Abstract

Provinsi Jawa Barat, dengan wilayah daratan seluas 3.709.528,44 Ha dan jumlah penduduk sebanyak 35,72 juta jiwa, memiliki potensi sumber daya alam maupun sumber daya manusia yang sangat maju. Potensi tersebut tentu membutuhkan dukungan infrastruktur transportasi, salah satunya adalah dengan keberadaan bandara yang memadai. Saat ini keberadaan Bandara Husein Sastranegara semakin padat, sehingga mendorong Pemerintah Daerah untuk menginisiasi pembangunan bandara baru di Kertajati Majalengka. Penelitian ini bermaksud mengembangkan model demand forecasting berdasarkan modal share dalam rangka mendukung akselerasi pembangunan Bandara di Kertajati Jawa Barat. Analisa prediksi permintaan penumpang ini didasarkan pada modal share data Origin-Destination di 9 wilayah kabupaten/kota yang diasumsikan berada dalam cakupan pelayanan Bandara Kertajati dengan mempertimbangkan pengaruh variabel ekternal berupa variabel sosioekonomi pada masing-masing wilayah prediksi. Selain itu pendekatan teknik stated preference juga digunakan untuk mengetahui preferensi penumpang angkutan udara di Bandara Husein Sastra Negara dengan adanya Bandara Baru di Kertajati. Teknik stated preference tersebut mempertimbangkan atribut-atribut seperti travel time, travel cost dan aksesibilitas. Hasil penelitian model demand forecasting penumpang angkutan udara berdasarkan pendekatan model share dan teknik stated preference diharapkan dapat digunakan untuk menganalisa prediksi potensi penumpang angkutan udara di bandara baru sehingga dapat mendukung akselerasi pembangunan BIJB di Kertajati Majalengka Jawa Barat. [Demand Forecasting of Modal Share of Bandara Internasional Jawa Barat (BJIB) in Kertajati Majalengka] The province of West Java, with 3,709,528.44 hectares area and 35.72 million population, has the great potential for natural resources and human resources. These potentials would require the support of transport infrastructure, one of which is the existence of a proper airport infrastructure. Currently the airport of Husein Sastranegara Bandung is getting more congested, thus encouraging of the local governments to initiate the development of the new airport in Kertajati Majalengka. The purpose of this study is to develop the demand forecasting model based on the modal share in order to support the acceleration of the new airport development in Kertajati in the West Java. The analysis of passenger demand forecasting is based on the modal share with review of Origin-Destination Data in 9 regions that are assumed covered by the new airport in Kertajati and also considering the influence of external variables such as socioeconomic variables in each region. The stated preference technique is used for analysis with the purpose to find the preferences of air passengers in Husein Sastranegara Airport if there is a new airport in Kertajati. The stated preference technique considering the attributes of travel time, travel cost and accessibility. The research result is expected to be used in analyzing the forecasting of the air transportation potential passenger in the new airport so that it can support the development acceleration of BJIB in Kertajati Majalengka.

Abstract

Fenomena flutter akan terjadi apabila ada gaya dan momen aerodinamika yang berinteraksi berlebihan di permukaan sayap di dalam terowongan angin atau pesawat sesungguhnya. Sayap akan bergetar dan berosilasi bertambah besar menuju ke keadaan tidak stabil. Osilasi osilasi membuat osilasi yang lebih besar terjadi sehingga frekuensi dan damping pada daerah kecepatan tertentu dengan mudah terlihat apabila terjadi flutter pada model separuh sayap. Penelitian ini, digunakan model separuh sayap dari pesawat N219 yang di uji pada terowongan angin kecepatan rendah BBTA3, kawasan Puspiptek, Serpong. Kecepatan flutter terjadi pada 40,5 m/s pada hasil analisis komputasional dan hasil pengujian di terowongan angin sebesar 40,83 m/s. [The Analysis of Half Wing Flutter Test N219 Aircraft Model in The Low Speed Wind Tunnel] The flutter phenomenon will occur when the aerodynamic force and moment excessively interacted on the wing surface, whether it takes place in the wind tunnel or on the real aircraft. The wing will vibrate and oscillate towards an unstable condition. Each oscillation will subsequently build a greater one until the damping and frequency on a certain speed range can be seen easily when flutter occur on the half wing model. On this research, the half wing model of N219 aircraft was tested in the low speed wind tunnel of BBTA3, Puspitek Serpong. The flutter speed occurred at 40,5 m/s based on computational analysis while the wind tunnel result is at the speed of 40,83 m/s.

Abstract

Adanya penurunan kualitas infrastruktur transportasi di Indonesia menjadikan penelitian mengenai perbedaan kondisi antara kebutuhan dan kemampuan sektor transportasi udara perlu untuk dilaksanakan dalam rangka peningkatan kinerja infrastruktur transportasi udara. Artikel ini menitikberatkan pada analisa jumlah dan pertumbuhan penumpang, jumlah dan pertumbuhan kargo dan juga kebijakan yang diterapkan oleh pemerintah terkait infrastruktur transportasi udara. Berdasarkan analisa multi kriteria yang didapatkan dari data primer dan sekunder, penelitian yang bersifat eksploratif ini akan memberikan gambaran kondisi infrastruktur transportasi udara berdasarkan lalu lintas udara di infrastruktur bandara dan beberapa sudut pandang pemangku kepentingan seperti pemerintah pusat, pemerintah daerah, akademisi dan praktisi. Peningkatan pertumbuhan penumpang merupakan indikator utama kinerja transportasi udara sedangkan pertumbuhan barang hanya sebagai indikator sekunder jika dinilai dari sudut pandang pemerintah pusat maupun pemerintah daerah. [The Evaluation of Air Transportation Infrastructure Performance in Indonesian Capital Province] The research related to the difference between supply and demand of air transportation due to the decrease in the quality of the transportation infrastructure in Indonesia is needed in order to improve the performance of the air transportation infrastructure. This paper focuses on the analysis of the number and growth of passengers, the number and growth of cargos, and related government policies in air transportation sector. Based on multi-criteria analysis derived from primary and secondary data, this exploratory study will provide the condition of air transportation infrastructure based on the air traffic at the airport and several stakeholders perspectives such as central government, local government, academics and practitioners. The increase in passenger growth is the key indicator of air transportation performance while the cargo growth only serves as the secondary indicator if measured from the viewpoint of the central government and local government.

Abstract

Banyak kegiatan usaha atau jasa komersial di sekitar kawasan bandar udara menjadi dasar terbentuknya konsep/model kota bandara (airport city) yang merupakan embrio terbentuknya konsep aerotropolis. Konsep ini berkembang secara organik dan dimulai dari bandar udara itu sendiri, dimana bandar udara tak hanya sebatas sebagai pendukung kegiatan penerbangan. Lebih dari itu, ada berbagai jenis kegiatan bisnis lainnya, sehingga bandar udara dan wilayah sekitarnya merupakan kawasan komersial yang terintegrasi. Prinsip perencanaan aerotropolis meliputi struktur ruang wilayah, jarak, zonasi, tata guna lahan, peruntukan utama fungsi kawasan, penyediaan kawasan bisnis, integrasi, dan konektivitas. Dalam perencanaan aerotropolis diperlukan upaya koordinasi dengan para pihak untuk pengembangan terhadap tata guna lahan di sekitar bandar udara. Pendekatan konsep yang ditawarkan sebagai implementasi pengembangan aerotropolis adalah menyelaraskan konsep Aerotropolis ke dalam Rencana Tata Ruang Wilayah (RTRW) dan Rencana Detail Tata Ruang (RDTR) Daerah; mengusulkan regulasi pendukung dari Pemerintah Daerah ke Pemerintah Pusat dalam bentuk Peraturan Presiden mengenai Pengembangan Kawasan Aerotropolis sebagai payung hukumnya; membentuk Badan Hukum Pengelola Kawasan Aerotropolis dalam rangka pelayanan satu pintu manajemen bersama-sama dengan para pemangku kepentingan. [Implementation of Aerotropolis Interaction Concept Based Spatial in Indonesia] Many business activities or commercial services that are involved around the airport serve as the basis of the concept/model of airport city formation which is later become the embryo of the aerotropolis concept. This concept evolved organically and is started from the airport itself, where the airport is not only limited as a proponent of aviation activity. Moreover, there are various kinds of other business activities, so that the airport and the surrounding area constitute as an integrated commercial area. The principle of an aerotropolis planning includes the spatial structure, distance, zoning, land-use, area function main designation, providing business district, integration, and connectivity. The aerotropolis planning requires the coordination efforts from all stakeholders for the development of the land-use around the airport. The approach concepts that are offered as the implementation of aerotropolis development are aligning the concept of aerotropolis into the regional Spatial Plan and Detailed Spatial Plan; proposing the supporting regulations from Local Governments to Central Government in the form of Presidential Regulation as the legal aspect in regard to the development of aerotropolis region; forming the legal entity for managing aerotropolis area in order to serve the users and form the joint management together with the stakeholders.

Abstract

Di Kalimantan Utara saat ini transportasi melalui udara memegang peranan penting sehingga diperlukan mobilitas angkutan udara yang tinggi, dimana ibukota Provinsi adalah Kota Tarakan yang didalamnya terdapat Bandar Udara Juwata yang telah ditetapkan sebagai bandar udara kelas 1 khusus. Disamping menjadi bandar udara internasional, Bandar Udara Juwata juga berfungsi sebagai pusat penyebaran dan merupakan bandar udara perbatasan yang mempunyai tugas pokok melaksanakan penyelenggara pelayanan kepada masyarakat pengguna jasa penerbangan dan penyedia penunjang angkutan udara. Bandar Udara Juwata mempunyai program pengembangan runway/landasan pacu dan taxiway/landas hubung dalam merencanakan pesawat yang dibutuhkan yaitu Airbus A-330 dimasa yang akan datang. Melalui metode peramalan pergerakan pesawat serta menggunakan panduan dari SKEP/77/VI/2005 dalam menghitung perencanaan perpanjangan landasan pacu serta landas hubung, disimpulkan bahwa sampai dengan tahun 2026 terdapat 24.049 pergerakan pesawat, sedangkan hasil perhitungan pengembangan landas pacu yang dibutuhkan untuk pesawat rencana A-330 adalah 3.383 meter dan jarak touchdown ke lokasi taxiway yang dibutuhkan adalah 1.394 meter. Untuk pengembangan tersebut akan dilaksanakan melalui tahapan sesuai program. [Runway Development Planning and Taxiways Airport Juwata- Tarakan] Air transportation in North Borneo region nowadays plays an important role where the mobility by air transportation is getting higher and the provincial capital city, Tarakan, has the Juwata Airport which is classified as the Class 1 Distinguish Airport. Besides it is designated as international airport, the Juwata Airport also act as the distribution center and country border airport in which its main task is serving the air transportation users and operators. The Juwata Airport is planning the development of runway and taxiway so that it can serve the Airbus A-330 aircraft in the near future. Using the guideline in SKEP/77/VI/2005 and applying the method of aircraft movement forecast to calculate the planned runway and taxiway extension, it is found that until 2026 there will be 24.049 aircraft movement while the calculation results give the runway length that is needed so that the airport can serve the targeted aircraft, Airbus A-330, is 3.383 meter and the distance between touchdown point to taxiway is 1.394 meter. The development process will be done in phases according to the appropriate program.
