selatan. Penelitian ini menggunakan metode kualitatif, yang dimaksudkan denganmetode kualitatif yaitu mengambarkan dan mendeskripsikan atau menjelaskan peristiwa yang sebenarnyapada masa sekarang. menjadi sumber data (informan) dalam penelitian ini di ambil dari unsur yang terkaitdalam masalah yang di teliti yaitu 9 Orang. Hasil penelitian menunjukkan peran pathfinding (membuat visidan misi) sudah baik, sudah sesuai mekanisme dan sesuai dengan kebutuhan masyarakat uwuran I, peranaligning (penyelaras), masih kurang maksimal banyak program tidak terakomodir dalam APBD, Peranpemberdaya dari lurah uwuran 1 belum maksimal. Berdasarkan hasil penelitian, memberdayakanmasyarakat dalam kegiatan pembangunan fisik yang masih mengalami hambatan , selain itu dalampembangunan non fisik seperti pemberdayaan karang taruna, kelompok nelayan dan kelompok-kelompokketerampilan masyarakat belum maksimal.Kata Kunci : Peran Lurah, Kepemimpinan, Pembangunan.

Abstract

The purpose of this research is to know the performance of Regional Personnel Agency In Civil ApparatusRecruitment Process. This research uses qualitative approach method. which was proposed by Gibson thatis effectiveness, efficiency, accountability and justice. The research informant is the Head of BK Service (1Person): Secretary BKD (1 Person); Employee BKD (3 Persons) Applicants CPNS (5 Persons). Data wascollected using interview guidelines, while the analytical technique used was interactive model analysisfrom. Based on the results of data analysis, it is concluded that the effectiveness of the administration of theWaropen Regency administration, especially the Regional Personnel Agency of Waropen Regency, is seenfrom the indicators of effectiveness, efficiency, accountability and justice is not good. Based on the resultsof research can be recommended suggestions: 1. Waropen County Government, especially the RegionalPersonnel Agency Waropen Regency. Expected to further improve its performance; 2. Abstract

In the effort to overcome poverty various ways have been done by the government throughSocial assistance programs and One of the programs is the Family Hope Program. The hope familyprogram is a social protection program through the provision of cash assistance to very poor familiesby fulfilling the required requirements related to efforts to improve the quality of human resources,namely education and health. As for the purpose of this research was to determine how theImplementation Of Hope Family Program In Pasan District Southeast Minahasa Regency. Theresearch method used in this study is qualitative research method. Informants in the study are peoplewho can provide information about the situation and condition of the research background. Thefocus of research is communication, resources, disposition and bureaucratic structure. Technique ofcollecting data through observation / direct observation kelokasi research, do interview, anddocumentation. The results showed that the implementation of hope family program in Pasan Districtof South Minahasa Regency has not been implemented well. The lack of socialization to theparticipants of the hope family program and resources in the mentoring process has not been welldone into the implementation of the family hope program appropriately.Keywords : Implementation, Program, Family Hopes

Abstract

One of the elements of government in Indonesia is the state civil apparatus. Its task is to assist thegovernment in serving the needs of the people where the people are the main elements in democracy. Theproblems encountered in the apparatus of the regional secretariat of Manado City in 2017 are still manyacts of abuse of authority and positions owned by the apparatus, one of which is nepotism. Nepotism alsotrigger social jealousy among officials because they feel unfairly treated in the promotion processpositions that are not in accordance with the level of career. Apparatus has the ability and expertise incompleting the task, but does not have good discipline. Late arriving at the office, wandering around atwork, dressed unkempt and other things that violate the regulations of the agency. Delaying work thatcould have been completed that day but not done, stalling work time to make the work pile up. Theapparatus becomes lazy and unproductive. Does not show his professionalism as a civil servant of the statein charge of serving the community. Arise attitudes underestimate the job because they realize he has theability and expertise that is expected and become the mainstay of the leadership. And lack of appreciationfrom the leadership to his subordinates for the ability and the work that has been achieved. Based on theresults of test and data analysis using quantitative methods, it is concluded that the merit system has aneffect and has a positive influence on working spirit. With the merit system will improve the working spiritof state civil apparatus in the Regional Secretariat office of Manado City. It is not enough to have a goodcivil apparatus management system, but also the spirit of work to motivate the apparatus in order toimprove discipline and achieve work performance in line with expectations.Keywords: Merit System, Working Spirit, State Civil Apparatus.

Abstract

Abstract :Implementation Program Good Fish Cultivation (CBIB) is an activity that teaches about howto cultivate a good fish so as to produce good products. in East Bolaang Mongondow Regency is stillvery low level of knowledge about CBIB thus affecting freshwater fish production level. The researchobjectives are: To know and analyze the Implementation of CBIB Program for Fish CultivationSociety in East Bolaang Mongondow Regency This study employ a qualitative study method thatlocated in Community Seeds Unit and Group of Fish Farmers in East Bolaang Mongondow.This thesis research uses qualitative research method, with research location in communityseed unit (UPR) and Pokdakan (fish farmer group) in Bolaang Mongondow eastThe result of the research shows that the implementation of CBIB program in East BolaangMongondow Regency is not optimal yet. constraints such as, lack of CBIB Auditor in East BolaangMongondow Regency so lack of guidance and supervision. Constraints are also lack of humanresources that have the potential to become a CBIB auditor and also related to program budget, sothat CBIB Implementation can not be applied maximally.From the results of this study, it can be concluded that CBIB Implementation can not bedone well because it is influenced from 3 aspects: Organization aspect, Interpretation aspect, andaspect of Application. It is recommended that the East Bolaang Mongondow Regional Administratorshould make efforts to support the fulfillment of the needs of fish farmers in Bolaang MongondowTimur District in terms of organizational aspect, interpretation aspect, and application aspect so thatthe achievement of production and safety and quality can be improved.Keyword: implementation, good fish cultivation program, fish farmer community
