Abstract

Tujuan yang ingin dicapai oleh peneliti adalah untuk mengetahui bagaimana implementasi programsmart city di dinas komunikasi dan informatika Kota Manado.Penelitian ini merupakan penelitian kualitatif yaitu jenis penelitian yang memberikan gambaran tauuraian suatu keadaan pada objek yang diteliti. Data yang dikumpulkan penelitian ini adalah data yangsesuai dengan objek penelitian, yaitu data menyangkut implementasi program smart city di DinasKomunikasi dan Informatika Kota ManadoHasil penelitian menunjukkan Komunikasi kepala Desa Batumbalan dengan tokoh masyrakat, tokohagama, tokoh adat serta masyarakat dalam rangka mewujudkan pembangunan berjalan lancar jugakomunikasi dengan pemerintah kecamatan, pemerintah kabupaten serta instansi terkait lainnyaberjalan lancar. Pengambilan keputusan oleh kepala desa dilakukan tidak didasrkan pada mekanismeyang ada yaitu melalui rapat musyawarah mufakat tapi dilakukan sepihak oleh kepala desa bersamaperangkatnya dan tidak melibatkan masyarakatKata Kunci : Kepemimpinan Partisipatif; Pembangunan

Abstract

Strengthening community potential is a necessity today. Because with a community that has goodpotential, it will be able to manage the resources owned by the Indonesian nation. The purpose of thisresearch is how to empower the community of pig breeders in Tounelet Village, Sonder District, MinahasaRegency. This research design uses qualitative methods, then the data sources in this study use primaryand secondary data and the data collection techniques used are observation, interviews, documentation.The data analysis of this research is data reduction and conclusion drawing. The results showed that theproblem of community empowerment of pig breeders in Tounelet Village was related to economicconditions in terms of buying feed and selling their crops. Therefore, real action is needed to solve theseproblems so that babai breeders can become empowered. Based on the results of the study, it wasconcluded that 1) the extension program to strengthen the potential of the Tounelet Village community aspig breeders did not provide more benefits because the breeders had knowledge and experience inbreeding for generations; 2) The unstable price of animal feed and lack of business capital support facedby breeders as a manifestation of strengthening the potential or power of the pig breeder community hasnot yet been implemented; 3) The unstable selling price of livestock is a manifestation of the lack of accessto protection of the selling price from the government to the pig farming community.Keywords : Community Empowerment, Pig Farmers

Abstract

Performance management is adapted into a government agency performanceaccountability system which includes a systematic and continuous process. The implementationof a performance accountability system for government agencies which includes performanceplanning, performance measurement, performance reporting, and performance evaluation,which aims to increase accountability for government performance. This research wasconducted by analyzing the performance management of the West Halmahera DistrictSecretariat related to the Government Agency Performance Accountability System (SAKIP)which is associated with the performance management cycle theory approach (The PerformanceManagement Cycle). In this study using a qualitative research type. The data collectionprocedure in this research is by interviewing 7 (seven) selected informants and documentsrelated to the issues raised. Data analysis was carried out by means of data reduction, datapresentation and drawing conclusions or data verification. The results of the research obtainedare that the Regional Secretariat of West Halmahera Regency has implemented the concept ofperformance management, but so far each stage is still not optimal, such as the low quality ofperformance planning documents, performance measurement is not on target, slow performancereporting and internal performance evaluation is not optimal so that the performanceaccountability of the Regional Secretariat of West Halmahera Regency has not been satisfactory.Efforts or strategies to increase the performance accountability of the Regional Secretariat ofWest Halmahera Regency, namely by improving the quality of performance planning documents,implementing technical training / guidance to improve the quality of human resources, and moreoften carrying out internal evaluations with the aim of following up quickly on anyrecommendations from the results of work program evaluations.Keywords: Performance Management.
