Abstract

Subdistrict Pineleng entrance and exit for the flow of goods, people and traffic will be heading to Manado and Minahasa district to the capital. As the District that is located directly adjacent to the city of Manado where it is known as the capital of North Sulawesi province, thus requiring apparatus that has a high performance in providing public services. With high performance and good public services provided will be maximized. Therefore, the problem in this research is "Why does the performance of employees in providing public services in the District Office Pineleng Minahasa not running optimally?". This study aims to find answers related to the academic performance of Employees in providing public services in the District Office Pineleng Minahasa regency. This study used a qualitative approach with descriptive analysis method. The results using the indicators of employee performance 1) Quality of work; 2) Pomptness; 3) Initiative; 4) Capability; 5) Communication, it is known why the employee's performance is not maximized because: 1) Lack of employees at the District Office Pineleng; 2) An employee in performing the tasks of public service, is still a lack of discipline; 3) Human resources (HR) at the Head Office Pineleng have low competence. 4) Supporting facilities and infrastructure for public services available memperancar still lacking. Abstract

The Manado Religious Court is a court of first instance within thejudiciary of the Supreme Court ensuring the level of service quality provided tothe public through the implementation of an international standard quality systemthat is ISO 9001: 2015. but in fact the implementation process of this policy hasnot been applied maximally based on the results of Internal audit and externalaudit. Abstract

Penelitian ini untuk mengetahui dan menganalisis mengapa Implementasi KebijakanPengarusutamaan Gender oleh Dinas Perindustrian dan Perdagangan Daerah Provinsi SulawesiUtara pada Program Pengembangan Industri Kecil dan Menengah Tahun 2018 belum berjalanoptimal.Penelitian ini menggunakan pendekatan kualitatif. Teori yang digunakan berdasarkan implementasikebijakan Edward III, dilihat dari aspek komunikasi, disposisi atau sikap pelaksana kebijakan, danstruktur birokrasi. Sumber data primer merupakan data yang langsung diperoleh peneliti di lokasipenelitian dengan cara melakukan wawancara dengan sejumlah informan. Sementara itu, sumberdata sekunder diperoleh dari sumber kepustakaan sebagai pendukung. Informan penelitian, yaitu :Kepala Dinas, Kepala Bidang Fasilitasi dan Pengembangan IKM, Kepala Sub Bagian Perencanaandan Keuangan, serta Kepala Seksi pada Bidang Fasilitasi dan Pengembangan IKM. Tehnikpengumpulan data melalui observasi, wawancara dan studi dokumen.Hasil Penelitian menunjukkan bahwa kebijakan pengarusutamaan gender belum optimal diimplementasikan pada program pengembangan IKM karena factor komunikasi dan disposisi yangtidak mendukung.Disarankan agar menganggarkan dan melakukan kegiatan Pelatihan Kantor Sendiri dengan isukebijakan pengarusutamaan gender. Melakukan review terhadap seluruh dokumen perencanaan,kerangka acuan kerja, standar operasional prosedur (SOP) agar responsive gender. Memberikansanksi disiplin kepada pelaksana program dan kegiatan yang lalai dalam menerapkan kebijakanpengarusutamaan gender. Menjalankan fungsi koordinasi bagi pihak terkait.Kata kunci : Pengarusutamaan Gender, Implementasi Kebijakan, IKM

Abstract

library service is the core of all activities of the library. The success of an institution the libraryis highly determined by the quality of library services, which occurs in almost all low level library his visitor deserted from visitors, the service provided by the library are still less interested and utilized. Based onthe background of the problem then this research aims to analyze why the library services are notattractive to and utilized by users, as well as a review of library services in improving the quality of theFaculty of law The University Of Sam Ratulangi.This research uses descriptive qualitative approach. The technique of Data collection is the empirical factscollected by the Researcher for the purpose of solving a problem or answer a question of research. In thisstudy using this type of primary data and secondary data. Primary data is data that is directly recorded onsite research through an in-depth interview obtained through observations conducted by the Researchersthemselves. Abstract

Performance management is adapted into a government agency performanceaccountability system which includes a systematic and continuous process. The implementationof a performance accountability system for government agencies which includes performanceplanning, performance measurement, performance reporting, and performance evaluation,which aims to increase accountability for government performance. This research wasconducted by analyzing the performance management of the West Halmahera DistrictSecretariat related to the Government Agency Performance Accountability System (SAKIP)which is associated with the performance management cycle theory approach (The PerformanceManagement Cycle). In this study using a qualitative research type. The data collectionprocedure in this research is by interviewing 7 (seven) selected informants and documentsrelated to the issues raised. Data analysis was carried out by means of data reduction, datapresentation and drawing conclusions or data verification. The results of the research obtainedare that the Regional Secretariat of West Halmahera Regency has implemented the concept ofperformance management, but so far each stage is still not optimal, such as the low quality ofperformance planning documents, performance measurement is not on target, slow performancereporting and internal performance evaluation is not optimal so that the performanceaccountability of the Regional Secretariat of West Halmahera Regency has not been satisfactory.Efforts or strategies to increase the performance accountability of the Regional Secretariat ofWest Halmahera Regency, namely by improving the quality of performance planning documents,implementing technical training / guidance to improve the quality of human resources, and moreoften carrying out internal evaluations with the aim of following up quickly on anyrecommendations from the results of work program evaluations.Keywords: Performance Management. Abstract

Teknologi komunikasi yang semakin maju dan berkembang menumbuhkan  berbagai pengaruh bagi penggunanya. Teknologi bagai bermata dua yang memberikan kelebihan dan kekurangan. Tren Belanja Online semakin menjamur di Indonesia, orang semakin menyukai belanja online dari pada berbelanja langsung di toko atau belanja konvensional. Berbelanja online terasa jauh lebih mudah dan simpel, hanya dengan memilih barang melalui gambar dan video, melakukan pemesanan, dan bayar melalui transfer, selanjutnya pembeli hanya tinggal menunggu barangnya sampai langsung dan diantar ke tempat berdasarkan alamat pemesanan. Hal ini tentu sangat memudahkan karena lebih menghemat waktu dan tenaga dibanding berbelanja langsung ke toko. Perubahan cara belanja dengan menggunakan media online shop sedikit menggeser nilai sosial yang semula jika bertransaksi di pasar menggunakan komunikasi secara verbal dalam bertransaksi, sebaliknya jika berbelaja melaui online shop proses bertransaksinya hanya melalui jaringan internet tanpa bertatap muka. Penelitian ini bertujuan untuk mengetahui apa Dampak Aplikasi Belanja Online (online shop) di masa pandemi covid-19 terhadap minat belanja masyarakat di Kelurahan Girian Weru II Kecamatan Girian Kota Bitung Provinsi Sulawesi Utara. Penelitian ini menggunakan metode penelitian. Dampak Aplikasi Belanja Online terhadap minat belanja masyarakat di  masa Pandemi Covid-19 ada dua yaitu dampak positif dan negatif. Untuk dampak  positif yaitu memudahkan seseorang atau masyarakat dalam kegiatan berbelanja seperti mencari dan membeli barang yang perlukan tanpa harus bersusah payah pergi mencari ke toko-toko konvensional untuk mencari barang yang di cari.  Sedangkan dampak negatifnya barang yang di beli secara Online waktu pengiriman barang yang karena membeli barang dari luar kota bahkan luar negri yang membutuhkan estimasi waktu penggiriman, barang yang ada dalam aplikasi online shop tidak sesuai ekspetasi dan sesuai dengan gambar yang ditampilkan dalam aplikasi online shop pada saat diterima  Kata Kunci: Dampak, Belanja Online, Pandemi

Abstract

The purpose of this study was to find out more deeply how the effectiveness of Minimum Service Standards at the Regional Education Office of North Sulawesi Province. The research was conducted from March to August 2022. The selection of respondents was done intentionally. This research uses descriptive qualitative research design. Research informants used purposive sampling technique. The research focuses on the accuracy of program targets, program socialization, achievement of program objectives, and program monitoring. Data collection technique was carried out by means of observation, interviews, and documentation. Data analysis techniques in this study are data collection, data reduction, data presentation and conclusion drawing. The results showed that the Minimum Service Standards program has not run effectively and optimally. This is because this program does not run to the entire community and the process for verification with data control is not strict so that people still do not choose education facilitation from the government. In addition, the socialization process by the Regional Education Office of North Sulawesi Province did not reach the community, only to school administrators in the regions. The lack of control and supervision to influence the level of achievement of the fulfillment of students in each school in the region. There is no direct assistance from the field responsible for continuing to schools, especially those that are still included in remote areas so that this program does not show satisfactory results.

Abstract

This study aims to determine the policy implementation of the Sulawesi Utara Hari Ini’s news program on TVRI North Sulawesi. This research was conducted from January to March 2023. This research used a qualitative design with descriptive analysis, in order to be able to reveal, describe, and understand the phenomena that occur in the setting and object of research. The research focus consists of communication, resources, attitudes/dispositions, and bureaucratic structure based on the policy dimensions of George Edward III. The results showed that the communication between team leaders and news contributors was not effective due to the lack of face-to-face meetings, the lack of human resources in the news unit so that officers held multiple jobs, the disposition did not yet have a standard reward and punishment standard for news unit employees, and bureaucratic structure There is no detailed organizational structure regarding the 14 news unit professions, so that the implementation of policies and standard operating procedures in the news unit for Sulawesi Utara Hari Ini broadcast program must be maximized.

Abstract

The purpose of this study is to determine the role of digital technology in social interaction in the Manembo-Nembo Village, Matuari District, Bitung City using the technological determinism theory approach, believing that technology has a major influence on various aspects of human interaction, especially social and cultural life, as stated by Marshall McLuhan. Using qualitative methods based on observation and interviews by collecting data from purposive sampling, namely determining competent informants, namely 2 community informants, 2 government informants. The results of the study found that the role of digital technology in social interaction has changed according to current circumstances, such as digitalization, such as in families it is easier and faster to interact via digital media with relatives who are in different places, the quality of relationships is maintained by having direct meetings in family groups (arisan), then digital interaction with the community; the creation of virtual togetherness such as people celebrating happy moments virtually by sharing photos, videos, and stories, and sharing information about sad events experienced and becoming a means of digital marketing that can increase family economic income. Digital interaction with the government; in today's public services digitally, especially in the field of population data management (KTP, Family Card, Certificate management) has been done through applications and can be done anywhere, but if there are people who need help, the local government is ready to serve, in accordance with the policy of the Bitung city government to make the Kelurahan Hebat program (digitalization).
