Abstract

This study aims to determine the effectiveness of community empowerment programs through the utilization ofvillage funding allocation in the village of South Bulude Essang District of Talaud Islands Regency. Byapplying descriptive and qualitative approaches, the data were collected through observation techniques andinterviews with 10 informants directly related to the village community empowerment program in BuludeSelatan Village, Essang District, Talaud Islands Regency. After the data collected, both in the collection processand after data collection, then analyzed by using interactive method, the results can be put forward as follows:1). The implementation of the community empowerment program by utilizing and ADD in South Bulude Villageruns smoothly according to predetermined plans and achieves the goals or targets of the program. 2). The fivecriteria of program effectiveness can be realized through the implementation of community empowermentprogram in South Bulude Village, although there are some community groups that can not be served throughthe program due to funding / operational cost of activities. Referring to the above conclusions, severalsuggestions can be put forward, such as: Village government capacity needs to be improved through villageapparatus empowerment programs to improve government performance and village development, includingempowerment of village communities. Operational funding of empowerment through the utilization of ADDshould be improved in order to be able to serve community groups who are interested to open productiveeconomic enterprises in various business fields.Keywords: Community empowerment program, village fund allocation

Abstract

Abstract: Aim Research is for knowing effectiveness organization government districts wanea city manado.Research this use method approach descriptive quantitative. Effectiveness organization government districtswanea seen from five dimensions effectiveness organization ie production, efficiency, clerk of employeeadaptation or flexibility, and development. Informant research as many as six people that is camat wanea,secretary districts, head sexy system government, head sexy service general, a lurah. Collection data useguidelines interview, while technique analysis that used is analysis model interactive from Miles andHubernann.Based on results analysis data withdrawn conclusion that effectiveness organization government districtswanea seen from dimensions production, efficiency, satisfaction employees, adaptation or flexibility, anddevelopment, all not yet maximum however already enough good.Based on results research could recommended suggestion : (1) Improve quantity and quality program/activitiesand implementation; (2) Utilize on right and optimal potency human resources employees, budget/fund, andmeans work; (3) Improve appreciation to employees and his welfare; (4) Improve power responsive to everydevelopment external and internal; and (5) continue attempted fix performance.Keywords : Effectiveness organization, government districts.

Abstract

The purpose of this study is to find out how the implementation of civil servant discipline policy at theGovernment District Northern Kao North Halmahera District.This research uses quantitative approach method. Informant research is as much as 5 people PNS office ofNorth Kao Subdistrict that is Camat, Secretary of District, Section Head of PMD and two staff employee. Datawas collected using interview guidelines, while the analytical technique used was interactive model analysisfrom Miles and Hubernan.Based on the results of data analysis, the conclusions are drawn: (1) Communication or socialization for theimplementation of the policy policy of civil servants discipline done fairly well since the enactment of the civilservant discipline policy (PP.53 / 2010). (2) Resources for the implementation of civil servant discipline policyhas not been maximized but good enough seen from the ability of employees in understanding andimplementing civil servant discipline policy. (3) The disposition or characteristics possessed by the employeeshas not been maximized but already good enough in terms of willingness / commitment and consistency tocomply with obligations and restrictions stipulated in the rules of civil servants discipline. (4) The bureaucracystructure for the implementation of civil servant discipline policy is quite good seen from SOP and division ofwork / responsibility.Based on the conclusions of the results of the study, it should be mentioned some suggestions as follows: (1)The discipline policy of civil servants should continue to be communicated or socialized to employees in orderto raise awareness to implement it as well as possible. (2) The ability of human resources of employees tounderstand and implement the policy of civil servant discipline should be continuously improved throughtraining and discipline development. (3) The willingness / commitment and consistency of employees toimplement the policy discipline of civil servants properly and correctly also need to be improved throughcontinuous guidance coaching. (4) Bureaucratic structure (SOP and division of work / responsibility) must beadhered to properly by the employee, so that the application of sanctions for each violation must be done firmly.Keywords: Policy implementation, civil servant discipline

Abstract

the purpose of this research is to know the health service in Puskesmas Ilu Puncak Jaya Regency PapuaProvince.The concept used is four dimensions of excellent public service namely the speed of service, service accuracy,service accuracy, and service quality. This research uses quantitative method. The research informants werefour officers / employees of Ilu Puskesmas and four community members. Data were collected using interviewguidelines, while analytical techniques used were interactive model analysis from Miles and Hubernann. Basedon the results of data analysis, the conclusions are drawn: (1) The speed of service is still low. The communityof service users often waits for hours to get health care because service personnel are often late for hours towork, often not even working for days. (2) The accuracy of service is still low. The timing of service deliveryand completion is always inappropriate. The service procedure does not work properly because the officer /employee is not disciplined and lacks responsibility in providing service well. (3) Accuracy of service is still low.Health services are made improvised by the condition of facilities and equipment that are less / inadequate.There is no guaranteed assurance of service to the public or the patient. (4) Quality of service is still low. Theprocess of the implementation of the service has not gone well and has not been in accordance with the needsof the community.Based on the conclusions of the research results are recommended: (1) Puskesmas staff must be disciplinedin terms of working time (hours of work-going and attendance on every working day). (2) Need to improvediscipline and responsibilities of employees / officers. (3) It is necessary to increase the commitment andcompetence of officers / officers. (4) Need improvement of facilities and equipments and provision of adequateservice facility, improvement of officer / employee competence, and improvement of motivation throughimprovement of welfare of officer / officer.Keywords: Health Service Puskesmas

Abstract

Abstract: As one of the programs in place, Smart Indonesia Card is a help from the government forunderprivileged / poor students, in the hope of reducing dropouts. Smart Indonesia Program is a priorityprogram of the President of the Republic of Indonesia Ir. Joko Widodo specially designed to help children frompoor families or unable to continue to get education services to finish secondary education or equivalent incooperation with the Ministry of Education and Culture (Kemendikbud), Ministry of Social Affairs (Kemensos)and Ministry of Religious Affairs (Kemenag). Through Indonesia's smart program, smart Indonesian cardshave been designed which is a card given to poor and vulnerable poor families whom they wish to send theirchildren to where the child is 6 - 21 years old for free. Already Many high schools in the district BolaangMongondow North, one of SMK Negeri 1 Kaidipang. Schools with this vocational base can help as soon aspossible the graduates to be able to find a job, but in education is certainly not far from the word cost.Approximately 45% of the students of SMK Negeri 1 Kaidipang who are classified as inadequate families havenot received assistance from the Smart Card Indonesia program and those who get the aid do not use the aidwith the best. What is the principle of the Smart Indonesia Program in permendikbud number 19 of the year2016 some less well done. Based on these facts then this research is very important considering the number ofchildren in SMK Negeri 1 Kaidipang who need help to take education. A policy / program is created in responseto a problem, which is to solve, reduce, prevent problems from being solved. However, the implementation of aprogram will not be far from the word problem to be faced in the field, there will be various obstacles to realizethe ideals that have been designed. Abstract

Abstract : This research is based on the handling of public complaints that can not be handled properly by thepuskesmas. The public service system is still constrained, resulting in a demanding society for thedissatisfaction of the services provided. The unavailability of places or containers in receiving variouscomplaints from the community directly, even the unavailability of suggestion boxes or input from thecommunity on services provided by the puskesmas. This research intends to know the Handling of PublicComplaints on Health Service at Puskesmas Pasan District of Southeastern Minahasa. The theory used is thetheory of complaints handling according to Dyah Hariani is the problem of delay in service process, lessfriendly officers, and information that is not clear. The method used is qualitative method with descriptiveapproach. With his instrument as a researcher himself with informants seven people. Data analyst techniquessuch as observation, interview, and documentation. Research location at Puskesmas Kecamatan Pasanlocated in Towuntu Timur village. The result of the research shows that the problem that raises thecomplaints in the community about the health services provided by the puskesmas has not been in accordancewith the expectations of the community. This can be seen from the fact that the problems or complaintssubmitted by the community are handled or responded quickly by the puskesmas. Researchers provide adviceon this research that the importance of paying attention and manage complaints from the public to improvethe quality of public services better. So every government administration needs to pay attention to complaintsfrom the community especially on health services by puskesmas.Keywords: Handling Complaints, Society, Health Services

Abstract: The purpose of this study was to find out the quality of free public health service in Nabire district general hospital.Research benefits as an information material for district goverments and communities. The method used is qualitativemethod with descriptive appoarch type and research location at general hospital of Nabire district. Based on the results ofresearch in accordance with the speed,timelines of service,accurate and quality but in the district general hospital Nabireuntil now the quality of healt services is not timely in health services and provide inaccurate data in the service and qualitythat is given has not run well in public health service because the quality of free public health service in Nabire districtpublic hospital has not done well. Abstract

The purpose of this study to find out how the implementation of quality human resources management inimproving the development of Tingilbet Village District Beoga District Peak Papua Province. The method usedin this study using descriptive qualitative methods. to understand a phenomenon in a social context naturallyby promoting a deep process of interaction and communication between researchers with the phenomenastudied. As for the results of research shows that the implementation of quality human resources managementin improving the development of employee recruitment, staffing and staff development is still minimal in thegovernment environment of Tinggilbet Village Beoga District is not fully done objectively and in accordancewith the needs and expertise of the employees themselves, the implementation of recruitment employee,employee placement and employee development, according to the result of research that has not been done well.KEYWORDS: quality of human resources, village develop

Abstract

Abstract: It has been understood that a policy is created because there is a goal to be achieved. Without goals, thereis no need for policy so the goal becomes the first element of a policy. Good policy has a good purpose. Excellentservice to the Society becomes and eminent issue in the implementation of its duties and responsibilities within thebureaucracy of increasing the level of knowledge of Society. Despite the influence of Globalization, the old patternsof government administration are no longer compatible with the changing social life of the Society, whichencourages researchers to examine, Local Government Policy in the implementation of e-ID card service inPyramid District.The method used in this research is descriptive method of analysis, with data collection through questionnairesurvey and interview with the information giver that is needed in this research is Society in Pyramid District whichtake care of e-KTP, KK and Birth Certificate and data analysed descriptively descriptive analysis with Descriptivestatistics.The results of the research show that: (1) The application of the principle of Transparency and Accountabilityattitude in the implementation of Public service in Pyramid District Not yet optimal / Still in very low level not inaccordance with the expectation of Society in four. (2) The productivity of District Government in policymaking isnot appropriate on the target according to the standard of Public Service and even the Vision and Mission in theDistrict. (3) The quality of government work Pyramid district in the implementation of duties and responsibilitiesis not too optimal in the low category is not yet able to match the expectations and desires Society. Researcherscleared the conclusion that the policy in the service delivery as a servant of the state in Pyramid District Office hasnot been implemented as expected by Society. Abstract

Abstract: This study aims to determine and analyze the magnitude of the influence of Human ResourceCompetence on the Performance of Civil State Apparatus in the Department of Agriculture of SangiheIslands Regency. The method that writer use in this research is quantitative method, is research method basedon philosophy of positivism, used for researcher at certain population or sample. Sampling technique used israndom sample technique from research at Agricultural Service of Regency of Sangihe Islands as much 30people. Data analysis techniques used are simple linear regression analysis and simple correlation analysis.Based on the analysis of Correlation Coefficient (r) = 0.812 or 85.9% while the coefficient of determination(r²) = 0.738 or 73.8%. With these results can be explained that the variation of performance changes is alsoinfluenced by variations of competence variables change and the remaining 26.2% influenced by otherfactors. Based on the results of the above research, the hypothesis presented can be accepted. This is indicatedby the amount of contribution factor competence to the performance factor. Based on the results ofsignificant tests obtained Fcount = 14.105 at a significant level of 0.05 with degrees of freedom (df) = n - 2 =28, then Ftabel 4.20. From the data it is obtained that Fcount is greater than Ftable where Fhitung 14.105>4.20. Then Ha accepted and Ho rejected. This proves that there is a significant amount of influence betweenthe Competence of Human Resources on the Performance of Civil State Apparatus in the Agriculture Serviceof the Regency of Sangihe IslandsKeywords: Human Resource Competency, Performance of Civil State Apparatus
