Abstract

The interaction between man and man became a necessity to make ends meet. This study was conducted to determine and analyze the social interaction that occurs in the community in the Village of Central District of Matuari Manembo Nembo Bitung as a scientific development, especially the development of power cracked management science in the study of resource management. This study used a qualitative method with the main data comes from interviews with informants is a representation of the village government, environmental coconut, minahasa ethnic communities, ethnic communities Sangihe, Javanese ethnic communities and ethnic communities Gorontalo and other supporting data obtained through direct observation and the use of related documents . The conclusion of this study is the social interaction that occurs in communities in Sub-nembo Manembo Middle District of Matuari Bitung relating to cooperation seen in everyday life, birth, marriage and kinship systems. Abstract

The purpose of this study is to analyze and explain the magnitude of the effect of the quality of the resources of the State Civil Administrative work attitude of employees in Meteorology and Geophysics North Sulawesi province. This research is a quantitative research survey explanatory research design. The results of this study indicate that the physical quality and health Apparatus State Civil partially have an influence on the work attitude of employees, knowledge and skills partially have influence on work attitudes Spiritual and kejuangan partially have an influence on the attitude of employees working at the Meteorology and Geophysics Sulawesi North. Physical Quality and Health, Knowledge and Skills, as well as Spiritual and Kejuangan simultaneously have an influence on employee attitudes. Among the three independent variables variables that most influence on the attitudes of employees working at the Meteorology and Geophysics North Sulawesi province is the spiritual and kejuangan. Abstract

As a matter of fact, public relation perseptions and stigmatization commonly become obstacles for the Public Relation Division of City Secretariat of Tidore Island. The aim of this research is to know the form of building capacity reinforcement through education and training in public information service at House of Representative of Tidore Island City. The method applied in this research is descriptive qualitative. Observation, interview, and documentation research were the techniques in collecting the data as the research subject divided into key informants and prime informants in total of eight people. The descriptive data anlysis technique described phenomenons based on the field following the steps as follow: data reduction phase, data presentation, and data verification or conclusion. Based on the filed reserach showed that in capacity building of House of Representative public relation division officilas of Tidore Island City are highly depended on education and training to raise the service in the organization public information, therefore the substantive item seen by the society was the less maximal effort shown caused by the unprofesional human resources. The efforts toward the building capacity had not been done by the officials to answer the demand and need in community service of public relation division officials at House of Representative of Tidore Island City. Based on the findings, it can be concluded that the building capacity by education and training of public relation officials at House of Representative Secretariat of Tidore Island City is an urgent thing to reach the aim of the organization. Fungtional training such as public relation technique, jurnalism technique, seminars, discussion that relate to the responsibilities are needed tobe possesed

Abstract

Students in many learning activities are faced with learning difficulties, family economic problems, problems with school friends and adjustment problems with the applicable regulations. Required by her role and responsibility of parents to support the success of Siwa. This research using qualitative methods seek to reveal the phenomenon behind the role of family communication in the learning success of junior high school students in the city of Manado. From research conducted revealed that family communication that goes well show openness children to parents so that enhance the spirit of the child to learn and excel. However, family communications that do not go well make children have difficulty to deliver all the needs and problems encountered in the study. In such a situation makes the lack of support from parents in supporting children's learning achievement. Keywords: Family Communication, Success study, Students.

Abstract

Masalah lingkungan daerah aliran sungai di perkotaan adalah masalah yang harus disikapi bijaksana dalam menata pola hidup sikap masyarakat di kaitkan dengan lingkungan daerah aliran sungai. Pemerintah dan masyarakat kota Manado diharuskan menjaga dan memelihara lingkungannya menjadi sehat, bersih dan indah, terhindar dari bencana akibat banjir. Kota Manado saat ini dibagi dalam sebelas wilayah kecamatan memiliki penduduk 446.975 jiwa dan yang bermukim di daerah aliran sungai kurang lebith 77.886 jiwa dan sebagian besar dari jumlah ini tidak memiliki izin mendirikan bangunan. Pertumbuhan kota yang kurang terkendali merupakan fenomena dalam perkembangan kota. Demikian juga yang terjadi dalam masyarakat kota Manado yang bermukim di daerah aliran sungai. Oleh sebab itu segala upaya dilakukan oleh pemerintah dengan tanpa mengabaikan dukungan dari masyarakat. Penataan pembangunan permukiman masyarakat di daerah aliran sungai diupayakan agar tidak terjadi konflik baik diantara masyarakat dan pemerintah lewat penelitian ini diharapkan kebijakan oleh pemerintah dapat dipahami oleh masyarakat dan disikapi.______________________________________________________________________Kata Kunci: Pemerintah, masyarakat, persepsi, penataan bangunan.

Abstract

Pelaksanaan komunikasi organisasi sangat diperlukan untuk melancarkan tugas-tugas pegawai. Keberhasilan pemerintah desa dalam menjalankan tugas dan fungsinya akan sangat berpengaruh pada tingkat pemerintah diatasnya dalam memberikan pelayanan kepada masyarakat. Penelitian ini bertujuan untuk mengetahui dan menganalisis komunikasi organisasi pemerintahan desa dalam meningkatkan pelayanan publik di Desa Pinapalangkow kecamatan Suluun Tareran Kabupaten Minahasa Selatan.Penelitian ini menggunakan metode penelitian deskriptif kualitatif. yang bermaksud membuat penggambaran secara sistematis, faktual, dan akurat mengenai fakta-fakta dan sifat-sifat populasi tertentu. Unit analisis dalam penelitian ini ialah pemerintah Desa Pinapalangkow. jenis data yang penulis peroleh dalam penelitian lapangan ini adalah data primer dan data sekunder yang bersifat kualitatif maupun kuantitatif. Dalam pengumpulan data penelitian ini, digunakan cara studi kepustakaan, penelitian terhadap dokumen-dokumen, observasi, dan melakukan wawancara. Teknik analisis data yang digunakan yaitu komponensial. Hasil penelitian menunjukkan bahwa Komunikasi organisasi Pemerintahan Desa Pinapalangkow dalam upaya meningkatkan kualitas pelayanan publik belum dengan baik. Tidak berjalannya komunikasi orgariisasi pernerintah desa terlihat dari komunikasi internal pemerintah desa baik komunikasi vertical maupun komunikasi horizontal maupun komunikasi eksetmal yang tidak maksimal. Serta Tidak tertatanya agenda kerja dengan baik, waktu dan psikologis merupakan hambatan yang dihadapi oleh Pemerintah Desa Pinapalangkow dalam menjalankan komunikasi organisasi. Oleh karenannya diperlukan penataan agenda kerja baik pemerintah desa maupun lembaga desa lainnya dalam menjalankan tugas dan fungsinya, pemanfaatan media komunikasi seperti sarana telekomunikasi, tatap muka non formal antar aparat desa maupun dengan lembaga desa.______________________________________________________________________Kata kunci: Komunikasi, Organisasi, Pelayanan Publik

Abstract

Performance management is adapted into a government agency performanceaccountability system which includes a systematic and continuous process. The implementationof a performance accountability system for government agencies which includes performanceplanning, performance measurement, performance reporting, and performance evaluation,which aims to increase accountability for government performance. This research wasconducted by analyzing the performance management of the West Halmahera DistrictSecretariat related to the Government Agency Performance Accountability System (SAKIP)which is associated with the performance management cycle theory approach (The PerformanceManagement Cycle). In this study using a qualitative research type. The data collectionprocedure in this research is by interviewing 7 (seven) selected informants and documentsrelated to the issues raised. Data analysis was carried out by means of data reduction, datapresentation and drawing conclusions or data verification. The results of the research obtainedare that the Regional Secretariat of West Halmahera Regency has implemented the concept ofperformance management, but so far each stage is still not optimal, such as the low quality ofperformance planning documents, performance measurement is not on target, slow performancereporting and internal performance evaluation is not optimal so that the performanceaccountability of the Regional Secretariat of West Halmahera Regency has not been satisfactory.Efforts or strategies to increase the performance accountability of the Regional Secretariat ofWest Halmahera Regency, namely by improving the quality of performance planning documents,implementing technical training / guidance to improve the quality of human resources, and moreoften carrying out internal evaluations with the aim of following up quickly on anyrecommendations from the results of work program evaluations.Keywords: Performance Management. Abstract

Kurangnya akses informasi yang menyangkut potensi pariwisata maupun kegiatan – kegiatan pemerintahkota dalam bidang pariwisata menunjukkan pada tidak difungsikannya media komunikasi dalam menunjangkegiatan yang berkaitan dengan promosi pariwisata. Penelitian ini diharapkan dapat menemukan penyebabbelum difungsikannya dengan baik media komunikasi dalam promosi pariwisata oleh Dinas Pariwisata danKebudayaan Kota Manado serta menunjukkan pentingnya unsur media dalam tataran komunikasi khusunyapada kajian komunikasi organisasi publik. Dengan menggunakan desain deskriptif kualitatif ditemukan bahwapenggunaan media komunikasi yang dimiliki dalam kegiatan promosi kepariwisataan belum menjadikan promosipariwiata berjalan dengan baik disebabkan oleh kurangnya dana untuk membiayai operasional, sistem jaringansering bermasalah, belum adanya pegawai dalam struktur organisasi yang ditempatkan secara tetap memilikikeahlian di bidang teknologi informasi dan desain grafis, serta sarana dan prasarana kantor termasuk kompleksperkantoran yang belum memadai. Oleh karenanya Pemerintah Kota Manado perlu memanfaatkan website www.pariwisatakotamanado.go.id penyediaan infomasi kepariwisataan, promosi wisata, agenda – agenda pariwisataKota Manado.

Abstract

This study aims to determine and understand the results of the Implementation of Employee Income Supplement Policy in Improving Employee Performance Through Performance Reports at the Tomohon City Human Resources Staffing and Development Agency and to find out the problems and solutions used in overcoming the problems that occur. This type of research is descriptive qualitative research. Data collection methods are carried out by triangulation (combined), and are inductive. The use of qualitative research methods is due to the fact that in analyzing the results of the research is descriptive or describing with interview measurement tools. In general, the results of this research are as follows: The implementation of the Employee Income Supplement policy in improving employee performance through performance reports at BKPSDM Tomohon City has not been effective, this is based on the results of the study it can be seen that of the 5 aspects of employee performance assessment, namely service orientation, integrity, commitment, cooperation, work discipline, only integrity, commitment, and cooperation, which get good ratings, while aspects of service orientation and discipline get sufficient ratings, meaning that employee performance in terms of service orientation and work discipline is still low and needs to be further improved.

Abstract

This study aims to determine the policy implementation of the Sulawesi Utara Hari Ini’s news program on TVRI North Sulawesi. This research was conducted from January to March 2023. This research used a qualitative design with descriptive analysis, in order to be able to reveal, describe, and understand the phenomena that occur in the setting and object of research. The research focus consists of communication, resources, attitudes/dispositions, and bureaucratic structure based on the policy dimensions of George Edward III. The results showed that the communication between team leaders and news contributors was not effective due to the lack of face-to-face meetings, the lack of human resources in the news unit so that officers held multiple jobs, the disposition did not yet have a standard reward and punishment standard for news unit employees, and bureaucratic structure There is no detailed organizational structure regarding the 14 news unit professions, so that the implementation of policies and standard operating procedures in the news unit for Sulawesi Utara Hari Ini broadcast program must be maximized.
